Abstract The appraisal practices of the Home Owners’ Loan Corporation (HOLC) and its Residential Security Maps are often cited as major contributors to later redlining and the perpetuation of segregation through unequal access to mortgage credit. This article focuses on whether there was a relationship between the HOLC's neighborhood assessments and mortgage outcomes. Our results indicate that the agency was clearly instrumental in restructuring the home finance system and permitting far greater access to homeowner‐ship, but it is important to consider other factors in examining the HOLC's legacy in the reshaping of the mortgage market and the operation of the financial sector after the Great Depression. Specifically, the issue of increasing segregation in older cities in the late 20th century remains inextricably linked to both the shifting nature of real estate finance after the HOLC era and the demographic, economic, and residential changes affecting U.S. cities. 相似文献

The Scottish Executive intends to introduce a statutory power of community initiative and of community planning in the forthcoming Local Government Bill. Community planning is developing as an important aspect of local governance in Scotland. It is viewed as a way for councils at the local level to work together with the community, voluntary and private sectors to develop and deliver an agreed joint vision for their communities. This article examines the nature of the community planning concept in Scotland and considers the lessons arising from experience to date. It addresses the tensions in community planning arising from its dual function of bringing some order to the fragmented institutional arrangements for service delivery and providing a strategic, integrated framework for the management of change. 相似文献

Abstract. This paper reports the results of a sample survey of the members of 76 Canadian federal and provincial advisory agencies. These agencies serve as as entities wherein the widespread interests of the public on a particular policy issue area may be aggregated. The paper introduces the subject, reviews some of the American experience with such agencies, and introduces findings from this Canadian study both about members' attitudes toward their agency and the work of their agency, and about the members themselves. The study finds that such agencies constitute another level at which interest accommodation occurs. It also suggests that as the level at which advice is rendered increases the belief in the seriousness and importance of the work increases. As for the members, the study concludes that they represent more of an educated elite than perhaps would be assumed to be the case with citizen participatory bodies. The study concludes that advisory agencies seem to have a useful role in the administrative-policy process, at least insofar as members are concerned. Summary : There would appear to be little doubt that insofar as participants are concerned advisory agencies, appointed with sufficient solemnity and liaising with sufficiently senior policy-makers, are considered worthwhile components of the policy process, especially where matters of economics are concerned. Women in policing have been the subject of considerable study for the past 20 years. While women perform as well as men in
various patrol assignments and situations, they still face a significant amount of disapproval from the male police personnel
population. Citizens, however, have shown a greater acceptance of women in this male-dominated occupation and a greater confidence
in women’s abilities to effectively perform difficult patrol tasks. The purpose of the present research is to determine the
perceptions that residents of two Kentucky counties have of female patrol officers and if those perceptions affirm previous
findings. The socioeconomic foundations for those residents’ perceptions are also examined. The research instrument consisted
of 17 closed-ended and matrix questions. Two hundred responses were obtained. The results of this study will indicate the
public’s growing acceptance of women in this non-traditional gender role, which is a requisite development for the overall
objective of attaining equality and equity for women in police work. Recommendations are presented for the purposes of explaining
the inevitable changes in the gender makeup and purposes of police work and the need for police personnel and the public to
accept those changes.

This article charts the constellation of vision and research that underpin a new era in the Family Court of Australia, focusing on the development and outcomes of two programs that have attempted to meaningfully reinforce the centrality of children's rights and needs in family court proceedings. The Less Adversarial Trial and its front‐end Child Responsive Program (CRP) both aim to minimise the potentially negative effects on parents of a litigation process by application of a more intensive case management model adopted with the intention of altering the parents’ experience of the journey. Key features of this approach include the adoption of inquisitorial techniques, which include direct consultation with children through the CRP, modified application of the rules of evidence, and strong judicial management rather than being party driven. Findings from two studies into the pilot Children's Cases Program (now the Less Adversarial Trial) and the CRP are discussed. Significantly, evidence is outlined around the capacity of the new processes to impact on both the co‐parenting and parent–child relationships and to influence short‐term adjustment of complex families in high‐conflict dispute. In encouraging a more active focus on children's needs and views and by facilitating a stronger voice for children in proceedings that affect them, both initiatives advance Australia's commitments under the United Nations Convention on the Rights of the Child. 相似文献
