Soviet Legacies,New Public Management and Bureaucratic Entrepreneurship in the Georgian Protection Police. Agencifying the Police?

The article studies agencification and commercialisation within the Georgian police, specifically the Protection Police Department as the successor organisation of the old extra-departmental guards. Despite ostensibly having been scheduled for privatisation from 2004, this unit was instead expanded and strengthened. Given the centrality of police reform in establishing the Saakashvili government's reformist credentials, this represents a critical case testing the limits of top-down neoliberal reform within the very institution that was seen as its centrepiece. It also shows how neo-managerialist forms of organisation—in particular the public law agency—are used to camouflage what remains, essentially, Soviet-style organisation.     

Being Superwoman: Low Income Mothers Surviving Problem Drinking and Intimate Partner Violence

We elucidate ways mothers think about behavior change related to heavy drinking and violent relationships. A purposive sample of 32 women, predominantly black and low income, were identified as engaging in both problem drinking on the AUDIT and experiencing severe partner violence on the Conflict Tactic Scale. Narratives from audiotaped Motivational Interviewing sessions conducted in an urban emergency department were transcribed, inductively coded and examined through the lens of feminist standpoint theory. Our analysis suggests motherhood is a powerful motivator for positive change, but multiple barriers combine to prevent self-protection and modification of adverse behaviors among this vulnerable population. Interventions to help low-income mothers dealing with relationship violence and substance abuse should also address the structural violence and substantive barriers these mothers face. Further work should examine the power of personal narratives related to being a good mother on women’s ability to improve life circumstances for themselves and their children.     

‘The Biosciences Knowledge Value Chain and Comparative Incubation Models’

This research derives from an EU DG Enterprise (IPS Programme) project on bio-incubation, called Bio-Link. The Bio-Link project is innovative in three ways. First, it involves an international comparative analysis of biotechnology incubators of the kind that is rarely if ever done. Second, the incubator representatives are monitored and investigated by an academic partnership team. Third, there is a stated aspiration by the incubator companies to engage in co-incubation across borders. Co-incubation is, as far as we are aware, a new kind of boundary crossing innovation in which advanced start-up businesses are assisted to enter other national markets and/or benefit from specialised services or scientific, technological, or commercial knowledge absent in the home country but present in a partner country. Evidence from research on European, Israeli and North American bioincubators is included to compare, contrast and enable future judgements of incubator appropriateness to biotechnology.     

Security challenges in Europe's mediterranean periphery ‐ perspectives and policy dilemmas

Challenges to European security emanating from the southern Mediterranean have had a marked influence on European security policies during the 1990s. This article identifies the main themes in the debate on Mediterranean security and the policy dilemmas which these security challenges raise for European states and their multilateral security organizations. It is argued that Mediterranean security challenges cannot be fully understood without grasping the security implications of the presence of authoritarian and repressive regimes in the South. As European security policies aim at supporting ‘political stability’ in the South through development assistance, expansion of trade relations and military co‐operation, these policies also contribute to uphold an illegitimate status quo, which is often the very source of political instability and insecurity.     

FEMININE SEXUALITIES IN CHICK LIT

Feminists have offered highly contested readings of whether the depiction of active feminine sexual subjectivities in some popular cultural genres is progressive or regressive in feminist terms. This article aims to contribute to these debates by exploring representations of women's sexualities in a selection of texts by Marian Keyes, a popular Irish writer of contemporary fiction for women, known as chick lit. Following Charlotte Brunsdon, our study looks specifically for evidence of feminine sexual agency in these texts. The analysis reveals that Keyes's women are proactive in trying to stake out their own sexual territory in an assertive and fun-loving way. Their final efforts, though, look remarkably conventional in the form of heterosexual monogamous relationships, suggesting in feminist terms that these cultural shifts in representations are neither straightforwardly progressive nor regressive.
