This study investigates the implementation of preventive policy targeting children. Based on longitudinal survey data we analyze how frontline workers assign meaning to core concepts of the policy and categorize the children and in this light how their exercise of discretion affects policy implementation. Many studies problematize the effects of limiting the discretion in the frontline. We identify a case where the policy is highly ambiguous, the definitions of target groups, core concepts, or central goals are vague, and the general steering of the frontline is not characterized by a lack of discretion but a lack of organizational boundaries to shape the discretion. This expands not only the policymaking role of the frontline but also becomes a barrier to developing a stronger preventive effort. The findings give nuanced insight into how organizational boundaries affect the discretion and target group construction in the frontline during frontline implementation of welfare policies.  相似文献

The U.S. incarceration rate rose dramatically over the past 45 years, increasing the number of marriages and cohabiting unions disrupted by a jail or prison stay. But as some have pointed out, not all unions dissolve as a result of incarceration, and there seems to be racial–ethnic variation in this tendency, with Blacks displaying higher rates of dissolution than Whites and Hispanics. Yet it is unclear what explains racial–ethnic differences in union dissolution among the incarcerated. Drawing on the National Longitudinal Survey of Youth 1997 (NLSY97), we examine why racial–ethnic differences in union dissolution exist among a sample of individuals who had a marital or a cohabiting union interrupted by an incarceration spell. In doing so, we draw on social exchange theory and structural and cultural theories to suggest that racial–ethnic disparities in union dissolution are explained by differential exposure to protective relationship characteristics. The results of Cox hazard models reveal that Blacks have significantly higher hazards of union dissolution than do Whites and Hispanics. These results also indicate that being married, having a child together, having full-time employment, a longer union duration, and a shorter incarceration spell may protect against dissolution and that these factors account, in part, for the greater risk of dissolution among Blacks relative to Whites and Hispanics.  相似文献

Employees contribute more when they are aware of their leaders’ high performance expectations (HPE), but how can leaders successfully convey HPE? Here it is argued that both transformational and transactional leadership behaviors involve goal-setting, which can affect employee-perceived HPE. Using a leadership training field experiment with 3,730 employees nested in 471 organizations, the findings support that training in transformational, transactional and combination leadership training significantly increased employees’ HPE relative to a control group. Furthermore, transformational leadership and pecuniary rewards seem to be important mechanisms. This implies that public leaders can affect HPE through leadership and thus potentially organizational performance.  相似文献

Psychotropics and alcohol are psychoactive substances with different cultural meanings and opposing gender associations. This paper examines the Swedish press debate on gender and psychotropics and compares it with the press debate on gender and alcohol, aiming to identify the conditions under which gendered moral boundaries of acceptable/unacceptable consumption are defended. The study shows that boundaries acquire a heightened moral status in news stories (1) that deal with a topic related to cultural ideas about essential gender difference, (2) where the cultural status of the psychoactive substance is linked to selfish and/or hedonistic motives, and (3) where innocent victims of consumption can be identified. Moreover, it shows that the “bad” characters constructed through this moral boundary are portrayed as exhibiting “excessive masculinity” and “insufficient femininity”. On the basis of these findings, it is argued that newspaper discourse on psychotropics and alcohol still relies quite heavily on gendered and heteronormative ideas.  相似文献

This article traces the development from the Office of the United Nations High Commissioner for Refugees (UNHCR) initially using biometrics in a few pilot projects (in the early-to-mid-2000s) to the emergence of a policy in which biometric registration is considered a ‘strategic decision’. It then engages key insights from current debates about ‘materiality’ and agentic capacity in combination with current debates about new forms of intervention. Finally, these insights are combined into a framework through which the article engages critically with this development of humanitarian refugee biometrics by posing the following question: how does an approach to technology that takes seriously the idea of matter as capable of agentic capacity enhance an appreciation of the ways in which these humanitarian technologies may contribute to the emergence of new forms of intervention? Through an analysis of how the emergence of digitalized biometric refugee data has affected the relationship between the UNHCR, donor states, host states and refugees, the article shows how the UNHCR’s trialling of new biometric technologies – combined with actual and potential data-sharing practices – has advanced the technology’s performance and acceptability whilst at the same time also rendering new dimensions of refugee life intervenable, not only to humanitarian actors.  相似文献

During its development, the concept of an economic constitution embraced varying elements. At the birth of the Federal Republic, these elements stood in sharp contrast to each other. After World War I Hugo Sinzheimer associated the concept with theGemeinwirtschaft (publicly controlled economy) as an expression of the organized economy of the Weimar Reichsverfassung. Franz Böhm deserves recognition for having cast the idea of competition into legal forms; thus he laid the foundation of our economic order and opened new horizons for the concept of economic constitution.  相似文献

Since I am to have the honour this evening of being presented with the Johan Skytte Prize in Political Science, it seemed to me that it might be appropriate to say something about the development of political science. Do not fear, however, that I am about to begin my reflections with the study of government in 1622, a task that would greatly exceed my time, my competence and, I imagine, your patience. On a much more modest scale, let me mention a few of the conspicuous changes in political science since I first began teaching and writing in the field about a half century ago. Let me add at once that I do not mean to suggest that my brief account is at all comprehensive or systematic. Background: This study investigates experiences of stalking among members of the Norwegian Parliament and compared them to findings of a Norwegian population sample. Material and methods: In autumn 2012, all 169 members of Parliament (MPs) got a questionnaire with a general section ending with screening for stalking experiences. In case of positive screening, the MPs should give more details on their experiences. The population sample responded to a more extensive version of the same questionnaire. Results: The response rate was 59%, but only 95 MPs delivered valid questionnaires. The MPs reported higher prevalence rates of current stalking than the population sample. Previous stalking rates were higher among population. The MPs had less direct contact with stalkers and used more non-contact coping styles compared to the population. Conclusion: MPs experienced more current stalking than the population sample; otherwise, the picture of stalking of MPs was more nuanced than previously reported.  相似文献

The debate on what effect networks have on the existing institutions of representative democracy is highly polarized. On one hand, networks are regarded as means to ‘fill in’ where traditional institutions fail, and on the other, networks are viewed as arrangements draining or ‘hollowing out’ traditional institutions of power and legitimacy. In this article, filling in and hollowing out are treated as two distinct dimensions, opening up for the possibility that networks may both fill in and hollow out member organizations. The argument is that networks, to be able to fill in, must be ‘strong’ (autonomy, resources), but the stronger they become, the higher the probability that they also hollow out their individual members. This thesis is empirically illuminated by studying political governance networks in Norway (i.e., voluntary cooperation between municipalities creating a regional council). Main findings conclude that these networks only to a very moderate degree fill in and hollow out, indicating that the networks play a largely symbolic role. However, there are variations between networks, and the data indicate that the degree of hollowing out depends on both the strength of the network (size and asymmetry) and its individual members (i.e., their population size).  相似文献
