The impact of institutions on the economic vote stands as a well‐established proposition for the advanced democracies of Europe. We know less, however, regarding the institutional effects on the economic vote in the developing democracies of Latin America. Carrying out an analysis of presidential elections in 18 Latin American countries, we offer evidence that the usual Eurocentric conceptualization of the clarity of responsibility is not ideal for understanding the economic vote in this region. There does exist a powerful effect of institutions on the economic vote within Latin American democracies, but one uniquely associated with its presidential regimes and dynamic party systems. Rules for these elections—such as concurrence, term limits, and second‐round voting—suggest that we should reconceptualize the notion of the clarity of responsibility in Latin America, focusing more on individuals in power and their constraints, and less on the political parties from which they hail. 相似文献

This research analyzes the individual-level factors associated with public support for the private provision of public goods and services. Given that privatization requires the transfer of authority from public to private entities, we argue that beliefs about private companies are an important and overlooked source of heterogeneity in explaining public policy preferences toward privatization. We test this expectation using survey data from the 2014 Cooperative Congressional Election Study. We find that support for privatization is associated with positive beliefs about the motivation of private companies and with favorable views about corporate accountability relative to the accountability of government. Opposition to privatization is associated with beliefs about corporate influence in politics. Preferences for limited government are also associated with support for privatization. These results highlight the potential for beliefs about private companies to serve as a group heuristic in political reasoning and the ability of citizens to make reasoned choices on complex public policy issues. 相似文献

The politicization of government communications requires intense control. Centralization of government power accompanies advances in information and communications technology, as political elites use branding strategy in an attempt to impose discipline on their messengers and on media coverage. The strategic appeal of public sector branding is that it replaces conflicting messages with penetrating message reinforcement. Among the notable features are central control, a marketing ethos, a master brand, communications cohesiveness, and message simplicity. Together these features work to conflate the party government and the public service, which perpetuates trends of centralization. Using Canada's Conservative government (2006–2015) as a case study, public sector branding explains the hyper control over government communications and demonstrates why these developments can be expected to last, regardless of which party or leader is in control. 相似文献

Most research on the impact of Welfare Reform has been upon the employment status of parents and trends in declining caseloads. Recent research has examined how children in Temporary Assistance to Needy Families (TANF) program families are faring, with growing interest in the effects upon children of the disruptions to cash benefits that result from program sanctions, the policies that are intended to motivate parents to comply with work requirements. Adding to the body of knowledge on children and TANF sanctions, this study used administrative data to examine school attendance rates and disruptions to enrollment, for children from families with at least one sanction. Findings indicate that there are important probable connections between the factors that contribute to challenges to employment that relate to parenting and the school engagement of children in TANF families. 相似文献

There is a growing body of research that suggests parallels between assimilation and increased adolescent violence, which is often referred to as the “immigrant paradox” in the United States. Few studies explore how theories, such as routine activity and lifestyle, could explain the relationship between assimilation and increased violence. This study explores whether and how the adolescent associations between routines, lifestyles, and adolescent school-based victimization vary across immigration generations. Data are drawn from the Educational Longitudinal Study of 2002, which is a nationally representative sample of tenth graders. This study focuses on a subsample consisting of 9,870 first (N = 1,170, 12 %), second (N = 1,540, 16 %), and third-plus (N = 1,117, 73 %) generation public school students (N = 5,050; 51 % female) in 580 public schools for this analysis of routine activity, lifestyle, and school-based victimization across immigration generations. Findings do indicate important nuances related to immigration in the conceptual links between routine activity, lifestyle, and adolescent victimization. For instance, engagement in school-based sport activities is a potential risk factor for first and second generation adolescents but is found to be a potential insulating factor against violent victimization for third-plus generation adolescents. Cloud technology offers wonderful potential for users in terms of convenience, ease of obtaining updates etc. However, it presents significant legal challenges. Our laws, largely based on notions of territoriality, struggle to respond to technology in which lines on maps are largely irrelevant. In this article, I articulate some of the specific challenges. The law of contract, tort and national regulation might all apply to a claim of breach of privacy in relation to material uploaded to the cloud. Unfortunately, each of the jurisdictions studied would approach the issues in different ways, potentially creating significant confusion. Governments are increasingly using public‐private partnerships (P3s) to draw the private sector into more active participation in infrastructure development. Climate action initiatives have not typically yielded profitable results for the private sector, and might therefore constrain the placing of conditions by governments on P3 arrangements. This article investigates a major P3 infrastructure project in British Columbia – the Canada Line extension to Vancouver's urban rail transit network – and concludes that the P3 organization did not constrain the government's capacity to pursue policy objectives for climate action.
