SUMMARY

This article analyses the debates that took place in the Congress of Argentina between the enactment of the constitution in 1853 and the end of the century, regarding the powers of the executive and legislative branches for intervening in the provinces in case of internal conflict or external attack. It focuses on the controversies arising from different bills submitted to congress in order to enact a general intervention act to resolve, once and for all, the powers of each branch in that matter. Although those bills did not pass, a study of them shows the existing disagreements about the operation of the federal system and the separation of powers. Some of the differences were linked to the discussion of American constitutional doctrine in which Argentina had been engaged since the mid nineteenth century in order to solve the dilemmas of organizing its political institutions. This article claims that this analysis contributes to ongoing debates on the roots of political conflict in Argentina by showing the importance of institutional controversies, and argues that it is necessary to address the role of congress and of doctrinal dissent in order to revise the role that historiography has given to the disputes over power as an overall explanation for political confrontations.  相似文献

Abstract

In an article on “Inter-Communist Conflicts and Vietnam” published in the current issue of Marxism Today, Anthony Barnett attempts to put the wars in Southeast Asia into historical and socialist perspective. He begins by stressing the already existing pattern of conflict in the socialist world. He notes in particular, the history of differences between neighboring communist states, the division of Marxist-Leninist movements resulting from the Sino-Soviet split and the sustained efforts of imperialist powers to exploit and to deepen these conflicts. The same conflicts, he argues, now find expression in Southeast Asia. In fact, the recent successful completion of the Vietnamese revolutionary war and the rise of other communist governments in China's hinterland might be promoting a trilateral conflict situation of a type already observed elsewhere. After the second World War, the indigenous, self-sustaining communist revolution in Yugoslavia successfully resisted efforts made by the older, larger communist power, the USSR, to force it to join its Eastern European bloc. Part of the Soviet pressure took the form of aggravating difficult bilateral relations between Yugoslavia and its neighbor Albania. Coalitions have been critical for the reemergence of democracy and stability in Uruguay and Chile. Where do they come from? Why are they successful? To explore the role of history and ideologies in the formation and successes of two leftwing coalitions, Uruguay’s Frente Amplio (Broad Front) (FA) and Chile’s Concertación por la Demcracia (Concertación), the author traveled to South America. In Montevideo and Santiago, she spoke with professors and politicians, government officials and former Presidents. This essay will introduce the Uruguayan and Chilean political party systems, discuss how they have dealt with crimes committed by the dictatorships (1973–1990), and highlight the significance of the two coalitions. It will use the term “left” to designate parties which favor egalitarianism and statism, and claim to speak for the people, especially the underprivileged; the term “right” for those which favor liberty, individual initiative, equality of opportunity, and limited government.  相似文献
