Law enforcement officers continue to serve on the front lines as mental health interventionists, and as such have been subject to a wave of “first generation” reform designed to enhance their crisis response capabilities. Yet, this focus on crisis intervention has not answered recent calls to move “upstream” and bolster early intervention in the name of long-term recovery. This paper reports on findings from an action research project in Philadelphia aimed at exploring opportunities for enhanced upstream engagement. Study methods include spatial analyses of police mental health transportations from an eight year period (2004–2011) and qualitative data from twenty-three “framing conversations” with partners and other stakeholders, seven focus groups with police and outreach workers, five key informant interviews as well as document reviews of the service delivery system in Philadelphia. Recommendations include the need to move beyond a focus on what police can do to a wider conception of city agencies and business stakeholders who can influence vulnerable people and vulnerable spaces of the city. We argue for the need to develop shared principles and rules of engagement that clarify roles and stipulate how best to enlist city resources in a range of circumstances. Since issues of mental health, substance use and disorder are so tightly coupled, we stress the importance of establishing a data-driven approach to crime and disorder reduction in areas of the city we term “hotspots of vulnerability”. In line with a recovery philosophy, such an approach should reduce opportunities for anti-social behavior among the “dually labeled” in ways consistent with “procedural justice”. Furthermore, crime and disorder data flowing from police and security to behavioral health analysts could contribute to a more focused case management of “repeat utilizers” across the two systems. Our central argument is that a twin emphasis on “case management” and “place management” may provide the pillars needed to move upstream and strengthen interventions along a continuum of engagement.  相似文献

“Purple drank” is a label typically applied to mixtures of codeine cough syrup with soda, although it has also been applied to mixtures of over-the-counter cough syrups and alcohol. This novel drug formulation was first popularized in the Houston, Texas rap music scene in the 1990’s, and since then references to purple drank have become common in rap and hip-hop songs, but remained virtually absent in other musical genres. Prior research has found that musical preferences can have an influence on choice and frequency of drug use. The goal of the present study is to examine the relationship between musical preferences and experimentation with purple drank. Self-reported information about musical preferences, substance use, and demographic characteristics were collected from 2,349 students at a large university in the southeastern United States. An analysis of lifetime purple drank and other drug use by musical preferences reveals that those who prefer rap/hip-hop music and rock/alternative have the highest risk for reporting purple drank use. Further, this relationship far exceeds the associations between musical preferences and other drugs. Results from logistic regression analyses indicate males, other drug users, and those that prefer rap/hip-hop music have a significantly higher likelihood of using purple drank.  相似文献

According to the framework rooted in public economics, governments can create public value by focusing tax and spending policies on remedying market failures and addressing concerns about fairness embodied in a social welfare function. By pursuing optimal tax and spending policies, governments navigate the omnipresent trade‐offs between equity and efficiency. Of course, in practice, the process by which policies are adopted does not resemble the planner's problem in social choice theory. In addition, real fiscal policies do not look much like the recommendations that arise from the optimal tax literature. Governments operate in public choice environments that are not conducive to focused remedying of market failure, and they suffer from their own tendencies to fail to achieve their objectives. Nevertheless, many of the tools are in place to help the federal and state governments focus tax and spending in ways that can maximize public value.  相似文献

While terrorist organizations have been analyzed for their motivations and tactics, little has been done to develop a systematic understanding of what makes some groups more dangerous than others. Knowing what makes some groups more threatening than others, or what conditions can influence a single group to become more or less of a threat, would help governments to prioritize resources during counterterrorism efforts. Using an approach similar to Ted Robert Gurr's assignment of a risk score to identify impending minority group rebellion, this article develops and tests a set of terrorist organizational characteristics. A two-phased approach is used. First, the authors identify key characteristics that could be anticipated to drive groups to be more active or deadly. The characteristics were identified and measured for terrorist groups for 1990–1994. The authors test group characteristics against subsequent group violence intensity from 1995 to 1999. Findings indicate that some group characteristics, such as religious ideology and group size, are important to understanding a group's relative level of violence. Though the study focused on a relatively short period of time, the findings indicate that a more comprehensive study of the impact that group characteristics have on violence levels would be a worthwhile undertaking.  相似文献

Abstract

This article will analyse the challenges facing the Common Security and Defence Policy (CSDP) through an evaluation of the impact that differing member state strategic cultures have on the EU Battlegroup Concept, highlighted through the examples of Germany and Poland. The concept was initiated to give the EU an increased rapid reaction capacity. However, as emphasised through the cases of Germany and Poland, divergences in EU member states' strategic cultures remain, including when, where and how force is used. When this is combined with the cost of plugging military capabilities' gaps, the political willingness to deploy a Battlegroup can be affected. Whilst the article highlights that the role that member states want to play within CSDP as well as international expectations can override constraining factors, the Battlegroups rely on a rotation system. As some member states are more willing to deploy the Battlegroups than others, the concept risks becoming a declaratory policy thus undermining CSDP.  相似文献

Deliberative democracy can be defined as a political system based on citizens' free discussion of public issues. While most scholars have discussed deliberative democracy normatively, this study attempts to test the validity of a model of deliberative democracy through examining the interrelationships among its four components: newsmedia use, political conversation, opinion formation, and political participation. Sufficient empirical evidence was found to support the hypotheses that (a) news-media use is closely associated with the frequency of political conversation in daily life both at general and issue-specific levels; (b) willingness to argue with those who have different opinions is influenced by majority perceptions and by news-media use and political talk; (c) news-media use and political conversation have positive effects on certain measures of the quality of opinions (argument quality, consideredness, and opinionation) and perhaps on opinion consistency; and (d) news-media use and political conversation are closely associated also with participatory activities, but more so with "campaigning" than "complaining."  相似文献

Nearly two years after removal of Zine al-Abidine Ben Ali and Hosni Mubarak, Tunisia and Egypt are still in transition: gains made by early 2013 remain tenuous, and whether democracy takes root remains to be seen. This article identifies variables affecting these states' prospects for democratic development by drawing lessons from the post-communist coloured revolutions of the early 2000s, when democratic forces had difficulty consolidating initial gains. Based on these cases, we suggest that choices available to political actors, in particular the ability of democratic opposition forces to maintain unity and support a common transition platform, and their success in removing old regime elites, will be crucial in the post-Arab Spring environment. However, we also examine structural variables, including the nature of the ousted authoritarian regime and external leverage, which point to differences between the coloured revolutions and MENA uprisings and suggest limits to cross-regional comparison.  相似文献

The January 2010 earthquake in Haiti was a catastrophe not only for the loss of life it caused, but also because it destroyed the very thin layer of state administrative capacity that was in place in the country. This article argues that the fragility of the Haitian state institutions was exacerbated by international strategies that promoted NGOs as substitutes for the state. These strategies have generated a vicious circle that, while solving immediate logistical problems, ended up weakening Haiti's institutions. However, the article does not call for an overarching condemnation of NGOs. Instead, it explores two cases of community-based NGOs, Partners In Health and Fonkoze, that have contributed to creating durable social capital, generated employment and provided functioning services to the communities where they operated. The article shows that organisations that are financially independent and internationally connected, embrace a needs-based approach to their activities and share a long-term commitment to the communities within which they operate can contribute to bringing about substantial improvement for people living in situations of extreme poverty. It concludes that in the aftermath of a crisis of the dimension of the January earthquake it is crucial to channel support towards organisations that show this type of commitment.  相似文献

Italy is facing the difficulties and the challenges created by the current worldwide transformation of the economy, of government and civil society by crafting appropriate government policies and actions as well as adjusting organizational structures and procedures. This special issue shows a picture of a country undergoing a profound process of change at all levels of governments and main areas of public policy. The predominant features are the promotion of private enterprise and decentralization, while administrative reforms encourage the formation of a new administrative culture where the traditional centrality of administrative law no longer exists and public administration becomes more open and managerially oriented.  相似文献

What is the impact of globalization on the Italian state and the development of the Italian public administration? Italy is one of those countries where the forces of globalization are challenging the strong state tradition and the predominance of the legal model of public administration.
