In the 20 years since a president committed federal government agencies to achieving environmental justice (EJ), states have been at the forefront of policy development. But states have varied in the nature and extent of their EJ efforts. We use Guttman Scaling to measure state EJ effort and test hypotheses regarding the relative importance of problem severity, politics, and administrative variables to variation in state policy development. Our analysis offers a novel characterization of state policy intensity and demonstrates its scalability. Income‐based problem severity, environmental group membership, and nonwhite populations were important predictors of state EJ policy intensity during our study period. The political geography of EJ policy also displayed a distinctive southern pattern and the EJ policy intensity model contrasted significantly with a model of environmental policy innovation. The findings suggest that state EJ politics are more indicative of redistributive policy than regulatory.  相似文献

Abstract

The rise and effects of information and communcation technologies (ICTs) form the starting point of a few interesting theoretical accounts on the information economy and society. Even some more critical authors proceed in their argumentation from economic and social change in relation to major changes in the area of ICTs. This recent literature is often confusing, as the role of ICTs is perceived as all pervasive. As such, authors do not always distinguish between evolutions in specific sectors, at the economic level or at the level of social institutions and structures. This article has a twofold goal. First, it provides a systematised discussion of recent theoretical contributions on the information society. Second, it analyses these contributions in the light of its accounts of, relevance to, the developing world. It starts from the assumption that all too often no specific attention is paid to the developing world or that – in the case of more policy-orientated accounts – the theory on the information society is seen to be universal in character.  相似文献

Abstract

Since the early 1990s the concept of the information society has taken centre stage on the political agendas of several national governments in the North and South, as well as regional and international institutions, donor organisations and non-governmental organisations (NGOs). This article first sets out to analyse and describe both the content of, the evolution in, this policy discourse. It attempts to assess the validity of this discourse in light of the current changes at the global level and in the light of the problems associated with the practical implementation of policy in a developmental context. By so doing, it questions the basic – and overly simplistic – assumptions of the dominant scenario.  相似文献

We analyze the recent Flynn Report and assess its implications for the future of military intelligence in Afghanistan. In particular, we argue that the report seeks to expand the substantive tasks of the military intelligence practitioner, while collapsing non-trivial aspects of existing organizational hierarchies. We argue that implementation of the Flynn Report's proposals would match poorly with the traditional nature of military intelligence and the realities of human resources constraints in the military. Further, the resulting scale of unfiltered data such a system would produce might serve to overwhelm rather than assist decision-makers. Finally, we conclude that the problems expressed in the Flynn Report should not be traced to the military intelligence apparatus per se, but rather to the inability of US political leadership to map out a clear vision for current operations – both in Afghanistan, and in the counterinsurgency environment in general.  相似文献

Abstract

Most studies that have explored the impact of youth sexual offender treatment on recidivism have not assessed whether effectiveness varies for important subgroups. The present study evaluated the impact of treatment provided by the Griffith Youth Forensic Service (GYFS) on 104 adjudicated youth sexual offenders referred between 2006 and 2012. Sexual, violent and “other” offending outcomes were examined, based on Australian Indigenous cultural heritage and whether the youth resided in a remote community, over an average 2.5-year follow-up timeframe. The findings indicated that GYFS treatment was equally effective for Indigenous and non-Indigenous youth for preventing sexual recidivism and, for youth residing in remote and non-remote locations, for preventing sexual, violent and “other” recidivism. Treatment was less effective in preventing violent and “other” recidivism for Indigenous youth. The core components of the GYFS treatment programme therefore appear particularly well suited for reducing sexual recidivism by Indigenous offenders and those residing in remote communities.  相似文献

Second to fourth digit ratios (2D:4D) are sexually dimorphic in human hands and established by the 13th gestational week. Application of 2D:4D for determining sex in living individuals by Kanchan et al. (Forensic Sci Int, 181, 2008, 53.e1) produced classification rates of 80% for males and 74–78% for females. Few studies have explored the use of 2D:4D for sexing skeletal remains. We test estimated finger lengths, phalanx lengths, and 2D:4D derived from hand bones for determining sex. Maximum phalanx length was collected using a mini‐osteometric board from 451 individuals of known age, sex, and ancestry in four skeletal collections. Logistic regression of 2nd and 4th digit finger and phalanx lengths produced classification rates greater than 80%. Digit ratios, however, failed to reach classification rates greater than 59%. Our results support those of Voracek (Forensic Sci Int, 185, 2009, e29) and suggest that 2D:4D may be population‐specific and thus inappropriate for universal application as a means of determining sex.  相似文献
