Thyroid Cartilage Ossification and Multislice Computed Tomography Examination: A Useful Tool for Age Assessment?

Abstract: Many authors have studied the thyroid cartilage ossification process using radiographic features for age estimation of individuals. Their results were various: Sugiyama reported excellent correlation coefficients between ossification rates and civil age, unlike most other authors. We hypothesized that recent advances in imaging techniques would enable more precise evaluation of the ossification of the thyroid cartilage. We retrospectively analyzed the CT scans of 312 French patients using postprocessing software to examine the pattern of thyroid cartilage ossification, calculating the ossified volume of the cartilage on 3D reconstructions. Pearson’s correlation coefficients for volume were 0.73 for men and 0.75 for women (standard error 18.02 and 17.06), indicating considerable inter‐individual variability. Although a correlation between civil age and morphological changes was found, these methods based on thyroid cartilage ossification were not accurate enough for the assessment of individual age.

Abstract

CCAS now has a membership of about 65 here at Berkeley. We struggle on meeting in between National Guard search and destroy operations. Franz Schurmann and David Marr went to Stockholm to talk to the NLF and the DRV people. A press conference for them was just beginning when the helicopter swept over Sproul Plaza spraying CN gas. Several nights later they held forth at a large CCAS gathering to discuss their trip and what we as “Asian Scholars” might do about a war which obviously has not ended.     

Intra-industry trade and protectionism: the case of the buy national policy

This article examines the factors that lead governments to open up their public procurement markets to international competition with a particular emphasis on the effect of intra-industry trade. Contrary to the conventional notion that intra-industry trade entails less political pressure for protectionism than inter-industry trade, I argue that such notion does not prevail in the case of discriminatory public procurement. Firms in a market with a high degree of intra-industry trade are more likely to resist the removal of discrimination than would firms in a market with a high degree of inter-industry trade. Empirically, I find support for the argument both at sub-national and cross-national settings.     

Defining the limits of the North Korean Human Rights Act: A security and legal perspective

The introduction of the North Korean Human Rights Act of 2004 (HR 4011 or the Act) was hailed by many in the U.S. Congress as a significant and much-needed legislative effort that would substantially improve the human rights conditions of North Korea, considered to be one of the most unpredictable and undemocratic regimes in the world today. The passage of HR 4011 effectively marked a new and notable phase within U.S. foreign policy, in which the issue of human rights was directly linked to the issue of North Korean nuclear non-proliferation in a Helsinki-style framework. Relating to the Act, this paper argues from cross-cultural, security, and legal perspectives that HR 4011 may encounter specific limitations, which may hinder the Act from reaching its stated objectives of furthering “respect for and protection of fundamental human rights in North Korea” and “to promote a more durable humanitarian solution to the plight of North Korean refugees.” Although improving human rights is a fundamentally important issue, linking human rights with DPRK nuclear non-proliferation through HR 4011’s explicit Helsinki-style approach may exacerbate rather than eradicate North Korean human rights violations as well as the DPRK’s ongoing nuclear standoff with the international community.     

Australian Quarantine Policy: From Centralization to Coordination with Mid-Pandemic COVID-19 Shifts

Combining a historical institutionalism approach with institutional isomorphism and punctuated equilibrium, this article analyzes quarantine policy change across 120 years of Australian quarantine history. By anchoring its analysis within specific time periods (the years before the Spanish flu, seven decades of inaction, and multiple post-1997 pandemic updates and responses), the authors highlight when and why policies did or did not change and how the constant push-and-pull between state and Commonwealth institutional ownership altered policy possibilities. The heart of the analysis showcases how Australia's successful COVID-19 response is a unique output of prior quarantine policies, institutional evolution, and mid-pandemic alterations of key national pandemic response plans.     

Global Luck Egalitarianism and Border Control

This paper discusses what implications global luck egalitarianism (GLE) has for border control. Some authors suggest that an open‐borders policy follows from GLE. The idea is that various unchosen inequalities inevitably follow from differences in birthplace, such that GLE will always have principled reason to condemn closed borders. Others are skeptical of the assumption that GLE will have liberal implications for border control, because open borders may have other, adverse effects that outweigh the reductions in unjust inequality. Against such skeptics, we argue that GLE will (typically) have quite liberal implications for border control. However, this connection is not a principled one: Whether (and to what extent) GLE favors opening or closing borders will depend upon empirical circumstances.
