The potential roles played by local governments in Japan regarding Sino-Japanese relations are often neglected. Drawing upon a few representative case studies by highlighting the interaction between local and international politics, the article aims at analyzing the possible impacts of Japan’s local governments on Sino-Japanese relations in the future. First, it reviews the theoretical framework of sub-national or paradiplomacy and the relevant literature on Japan’s local governments in such framework. Second, through showing how their local leaders attempted to pursue local or personal interests by taking Sino-Japanese relations as hostage, it uses four local governments in Japan that have peculiar interaction with China as case studies. Finally, it previews some patterns as derived from the cases, in order to draw some implications for both Tokyo and Beijing.  相似文献

Focusing on the construction and reconstruction process of anti-American icons in contemporary China, this paper compares the patterns of interactions between the Chinese government, intellectuals and general public during four events centering on China-US relations: the 1999 Belgrade embassy bombing, the early 2001 plane collision incident, the September 11 attacks, and the 2003 war in Iraq. The article suggests that the proliferation of anti-American icons in China does not only point towards the existence of anti-foreign ideologies. It is also a channel for different players in China to advance their personal and group interests. As long as tolerance from Beijing is signalled, much nationalist rhetoric is a coded way of directing limited dissent at the Chinese state itself, but how exactly the Chinese public hold the “nationalist flags” — which is allowed by the party–state — against the “red flags” of the same regime remains relatively unexplored. Filling up such an intellectual vacuum is the central focus of this paper.

Simon Shen   is currently a Research Assistant Professor of the Hong Kong Institute of Asia-Pacific Studies of Chinese University Hong Kong. He received his PhD in politics and international relations from University of Oxford in 2006, and a joint MA in political science and BA in political science and history from Yale University in 2000. He is teaching international relations and globalization at the Department of Government and Public Administration of the CUHK, and has also taught at the Hong Kong University of Science and Technology and conducted research for Tsinghua University as a visiting researcher. His research interests include international relations, Chinese nationalism, terrorism and anti-terrorism and globalization. He has contributed to political science and history journals as well as book projects in English, French and Chinese such as Pacific Review, Asian Perspective, Journal of Chinese Political Science and Journal of East Asian History. New York State received $4.5 billion in Community Development Block Grant-Disaster Recovery (CDBG-DR) funds after Superstorm Sandy. A major CDBG-DR requirement is to prioritize assistance to low- and moderate-income (LMI) populations. The state is spending two fifths of funds on community-wide (e.g., infrastructure) recovery activities. For these activities to be documented as LMI, a specified percentage of residents benefiting from them must be LMI. We explore the potential tension between addressing community recovery needs and prioritizing LMI assistance. Specifically, we develop a series of scenarios to estimate the likelihood that any community-wide activities will be documented as LMI in New York State. We find that documenting these activities as LMI is largely dependent on the underlying demographics of disaster-impacted areas. Additionally, as recovery activities increase in size, thereby impacting larger populations, they are less likely to be documented as LMI, potentially disincentivizing larger, more impactful investments. We recommend empirically based LMI targets for CDBG-DR grantees.  相似文献

War-on-terror-themed fictional films, particularly those focused on the war in Iraq, have largely failed at the box office and have been subjected to stinging criticism by right-wing political commentators and film reviewers. Critics on the political right have been upset by a perceived lack of patriotism in the films, often arguing that they are dangerous incitements to new acts of violence. However, unlike many earlier war films, including those made about the conflict in Vietnam, directors of films about the war on terror are quite self-consciously making political films that question United States (US) policy and practice, that focus on the effects of war on US service personnel and civilians in Iraq and Afghanistan and that, significantly, attempt to rehabilitate Arabs, Muslims and Islam from decades of Hollywood demonization. Moreover, the films are being made and released into a media environment in which quality news reporting has declined even as the intensity of feeling about ‘otherness’ has sharpened. This article argues that war on terror film directors are themselves bearing witness to the tragedy of war and thereby inviting film audiences to see the effects of war.  相似文献

The concept of a substance acting as a prodrug for an intended drug is not new and has been known and utilized with particular benefits within medicine for efficacy and patient safety. Prodrugs of psychoactive substances are also not particularly new but this has also extended to considerations of prodrugs of new psychoactive substances (NPS). The continuing evolution of NPS has been a constant forensic challenge. In some countries, this constant evolution has led to the introduction of various alternative methods of drug control. Whether for this reason or in the pursuit of user experimentation, prodrugs of NPS have been discussed, developed, and exploited, posing some distinct forensic challenges. This is especially the case within toxicological analysis of biological fluids and for some substances, also forensic chemical analysis, through inherent instability of the prodrug or metabolism in the body. Particular examples of NPS prodrugs include 1-propanoyl-LSD, 1-butanoyl-LSD, 1-acetyl-LSD, and 2C-B-AN. This is in addition to associated substances and medicines that may be used for an intended pharmacological effect. Various prodrugs for stimulant and hallucinogenic substances in particular have appeared in the literature and have been discussed within drug user forums and made available for purchase online. Presently, drug monitoring data from national and international systems indicate that prodrugs are not widely available or problematic. Nevertheless, it is important that there is sufficient awareness of the prodrug concept and potential impact and associated forensic implications, not just for chemical analysis but also for toxicological considerations when a substance has been used.  相似文献

Abstract

This article demonstrates that the issue-yield concept is able to predict the electoral strategies of mainstream and challenger parties at the 2017 German federal election. While the electorate of mainstream parties favour valence issues, the Greens and the AfD can gain more by concentrating on socio-cultural positional issues. Relying on a unique survey covering 17 positional issues and 10 valence issues as well as an analysis of Twitter accounts, the article shows that contemporary Germany is characterised by a centrifugal competition on the socio-cultural dimension. At the same time, an asymmetric ideological confrontation persists on the socio-economic dimension, because the Left and the SPD still refer to their traditional welfare issues while the bourgeois parties no longer counter this with a contrasting free-market ideology. Thus, the economy is currently not the decisive issue in German politics. Migration, integration, and other socio-cultural issues are rather driving electoral competition.  相似文献

The authors explored the characteristics of individuals that affect their attitudes toward restorative justice-—in which offenders, victims, and communities meet to redress the damage the offence had caused. Across three studies, participants completed questionnaires that assessed whether they believe that people in general, or offenders in particular, can change fundamentally as well as attitudes toward restorative justice, rehabilitation, and punishment. In one study, the questionnaire also included measures of social dominance orientation, goal orientation, and future clarity. Generally, participants who believed that offenders can change fundamentally were more likely to agree to participate in restorative justice meetings and endorse rehabilitation over punishment. Yet, the belief that individuals in general can change fundamentally was not significantly associated with these attitudes toward alternative responses to crime. Social dominance orientation was inversely, and a learning orientation and future clarity were positively, associated with this belief that offenders can change. Thus, interventions that diminish inequality in income, privileges, and influence—and thus curb a social dominance orientation—may foster an openness toward restorative justice. Initiatives that continually reward people who gradually develop their expertise, and thus promote a learning orientation, should also foster this openness toward alternatives to custodial sentences.  相似文献
