Over the past decade, much has been written about the results of reinventing government. Most research has examined the effects of executive or managerial perspectives. Using David Rosenbloom's competing perspectives model, we examine Medicaid managed care programs for children with special health care needs to illustrate the influence of legislative and judicial institutional perspectives on the reinvention movement. Legislative and judicial responses to the reinvention of Medicaid managed care reveal the outer limits of what managed care and related executive reforms can accomplish in a Constitutional system that is based on checks and balances among competing institutional perspectives. Furthermore, relative to Medicaid managed care, legislative and judicial responses conserve public responsibility to society's most vulnerable populations. In the long run, the balance of institutional perspectives and values—not managerial innovation per se—will influence public administration.  相似文献

Recent tragedies such as Hurricane Katrina, 9/11, and the 2008 Sichuan Earthquake have revealed a need for methods to evaluate and plan for the impact of extreme events on critical infrastructure. In particular, awareness has been raised of the threat that a major disruption will lead to cascading failures that cross boundaries between interdependent infrastructure sectors, greatly magnifying human and economic impacts. To assist in planning for such extreme events, researchers are developing modeling tools to aid in making decisions about how best to protect critical infrastructures. We present some of the capabilities of this modeling approach as well as some of the challenges faced in developing such applications based on our experience with the Critical Infrastructure Protection Decision Support System (CIPDSS) model, developed for use by the Department of Homeland Security. A set of disruptions to road and telecommunication infrastructures is implemented in CIPDSS and the modeled disruptions to the original infrastructure as well as cascading effects on other infrastructure sectors are discussed. These simulations provide insights into the potential of this approach.  相似文献

This article describes how the successive Azerbaijani governments of Heydar Aliyev (1993–2003) and Ilham Aliyev (2003–present) have pursued a largely symbolic language policy, enabling them to portray themselves as protectors of both a unique Azerbaijani identity and interethnic harmony while actually expending minimal resources. Given the demographic dominance of Azerbaijanis in Azerbaijan, language revitalization is framed as being inevitable and natural, requiring little state intervention. Indeed, the Aliyev governments have framed such symbolic policies as being preferable to the more nationalistic approach favoured by the pan-Turkic government of the Azerbaijani Popular Front (1992–93), the remnants of which have become the main opposition to the Aliyev governments. However, the Azerbaijani opposition has since largely adopted policies similar to those of the government; the difference between the two groups lies in how they portray the government's efforts.  相似文献

The success of societal transformation often depends on the legitimacy of the government institutions developed to mediate the transition. This article examines one case of institutional development and legitimacy building, the South African Land Claims Court. Formed in 1996 to help South Africa resolve land-claim concerns that surfaced as the nation transitioned to a postapartheid society, the court demonstrates the challenges of developing an institution in the context of large-scale societal transformation, reconciliation, and governmental legitimacy building. By tracing the evolution of the court and analyzing its first five years of activities, the article presents the challenges and opportunities of legitimacy building for entities working in transitional political and administrative settings.  相似文献

Due to possible secondary transfer of gunshot residue (GSR) onto a suspect in police custody prior to sampling, a baseline must be created for the amount of GSR present. With an increase of “lead free” ammunition, testing for both gunpowder and primer GSR is relevant. Seventy samples were collected using carbon‐coated adhesive stubs from four Pittsburgh Police Stations and vehicles to investigate these locations as sources of secondary GSR contamination. These seventy samples were analyzed for primer GSR using scanning electron microscopy‐energy‐dispersive X‐ray spectrometry. One primer GSR particle was detected; no sample was classified as positive for primer GSR. These same samples were then analyzed for gunpowder GSR using liquid chromatography coupled to tandem mass spectrometry to test for akardite II, ethylcentralite, diphenylamine, N‐nitrosodiphenylamine, 2‐nitrodiphenylamine, and 4‐nitrodiphenylamine. Ethylcentralite was quantifiable in two test samples. These results suggest there is a negligible potential for secondary transfer of primer and gunpowder GSR.  相似文献
