This paper explores the relationship between liberalism, victimization experience (both direct and vicarious), fear of victimization, and attitudes towards purposes of incarceration. The study makes use of a national public opinion poll conducted for ABC News in 1982. The major findings are that both fear and liberalism contribute to punitiveness but, more importantly, individual demographic characteristics are ambiguously related to punitiveness. It appears that demographic characteristics are related to punitiveness through a complex of other attitudinal associations—in this instance, fear and liberalism. Neither direct nor vicarious victimization had a direct effect on punishment attitudes. To the extent that victimization experience affects punitiveness, the effects are indirect through fear.  相似文献

Do negative budgetary shocks reduce performance in public organizations? If so, by how much and in terms of which criteria? Are public managers able to make internal management choices to limit or eliminate the effects of such shocks? These questions are investigated in a set of hundreds of organizations over an 8‐year period. For the most part, budgetary shocks of 10 per cent or more have only limited or no negative impacts on performance in the short term. The most salient policy objective and production for more disadvantaged clientele are especially insulated from shocks. Decisions about internal resource allocation and personnel management can be shown to protect core production while sacrificing more peripheral activities and capital investment. Questions that remain to be investigated include whether short‐term protection comes at the expense of some longer‐term losses, and—ironically—whether effective management under such circumstances weakens over time the political case for adequate budgets.  相似文献

Professional influence in policy‐making is generally believed to rest on professionals successfully laying claim to access to expertise – knowledge, understanding or experience – not available to others, above all politicians. On the basis of a 2005 survey of nearly 800 lawyers serving in local authorities in England and Wales, this article explores the relationship between specialization and political influence. Lawyers who shape policy use conventional routes for political influence, establish contacts with political officeholders, tend to identify less with the profession at large and are less likely to see themselves as specialists in any field of law. This means that the relationship between expertise and political power is complex and that the notion that professionals use their expertise to shape policy should be treated with some caution.  相似文献

In daylight, burglars minimized the risks of being spotted by selecting “up‐market” targets with better front cover and low occupancy that reflected the occupants' higher employment levels. After dark, townhouses with less cover were popular despite victims, fewer of whom were employed, raising more alerts. Evidence indicates consistency with routine activity theory, and target strategies appear rational, though shaped by differences in risks and offenders. Lifestyles and routine activities of victims, coupled with daylight and darkness changes, created burglary opportunities. Distinctive daylight and darkness strategies proved attractive to certain types of offenders, so that housing morphology, victims, their lifestyle, risks, rewards and burglar characteristics were distinctively aligned, providing the framework for target and area selection. Theories need to incorporate contrasts in daylight‐darkness and housing morphologies, and relate to offender diversity.  相似文献

Faced with prison overcrowding, institutions must seek alternatives to imprisonment. An under researched possibility is the use of halfway houses for the placement of offenders serving prison sentences. The LSI, an objective risk classification instrument, was administered to inmates from three jails. Low-scoring inmates from two of the jails were flagged for placement in correctional halfway houses, and the third jail was blind to LSI scores. The halfway house placement rate was 51 % for the jails that used LSI scores and 16% for the jail using traditional subjective classification procedures. The results suggest that subjective offender assessments run the risk of over classifying offenders whereas objective risk assessments yield more appropriate classifications.  相似文献

This article examines the impact that the internationalization of jnance has had on the regulation of domestic securities markets in Japan and Britain. In particular, it seeks to explain the apparent incompatibility of two distinct trends: deregulation (and state retreat) on the one hand, and increased regulation and state involvement in markets on the other.
Much of the literature about the efects of internationalization on domestic policymaking has drfjculty explaining these two distinct regulatory frends. First, there has been no uniform "competition in regulatory laxity." Second, the United States does not appear to have exerted hegemonic influence over outcomes. Finally, domestic-level explanations which deny the importance of systemic-level influences on domestic policy choices are unable to explain the similarity of policy choices undertaken by governments with very different regulatory traditions.
I argue instead that regulatory reforms have been undertaken primarily for the benefit of a particular set of private economic actors—mobile consumers of financial services, including both holders of liquid investment capital and large multinational borrowers. Internationalization has systematically strengthened their influence over the policymaking process by making "exit" from one political marketplace to another a more realistic and more potent bargaining strategy than the alternative of exercising "voice."  相似文献

This paper provides a critical geographical analysis of the emerging ideals associated with sustainable citizenship. We argue that the principles behind sustainable citizenship force us to think through the full range of geographical factors which frame citizenship and yet which are routinely overlooked in both geographical and non-geographical work on the citizen. We take the sustainable citizen to be both an epistemological challenge to existing paradigms of citizenship and a contemporary national and international policy goal. As an epistemological category we claim that the very notion of a sustainable citizen destabilizes the spatial, temporal and material parameters upon which modern forms of citizenship are based. At the same time, however, we also consider the limitations associated with contemporary national and international attempts to create a more sustainable citizenry, arguing that such initiatives often belie the radical potential of thinking about citizenship in sustainable terms. We take as our empirical focus the recently implemented curriculum for global citizenship and sustainable development being enacted in Welsh schools. Drawing on interviews carried out with education officials, teachers and students, we explore what sustainable citizenship means and the opportunities and challenges it faces as a political project.  相似文献
