Five states now provide funding for stem cell research, and many states are developing or debating stem cell research policies. Despite this interest, little data exist to help policy makers design policies or forecast the impact of new legislation. This article reports novel data from two surveys: one directed at those most affected by these policies—stem cell scientists—and one at a group of biomedical researchers working in less contentious fields. These data identified relatively high mobility among stem cell scientists, particularly in states with restrictive policies, and a strong preference for states with permissive policies. These findings suggest that state-specific policies may prove to be effective recruiting tools. They also suggest specific recruitment strategies and highlight the importance of first-mover advantage as states compete for the same limited pool of mobile scientists. In recent years the progressive lowering of tariff barriers in Australia has produced a predictable backlash from those who are directly affected. The reaction, however, extends to academics and others who have no pecuniary interest in the outcome, and who have argued that the tariff represented a policy consciously designed to promote the economic development and defence capacity of this country. On the basis of experience in the motor vehicle industry, we argue that these factors had very little to do with interwar tariff policy. Rather, it was the outcome of an interplay between the Commonwealth government's need for revenue, the activities of "the lobby" in seeking rents, and the practices of the Customs bureaucracy. 相似文献

We introduce a new experimental method for studying power. Drawing from multiple theoretical perspectives, we conceptualize
power as relational and structural, as well as comprised of different forms through which basic human needs can be met. Thus,
the method we introduce examines how, when faced with a particular need, people use multiple forms of power concurrently and
within a “field of influence,” namely, the other players in a game. This enabled us to examine how one form of power is transformed
into another and how power is transferred from one player to another through interaction, as well as to measure power as behavior,
as the exercise of choice, as potential, and as outcomes. Two experiments using egalitarian start conditions and a survivable
ecology demonstrated that participants used power to gain more power, creating inequality. Being the target of force made
some players unable to “survive” in the local ecology. Theoretical and methodological issues in the study of power are discussed

Background. There have been a number of developments in the assessment of dynamic risk in the criminological literature. The dynamic risk assessment and management system (DRAMS) has been developed to facilitate the measurement of dynamic factors of risk for offenders with intellectual disability. Method. The study was designed to assess the construct validity, reliability and predictive utility of the DRAMS in 23 male forensic patients in a high secure setting. Predictions were made against independently collected incident data. Concurrent validity was assessed against the Ward Anger Rating Scale (WARS). Results. A reformulation of the individual section variables according to convergent and discriminant correlational analysis revealed Cronbach's alpha levels of >.8 for all sections apart from mood (alpha .750) and items retained to facilitate clinical information (alpha ?.017). Two hundred pairs of WARS and DRAMS assessments revealed orderly sectional correlations. The sections of mood, antisocial behaviour, and intolerance/agreeableness predicted incidents with a medium effect size as did total DRAMS score. There were highly significant differences between assessments taken 1 or 2 days prior to an incident and control assessments conducted at least 7 days from an incident. Conclusions. The reformulated DRAMS has good construct and concurrent validity. It appears to be a reliable assessment tool and informs on risk levels relating to stable and acute proximal factors.
