Economic growth rates for the period 1968–1987 are analyzed for ninety countries. Culture, political and economic arrangements, and personal freedoms are statistically significant determinants of growth. Personal freedom is shown to be a normal good whose demand might be affected by cultural influences. Democracies raise personal freedoms,ceteris paribus, and, consequently, grow more quickly than non-democratic regimes. Evidence is found for the convergence hypothesis; other things equal, lower income countries grow more rapidly than higher income countries.  相似文献

Seven years since signing and four years into its implementation, how well is China living up to the terms and spirit of the United Nations Convention against Transnational Organized Crime (UNTOC)? This paper reviews China’s compliance with UNTOC’s requirements concerning domestic criminal law and concludes that current P.R.C. law is substantially in conformity with UNTOC, though further legislative action is necessary to achieve full compliance. Looking beyond the law on the books, China continues to be a staunch supporter of international cooperation, as called for by UNTOC. Yet UNTOC has received scant attention in China compared with other multilateral instruments in the criminal justice realm. The timeline of reform begs the question whether UNTOC is responsible for goading China into taking any concrete legislative action. This paper posits that, in the absence of UNTOC, China’s domestic law would look exactly the same today.  相似文献

A qualitative urine screening procedure for the determination of the major urinary metabolite of methyl phenidate, α-phenyl-2-piperidine acetic acid (ritalinic acid), has been devised.The method involves a salting-out extraction, conversion of the metabolite to the parent drug using methanol-hydrogen chloride, and simultaneous two-column gaschromatographic detection. Final confirmation of the presence of the drug is by two-system thin-layer chromatography. The method is suitable for the detection of illicitly administered methyl phenidate in greyhounds.  相似文献

Abstract

Among other shortcomings of decentralization reforms undertaken by developing countries since the 1980s, recent research finds that the reforms' primary aim—devolution of authority to localities—has often not been achieved in practice. This article builds on that insight, examining an understudied pathway through which states that have undertaken decentralization can ultimately recentralize power: administrative unit proliferation. Rapid creation of numerous new subnational administrative units is an increasingly common occurrence in developing countries, particularly in sub-Saharan Africa. This phenomenon, I argue, allows for recentralization by reducing the intergovernmental bargaining power and administrative capacity of each subnational unit, as well as by substantially expanding both the reach of the national executive's patronage network and its ability to monitor emergent security threats on its periphery. The article illustrates these mechanisms with evidence from Uganda.  相似文献
