This paper explores the dynamic interaction between contemporary Irish women poets and the notion of tradition in Irish poetry. Looking at the work of Eavan Boland, Susan Connolly, Paula Donlon, Mary Dorcey, Paula Meehan and Nuala Ní Dhomhnaill, the paper suggests that women poets today are subverting tradition and destabilizing a conventionally accepted fusion of the feminine with the national. This is achieved through direct challenge, through dislocation and through establishing a dialogue between the mythical and the real in the context of the lived experience of women in Ireland. Finally, the paper suggests the potential for civil and social effect of the work of women who engage consciously in the process of giving women an active voice.  相似文献

The most persuasive argument in favor of city–county consolidation has been—and remains—economic development through the formation of a strong and attractive regional community identity. This article analyzes the analytical limitations of rational-choice institutionalism for the study of Latin American politics. Adherents of this approach have made important contributions by analyzing topics that Latin Americanists traditionally neglected, such as the political impact of electoral rules and the processes of legislative decision-making. But rational-choice institutionalism has difficulty explaining the complicated, variegated, and fluid patterns of Latin American politics. It overemphasizes the electoral and legislative arenas and—in general—the input side of politics; it overestimates the importance and causal impact of formal rules and institutions; it does not explain the origins of political change and often suggests a static image of political development; it offers an incomplete analysis of institutional creation by neglecting the importance of political beliefs; it cannot fully account for crisis politics; and it puts excessive, analytically arbitrary emphasis on “microfoundations.” The article questions whether these limitations can successfully be overcome, arguing that rational-choice institutionalism—while an important addition to the debate—is not inherently superior to other approaches applied in Latin American Studies. Kurt Weyland is associate professor of government at the University of Texas at Austin. He is the author of two books—Democracy without Equity: Failures of Reform in Brazil (Pittsburgh, 1996) andThe Politics of Market Reform in Fragile Democracies: Argentina, Brazil, Peru, and Venezuela (Princeton, 2002)—and of numerous journal articles on democratization, market reform, social policy, and populism in Latin America. A puzzle that faces public administrators within regulatory governance networks is how to balance the need for democratic accountability while increasingly facing demands from elected officials to optimize oversight of industry by utilizing the expertise of the private sector in developing risk‐based standards for compliance. The shift from traditional command and control oversight to process oriented regulatory regimes has been most pronounced in highly complex industries, such as aviation and deepwater oil drilling, where the intricate and technical nature of operations necessitates risk‐based regulatory networks based largely on voluntary compliance with mutually agreed upon standards. The question addressed in this paper is how the shift to process oriented regimes affects the trade‐offs between democratic, market, and administrative accountability frames, and what factors determine the dominant accountability frame within the network. Using post‐incident document analysis, this paper provides a case study of regulatory oversight of the deepwater oil drilling industry prior to the explosion of the Deepwater Horizon rig in the Gulf of Mexico, to explore how the shift to a more networked risk‐based regulatory regime affects the trade‐offs and dominant accountability frames within the network. The results of this study indicate that a reliance on market‐based accountability mechanisms, along with the lack of a fully implemented process‐oriented regulatory regime, led to the largest oil spill in US history.  相似文献
