Negotiated management—various forms of communication, collaboration and cooperation between police and protest organizers, often taking the form of protest permits—has been mainly theorized as a means to mitigate police violence while respecting protesters’ 1st Amendment rights. A few theorists have problematized this view, suggesting that negotiated management is a form of social control that puts various restrictions on dissent. Drawing from my research on Occupy Oakland, I build upon these critiques to illustrate how negotiated management was used as a tool of repression in two key ways, and how newer forms of repression (strategic incapacitation) are still enmeshed in its logic. First, by criminalizing legal activity among protesters, through the use of a permit, who were then subjected to police repression. Second, I show how negotiated management as a normative structure of protest was used as a form of repression, even when communication and cooperation with police were clearly rejected by the movement. I illustrate how the refusal of negotiated management was used to discredit the movement and subject it to physical repression. Rather than seeing negotiated management as an alternative to police repression and strategic incapacitation, I argue that they are two sides of the same policing project, the primary aim of which is to prevent disruptive protest.  相似文献

This article attempts to consolidate theorizing about the radicalization of Western homegrown jihadists. Five major models of radicalization are reviewed. The commonalities and discrepancies among these models are identified and analyzed in the context of empirical evidence in the field of terrorism research and social psychology. Three psychological factors emerge as contributors to radicalization: group relative deprivation, identity conflicts, and personality characteristics. Avenues for future research concerning the radicalization of homegrown jihadists are suggested, focusing on research that may not only be practical for counter-terrorism, but also feasible given the challenges of research with radicalized individuals.  相似文献

This article proposes a methodology for analysing the effect of balance of payments liberalisation on measures of poverty and distribution and applies it to the case of Jamaica in the 1990s. The methodology consists of a macro-micro simulation in which a CGE model provides labour market outcomes, which in turn are used to manipulate the sectoral allocation of employment to generate the income distribution consistent with the new labour market outcome. In the application to Jamaica, we find that the reallocation of resources away from rent-seeking activities in the presence of exchange controls is significant and has large macroeconomic effects. Opening up of the current account has little effect on poverty, but liberalisation of the capital account reduces poverty, especially amongst the very poor. Neither policy change taken separately, nor the combination of the two, has more than a negligible effect on the distribution of income.  相似文献

This case study reviews the enactment and implementation of the National Security Personnel System (NSPS) in the U.S. Department of Defense. Proponents of reform seized the opportunity to enact reform in the aftermath of 9/11, basing their arguments on national security concerns. However, the policy‐making process did not produce a consensus for reform among key stakeholders in the personnel management policy community. Instead, the NSPS angered and alienated the Office of Personnel Management, the public employee unions, and a number of congressional Democrats. Implementation of the NSPS became problematic as Defense Department officials attempted to move quickly and independently to get the new system online, eventually forcing the department to put the system on hold. In the end, Congress imposed limits on its implementation, advocates for the system disappeared, and a new president supported the repeal of NSPS. This case provides useful insights into the formulation of future strategies for personnel management reform.  相似文献
