Morality analysis: Reducing moral backlash to public policy

Widely used policy development processes rarely systematically consider differing moral values, which can lead to overlooked risks, ineffective communications and suboptimal policy design. This article introduces morality analysis, a policy tool that draws on moral foundations theory to optimize policy and program design, build public support for policies and present key advice to decision-makers. Morality analysis is used to examine the case of a controversial vaccination incentive program introduced by the Government of Alberta in late 2021 and identify policy options that would likely have prompted less public backlash. This article suggests that morality analysis should supplement the policy analysis toolkit.     

Changing the Domestic Violence Narrative: Aligning Definitions and Standards

Many states use a broad legal definition of domestic violence that includes intimate partner violence along with family violence, and it is from this broader conceptualization that the criminal justice system intervenes and often treats all types of offenders in the same way. This judicial response can include a mandate to attend a Batterer Intervention Program-type group, which does little to address violence that occurs outside of the “traditional” partner violence paradigm. In order to advance interventions for physical partner violence that adequately address both male and female perpetration, as well as the broader conceptualization of domestic violence, we must align definitions and standards among researchers, service providers, advocates, policymakers, and the public health and criminal justice systems. Examples of how this misalignment has stalled progress in offender treatment are discussed and a plan for enabling continued innovation in the field is presented.     

Revisiting the legal infrastructure for the confiscation of Armenian and Greek wealth: an analysis of the CUP years and the early modern Republic

Properties belonging to Ottoman Armenians and Greeks were seized through various laws, decrees and other legal regulations passed by the Committee of Union and Progress (hereafter CUP) government, and later the cadres of the Republican regime. Both governments concocted ways of making this illegal process look legitimate by using the legal veil of the law. Central to this process were the economic outcomes of violence committed against Armenians and Greeks. The aim of this article is to analyze these laws and statutes, which were known as the Abandoned Properties Laws, and discuss the impact of this legislation on the process of the changing of hands of Armenian and Greek properties. It attempts to elucidate the dominant logic of the laws, decrees, and regulations concerning the abandoned properties in the periods of 1915–1923 and post-1923.     

Economic,trade and development relations between South Africa and the European Union: The end of a strategic partnership? A South African perspective

ABSTRACT

The relationship between democratic South Africa and the European Union (EU) has been in existence for over 20 years, with its roots tracing back to anti-apartheid support measures. In its earlier form, it was anchored in the Reconstruction and Development Programme. Currently, it is guided by the National Development Plan of the National Planning Commission. This relationship has been tested over time, especially as a result of negotiations over the Economic Partnership Agreement with the EU. In the meantime, the euphoria that marked new South Africa's participation in the global system, with trade and development cooperation with the EU as one of the cornerstones, has waned considerably. The cancellation of several bilateral investment treaties with EU member states has further strained the relationship. While there are notable successes in the EU–South Africa Strategic Partnership, these may not be reflective of the actual strategic value of the partnership in the context of global shifts and the rising influence of emerging powers with which South Africa is integrating.     

Family Support Groups for family members of mentally ill offenders: a pilot study

To date, there is a lack of family interventions for family members of persons with a mental illness who offended (PMIO). With the aim of addressing this issue, a Family Support Group (FSG) has been developed. The current pilot study investigated the impact of two pilot FSGs for family members of PMIO in relation to quality of life, burden, coping strategies, and resilience. Family members completed several questionnaires (i.e. WHOQOL-BREF, ZBI-22, CERQ, RS-nl) both before and after the group intervention. A total of 20 family members participated in both FSGs. The results indicated that participants experienced less self-blame, a decrease in loss of control over their lives, and improved emotional well-being. The findings showed that attending an FSG can be empowering for family members as it offers support in the management of emotional experiences and coping strategies.     

The Olympics: 64 years on

In just over a month's time London will be the centre of international focus as athletes from over 200 countries arrive for the Olympic Games. The last Olympic Games held in London was in 1948 – in the same month the National Health Service (NHS) was established. It is a tragic coincidence that the Olympics returns to London in the same year as the Health and Social Care Act was passed, legislation the chairman of the British Medical Association described as likely to be ‘irreversibly damaging to the NHS as a public service, converting it into a competitive marketplace that will widen health inequalities and be detrimental to patient care’ (Buckman, 2012).
