The legal implications of Sudan's accession to the World Trade Organization

Sudan is one of the countries that is currently in the processof negotiating its accession to the World Trade Organization.This article gives an overview of the legal implications ofWTO accession for Sudan, detailing the expected changes andtheir implementation costs in terms of institutional and legalreform. While not exhaustive, it discusses some of the agreementsthat may pose particular implementation challenges, and suggeststhat Sudan should forge links with least developed countries(LDCs) and other WTO members and seek support during the negotiations.The successful conclusion of negotiations and the accessionof Nepal and Cambodia, both LDCs, at the fifth WTO MinisterialConference in September 2003 should provide a positive impetusand lessons for others such as Sudan that are in the processof accession.     

‘No Wishful Thinking Allowed’: Secret Service Committee and Intelligence Reform in Great Britain, 1919–23

The May 2002 tranche of British Security Service files released to the Public Record Office included hitherto classified policy files containing documents on Secret Service Committee meetings held from 1919 to 1923. This body wrote an important yet relatively obscure chapter in British intelligence history: the post-First World War reorganization and retasking of British secret service machinery, the focus now being Soviet Russia. However, by encouraging the deliberate overstatement of the Bolshevik 'subversive' threat and then backing excessive measures to counter it, some British officials may have sown the seeds of government's later inability to detect a much graver peril to national security, that of Soviet espionage.     

Alien Citizens and the Canonical Immigrant: Do Stigmatized Attributes Affect Latina/o Judgment about Discrimination?

Negative elite and news media attention to Latino‐relevant issues, particularly undocumented immigration, has dramatically increased in recent years, potentially stigmatizing attributes of Latinos such as immigration status and language use. Concomitantly, immigration policy changes were leading to widespread arrests and deportation of many Latinos. Herein, we ask two questions: First, to what extent do Latinos perceive and experience discrimination? Second, to what extent do immigration status, generational status, and language use moderate beliefs about discrimination? Using Pew National Survey of Latinos data, we find that Latino beliefs about the problem of discrimination is a decreasing function of “proximity” to the “canonical immigrant”—defined here as first‐generation immigrants who are Spanish‐language dominant. Further, we demonstrate that reported rates of victimization due to discrimination exhibit no clear pattern and are flat over time. We conclude by demonstrating that discrimination beliefs have significant implications for systemic trust, anxiety, and policy preferences.

Boricuas,African Americans,and Chicanos in the “far west”: Notes on the Puerto Rican pro‐independence movement in California, 1960s‐1980s 1

Abstract

From the late 1960s through the 1980s, Puerto Ricans developed a movement in California in support of Puerto Rico's political independence that allied itself with Anglos, African Americans, Chicanos and other Latinos. These alliances were strategic in extending the influence of the movement in solidarity with Puerto Rico's struggle beyond the relatively small and geographically dispersed Puerto Rican population in California. These implicit and explicit political alliances with other sectors led to an interesting ideological and cultural exchange between radical Puerto Rican organizations and these groups. These notes initiate an exploration of this period, through the oral histories of some of the participants in this movement. The focus of the initial exploration is on those who were in positions of leadership and influence in Northern and Southern California within the radical politics of the Puerto Rican Socialist Party—at the time, the main Puerto Rican socialist organization in Puerto Rico and the US.     

Neither here, not there: Bulgaria and Romania in current European politics

The article analyses the process of EU enlargement with reference to the progress that Bulgaria and Romania have made within it. It is argued that leaving them out of the wave of accession finalised in May 2004 for ten of the candidate states, has placed them in a situation of double exclusion. Firstly, their geographical belonging to the region of Southeast Europe has been rendered non-essential by their advanced position within the EU enlargement process. Secondly, their achievement in economic and political transition has been removed from the progress of the ten states, which joined the EU in May 2004 by delaying the time of their accession. As a result, any efforts in regional cooperation and integration between Bulgaria and Romania on one hand, and other Southeast European states on the other, have been effectively cancelled. Moreover, in current European politics, the two countries have come to serve the unenviable role of exemplifying on the part of the European Union how progress is being awarded and hesitation punished.
