We construct a spatial election model in which candidates inherit initial positions in the strategy space, presumably from previous political activity, and they are restricted to strategies close to their initial positions. We establish sufficient conditions for the existence of an equilibrium. The equilibrium need not entail an expectation of a zero plurality for each candidate. We then apply this model to a sequence of elections in which a series of opposition candidates challenge incumbents. Given certain regularity conditions, the result will be an apparent incumbency advantage, corresponding to that observed in recent congressional elections. 相似文献

The purpose of this study was to determine the extent to which multiple health and lifestyle variables differ among 406 adolescent males classified according to average duration of daily television viewing. Cattell's 16PF Questionnaire, Form C, and Rosenberg's Self-Esteem Scale were employed to assess psychological health, and the Physical Performance Test for California was used to measure six dimensions of physical fitness. Participants also completed a questionnaire requesting general demographic data, and information regarding lifestyle and average amount of time spent watching television per day. Results indicated that the well-being of the boys was related significantly to the extent of television viewing. Light television viewers were more physically fit, emotionally stable, sensitive, imaginative, outgoing, physically active, self-controlled, intelligent, moralistic, college bound, church oriented, and self-confident than their counterparts, especially heavy television viewers. Furthermore, light television viewers were less troubled, frustrated, and shrewd, and used drugs less frequently, particularly alcohol, than moderate and heavy television watchers, especially the latter.Larry Tucker, Associate Professor, received his Ph.D. from Southern Illinois University-Carbondale in Health Education. Studies have tested variations of concentrated patrol combined with intense field interrogations, broken windows enforcement, Compstat accountability, and problem-oriented approaches. Although a majority of findings support the efficacy of concentrated patrol, a substantial number do not. Questions remain regarding six variables: dimension, dosage, duration, displacement, diffusion, and denouement. This study tested differential deployment lengths of geographically concentrated, proactive patrol for an additional 80?h per week in 13 high crime beats in Houston, TX. The original purpose was to identify optimal lengths of deployment periods. The study used a switched replication design with repeated treatments over deployment periods ranging from 4 to 12 weeks. Meaningful reductions in suppressible street crime occurred in only 2 of the 13 beats. The two beats were among the smallest, had among the highest crime rates, and received the highest dosage of concentrated patrol. 相似文献

This article examines the financing history of the U.S. Social Security system during the period starting with the amendments of 1939 and concluding with the amendments of 1950. It reviews the program's financing policies during this period, and in particular, a series of tax-rate "freezes" enacted during this time. The tax-rate schedule codified in the Social Security Act of 1935 was prevented from taking full effect during these years and the rates were "frozen" at their 1935 level for 15 years. This article seeks to explain the policy context of these rate freezes and their impact on the program's long-range financial solvency. Two major findings emerge from this research: 1. One of the most basic tests of any policy proposal involving Social Security is the projected impact of that proposal on the program's short-range and long-range financing. It would be virtually impossible to propose any serious policy change without a certification from the Social Security actuaries regarding the potential impact of such change. Although Congress enacted the 1939-1949 rate freezes in eight separate legislative acts, the legislative history contains no useable long-range actuarial estimates to gauge the impact of the rate freezes on program financing. How and why such an anomalous circumstance could arise is explored here. cies and has discovered that throughout the period from 1939 to 1950, the Social Security program was almost certainly rendered out of long-range actuarial balance by the rate freezes.
