Political Accountability in Hong Kong: Myth or Reality?

This article assesses the practice of political accountability in Hong Kong: whether it has largely been realised in practice, or whether it is merely a political slogan for the government to justify its executive-led governance. The analysis begins with a review of the theoretical concepts of political accountability and ministerial accountability, and then establishes an operational framework to analyse the current practice of political accountability in Hong Kong's political system. It concludes by addressing the degree of political accountability overall.     

Exporting to China and ASEAN countries： Perceived advancement in marketing competencies and export performance

Malaysians firms have made inroads into the non-traditional export markets. Such ventures are expected to result in increased knowledge about the marketing systems that are posited to be different from the traditional export markets. This paper reports on the perceived improvement in marketing competencies of Malaysian exporters. The results of data analysis show that there are five dimensions of marketing competency. In ranking order, segmenting and targeting competency is ranked highest followed by product management, export management, product differentiation and promotion. Multiple regression analysis was performed to test the explanatory power of each marketing competency on export performance of firms exporting to China and ASEAN countries. The result revealed that none of the marketing competency explained the variation in export performance for the China market. However, among exporters in ASEAN countries, it was noted that promotion competency resulted in a negative impact on both measures of export performance. Product competency is positively associated with financial measure of export performance. Competencies in segmenting and targeting, and export management are positively associated with non-financial performance.     

Risk assessment and suicide prevention in primary care

General practitioners (GPs) are assumed to occupy an important position in the prevention of suicide through the introduction of risk assessment techniques commonly used in psychiatric practice. Despite this theoretical role for primary care services, it remains unclear how frequently GPs implement risk assessment in patients who may be vulnerable to suicide. To address this, a retrospective survey of probable suicides was conducted within a primary care setting utilizing a questionnaire of GPs who had experienced a patient suicide and was augmented by hospital and coroners' records. 85% of questionnaires were returned and 61 deaths were adjudged as suicides during the year long census period. 75% of suicides were male and 54% were aged under 35.28% were in contact with psychiatric services prior to death, although 60% had some diagnosis of mental disorder. GPs had little knowledge of a patient's life circumstances in up to half of cases. Recording of risk assessment occurred in 38% of subjects, was positively associated with prior psychiatric contact (p = 0.001) but negatively associated with presence of physical illness (p = 0.004), older patient age (p = 0.04), and GPs length in practice (p = 0.05). One GP felt their suicide case was preventable. The low rate of risk assessment and limited knowledge of patient lifestyle point to the need for active engagement of GPs in future suicide prevention strategies and should influence the content of training programs in primary care.     

Effects of positional restraint on oxygen saturation and heart rate following exercise

This report assesses the effects on peripheral oxygen saturation and heart rate that positional restraint induces when a person is prone, handcuffed, and "hog-tied." Peripheral oxygen saturation and heart rate were monitored at rest, during exercise, and during recovery from exercise for 10 adult subjects. The effects of positional restraint produced a mean recovery time that was significantly prolonged. Consequently, the physiological effects produced by positional restraint should be recognized in deaths where such measures are used.     

Northeast Asian Economic Integration: A Region in Flux

Over the last decade, essentially since the Asian crisis of 1997–98, the economic integration of Northeast Asia has been marked by three overarching trends. Economic relations have become: 1) more institutionalized; 2) more “Asian;” and 3) more China-centric. These macro-trends are demonstrated and analyzed in the paper. But by way of anticipation, numerous counter-cutting facts need also to be kept in mind. In essence, recent trends, notable as they are, have by no means reversed three counter-realities: 1) economic ties are still largely driven, less by governments and formal arrangements, than by corporations in search of profits and production efficiencies; 2) despite growing economic interdependence across Northeast Asia and between that sub-region and Southeast Asia, Japan, China and South Korea remain heavily linked to global, and particularly US, markets; and 3) though China is an ever important hub in Northeast Asian trade and investment, Japan remains by far the most powerful economic player in the region.     

Asymmetric payoffs in simultaneous and sequential prisoner’s dilemma games

We investigate the role of payoff asymmetry in laboratory prisoner’s dilemma games. Symmetric and asymmetric games are examined in simultaneous and sequential settings. In the asymmetric sequential games, we study the impact of having payoff advantaged players moving either first or second. Asymmetry reduces the rates of cooperation in simultaneous games. In sequential games, asymmetry interacts with order of play such that the rate of cooperation is highest when payoff disadvantaged players move first.     

Challenging the Leadership: The Party Conference as a Platform for Dissenting Membership Voice in British and Danish Parties of the Left

According to A. O. Hirschman, party members who are dissatisfied with their party's policy have two options: they can either leave the party (exit) or try to change party policy (voice). Research has shown that leadership control over policy is extremely high, leaving membership influence virtually non-existent. On that basis, exit seems the only viable membership reaction to dissatisfaction with party policy. Nevertheless, research has also shown that voice is of great importance to members; hence it is voice that will be the main focus of this article, which examines the circumstances under which party members are likely to opt for voice over exit and what factors are likely to hamper voice. Using a study of the Danish Socialist Peoples Party, the Danish Social Democrats and the British Labour Party, the article shows that despite the odds stacked against them, some party members do make use of the opportunities for voice offered by the party conference, but also that they often face significant obstacles in exercising it.     

“Editorials at a Glance”: Cultural Policy,Gender, and Modernity in the World War I Bureau of Cartoons

Cultural policy during the Great War, rather than radiating from the central government, evolved from contemporary culture—propaganda, movies, and mass media. The state was a player, but quasi‐public organizations such as propaganda agencies, non‐state actors like the YMCA, and “public opinion” played important roles. The Committee on Public Information (CPI)—the government's propaganda committee—influenced Americans through books, advertisements, posters, and cartoons. This essay examines two of the CPI's efforts: the Bureau of Cartoons and the Division of Pictorial Publicity. In these materials, we can see the intersection of class‐based notions of gendered idealism and a developing media state's use of a sentimental culture of the Victorian middle‐class to represent and motivate the nation. With staff drawn primarily from advertising agencies and newspapers, the Committee's work shows how the formulation of cultural policy is the result of complex negotiated processes involving state interests, cultural liaisons, and ideological assumptions.     

Die Rückkehr des befehlenden Staates? Muster und Ursachen der Veränderung staatlicher Handlungsformen in der deutschen Abfallpolitik

During the last 15 years, a shift in the relationship between state and society has been identified that can be characterized by an overall “retreat of the state”. The increasing use of co-operative policy instruments that do both, supplement and replace traditional authoritative measures, is one of the relevant manifestations of this change. However, most recent developments in German environmental policy in general and product-related waste management policy in particular reveal that this is all but an unambiguous tendency. After years of predominantly co-operative policy-approaches, there seems to be a revival of the authoritative state. The article analyses the patterns of change and presents reasons. In doing so, it challenges the popular functionalist hypothesis assuming that co-operative approaches arise from the functional needs of modern policy problems. Quite the contrary, the article draws on institutional factors — the European law in particular — and on party politics for explaining the identified change.
