Die staatliche Entwicklung in der Schweiz für die letzten 150 Jahre wird am Beispiel der Forstpolitik aufgerollt. Die Analyse dieses Politikfeldes zeigt als wichtigstes Ergebnis die inkrementale Anpassung von Interventionen und Inhalten an das sich stetig ändernde Umfeld. Adapationsmechanismen wie die Einflussnahme anderer forstrelevanter Politikbereiche (Politikverflechtung) oder auch veränderte externe Rahmenbedingungen (Waldsterben, sinkende Holzpreise, Finanzknappheit etc.) erklären, warum sich die Forstpolitik gegenüber anderen Policies geöffnet hat. Zunehmende Vernetzung der Forstpolitik, neue Akteurkonfigurationen und eine flexible Politik der Bundesverwaltung haben zusätzlich zur Erhöhung des Veränderungspotentials beigetragen. Begünstigt werden die genannten Prozesse durch den wachsenden Legitimationsbedarf der Politik. Die inhaltliche Anpassung der Policy hat ebenfalls auf der institutionellen Ebene Veränderungen induziert. Eine direkte Übertragbarkeit der politikfeldspezifischen Schlüsse auf institutionelle Reformen ist schwierig, weil die Interessen dort noch bedeutend vielfältiger sind.  相似文献

Based on a political-economic perspective, this paper assesses the former GDR-regime's policy of obligatory exchange (Pflichtumtauschsatz). ThePflichtumtausch, one of a wide array of instruments used to collect convertible currency and restrict access to the GDR, is briefly described. Following that, a demand function, relating visits to East Germany on the one hand to thePflichtumtauschsatz on the other, is estimated. The empirical evidence adduced suggests that visits to the East were considered a normal good. The next question considered is whether the GDR-regime, acting in its role as a monopolist, followed an optimal pricing policy. On both theoretical and empirical grounds this can be rejected. Visits to the East were underpriced. This resulted in a higher number of visits and lower revenue when seen from a profit-maximizing perspective. On the other hand the actual pricing was advantageous with respect to two goals: the deterrence of visits and the collection of convertible currency. Nonetheless, it is clear that the GDR-regime voluntarily restricted its revenue collection from thePflichtumtausch. This restraint, however, can be seen as its input into a political bargain. As a rule, such “good manners” in the matter of thePflichtumtausch were more than compensated by interest payments saved in the use of the Swing. The GDR-regime's generosity thus turned out to be a rather expensive good for the West Germans.  相似文献

Abstract:  A 29-year-old Korean man reported to have been robbed, bound, and gagged by a stranger in his apartment. Clinical findings included extensive petechiae to his face and tramline patterned abrasions and ligature furrows to his neck and face as well as his wrists. Initially, no other leads in the investigation existed and a robbery was assumed to have taken place. The man eventually confessed to fabricating the story and to having self-induced the ligature marks by subluxating his jaw at the temporomandibular joint and hooking the rope closest to the back of his neck on the corner of table. The man demonstrated this unsuspected ability to law enforcement officers. As a motive for his unconventional behavior, he confessed to engaging in autoaggressive behavior as punishment for "losing face" after his ex-girlfriend terminated her pregnancy. This case demonstrates that petechiae due to neck compression also may occur in the living and are due to vascular compression and not lethal hypoxia.  相似文献

Purpose. We investigated the feasibility of assessing sexual interest in hetero‐ and homosexual men using two information‐processing methods, namely a choice reaction time task and priming. The participants were expected to have longer reaction times for sexually explicit when compared with non‐explicit pictures due to sexual content‐induced delay. In addition, the reaction times of the heterosexual (N=15) and homosexual (N=11) men for pictures corresponding with their sexual interest were compared to pictures not corresponding with their sexual interest. Heterosexual men were expected to have longer reaction times during the presentation of sexually explicit female as opposed to male pictures, whereas homosexual men were expected to have the opposite pattern. Method. The participants were presented either sexually explicit or non‐explicit male and female target pictures (and primes that preceded the targets in random combinations) while simultaneously performing a choice reaction time task in three phases each containing a total of 160 prime–target pairs. Results. Both expectations were confirmed in phase 1 of the study. In phase 2, the means differed in the expected way, but the effects were not significant. In phase 3, the expected effect was moderated by a complex priming effect. Conclusions. The results suggest that the choice reaction time task is a promising way of measuring sexual interest but that questions of habituation should be given more attention in future studies.  相似文献

Alongside humanitarian motives, the pursuit of security is the main justification given by states for their foreign military interventions. This is constructed as an ‘export of security’, part of a strategy to combat material and ideological threats abroad in order to enhance the sending state’s security. Such securitized justifications are highly ambiguous, with the military intervention itself often becoming a source of insecurity. Given the Janus-faced nature of military securitization, what are the conditions for a successful securitization move leading to foreign military intervention? In response to this question, the following article compares separate cases of security exports undertaken by the United States (US), Germany and Japan. It is argued that a stable commitment to a military intervention on the part of a sending state is only possible if the pre-intervention securitization process includes a successful desecuritization move once there are boots on the ground. This argument underlines the fundamental ambiguity of securitization moves, as well as the importance of and conditions for audience acceptance. Furthermore, this article proposes a template for exploring the links between securitization and desecuritization.  相似文献

The present study aimed to investigate the incidence of post-traumatic and secondary traumatic stress as well as burnout symptoms among child and youth welfare workers in residential care in Switzerland and to assess the predictive value of sense of coherence, self-care, and job satisfaction. A sample of 319 child welfare professionals in Swiss child and youth residential care was assessed using questionnaires that addressed sense of coherence, perceived collective efficacy, self-care, and work satisfaction, as well as symptoms of traumatic stress and burnout. Linear regression analyses were conducted to determine the influence of sense of coherence, self-care and job satisfaction on symptoms of burnout and traumatic stress. Enhancing sense of coherence, work-related self-care and work satisfaction could reduce stress symptoms and increase the well-being of child and youth welfare staff. The authors discuss how child and youth residential care institutions could improve these factors among their staff.  相似文献

The article argues that property redistribution was a major tool of democratization and nationalization in Poland and the Baltics. It provided governments with a means to give peasants a stake in the new democratic states, thus empower the new titular nations and at the same time marginalize former elites, who became national minorities. The most significant acts of property redistribution were the land reforms passed between 1919 and 1925, which achieved the status of founding charters of the new states. Activists of the disenfranchised minorities conceptualized minority protection as the “Magna Carta” of the international order, which should contain the principle of national self-determination and thus safeguard private property, the protection of which was not clearly regulated by international law. By examining the contingencies of the aftermath of the war in East Central Europe as well as discussions about changing conceptions of property ownership in both East Central and Western Europe, the article shows that land reform was meant to counter Bolshevism, but, at the same time, created the impression abroad that the new states themselves displayed revolutionary tendencies and did not respect private property – an image that became a significant argument of interwar territorial revisionists.  相似文献

The article focuses on transnational relations in border regions. Social capital theory assumes that in border regions special opportunity structures exist for the social integration of the population of old and new member states of the European Union based on the specific possibilities for cross-border cooperation. Border regions may be seen as “laboratories of social integration”. The article discusses whether “transnational social capital” actually develops and to what extent it adds to the social integration of the regions and of Europe. Representative survey data from the German-Polish, German-Czech, and German-French border regions – gathered on both sides of the border – serve as the basis of the analysis. Results show that currently – especially on the old outer borders of the EU – the accumulated transnational social capital adds very little to social integration at the regional and European level.  相似文献
