In the past few years, many wealthy democracies have exhibited significant backlash against the liberal international order. Why has Japan—also a leader of this order—remained comparatively calm? I argue that though Japan was a prominent member of the liberal international order, in many ways it pursued policies far less liberal than those of its partners. Japanese trade policies (lingering trade barriers in in agriculture and non-tariff barriers in industrial sector) protected different sectors of the Japanese economy. Where Japan did liberalize, the government upheld the social compact of extending benefits to dislocated workers. Furthermore, Japan’s strict immigration policy contrasts with far more welcoming immigration policies in Europe and the United States. Tokyo deferred to public skepticism about immigration (rather than disregarding it, as did American and European leaders). The more nationalist agenda of a leading liberal state is critical for understanding both the roots of the current crisis in the liberal international order—and how it might be saved.  相似文献

With governments around the world needing to attract talented professionals, this exploratory, cross-cultural research analyzes career values of 384 MPA and MPP students at major universities in the capitals of China, Malaysia and the United States. Malaysians and Americans structured 23 goals along dimensions that contrasted sharply to those of the Chinese. Moreover, Malaysians and Americans cared more about self-actualization and less about co-worker comradeship than did the Chinese. All three groups prioritized elements of altruism and affluence. Segmentation analysis uncovered six distinct subgroups (Acheivers, Altruistic Analysts, Administrators, Altruistic Affluents, Acquiescents, and Apathetics) with their distributions varying by country.  相似文献

Building on a suggestion by Adam Yarmolinsky that the Federal American government insure the equity that homeowners have developed in their property, we suggest some additional elements which would make a more complete urban policy package. Educational opportunity is seen as a critical element in property value within the American context and any scheme such as Yarmolinsky suggests needs to take into account the fact that house price reflects heavily the general judgment of the quality of the school to which that residence has access. Hence, a stabilization of the housing market is heavily dependent upon an equalization of educational opportunity. Two ideas to this end are suggested. One, the school parity adjustment, would grant funds directly to the school district, generally in inverse proportion to the assessed property valuation, and consistent with the funding required for a quality education. The second notion, the urban tax credit would help to rectify the desirability of suburban locations for parents of school age children by giving them tax credits for living in the city, and in effect, equalizing the subsidy which the government already provides suburban dwellers through insuring the school-inflated value of their property through Mortgage Insurance.  相似文献

A laboratory study was conducted to examine the role of two components of participatory work evaluation procedures on fairness attitudes and work performance. Opportunity for influential opinion expression and knowledge of evaluation criteria were manipulated in a business simulation exercise. Thirty-eight male and 49 female undergraduates worked under a task evaluation procedure that either did or did not allow them to express their opinions to the evaluator. In addition, subjects either were or were not provided with specific information about the criteria to be used in making the performance evaluation, and they received either a favorable or an unfavorable outcome. Questionnaire responses indicated that influential opinion expression enhanced perceptions of procedural and distributive fairness independently of the outcome of the evaluation. Both knowledge of evaluation criteria and perceptions of evaluation fairness correlated with subsequent task performance. The implications of these findings are discussed with respect to understanding the influence of procedural justice on attitudes and task behavior in organizational settings.  相似文献

A comparison of the procedural justice judgments of attorneys and those of lay people judging the same procedures offers an opportunity to generate new information on what factors affect judgments of fairness. In a survey of reactions to conventional and innovative procedures in a United States district court, attorneys and lay people involved in tort and contract cases were asked to judge the overall fairness of court procedures and the fairness of specific procedures used in arbitration hearings. The respondents were also asked for their judgments concerning the favorability of the procedure's outcome, the opportunity to have the case heard and decided by an impartial third party, and their side's control over what happened in the case, all of which are factors found in previous studies to affect procedural fairness judgments. The results showed that, while attorneys gave higher overall fairness ratings than did litigants, the difference was not affected by the procedure assigned to the case. In addition, attorneys and litigants appeared to use the same standards to evaluate the fairness of procedures, although they disagreed about where the procedures they experienced fell on these dimensions. The theoretical and practical implications of the results are discussed.  相似文献

The present study examined psychiatric, physical, and quality-of-life functioning in a sample of 270 women veterans receiving outpatient treatment at a Veterans Affairs medical center. Participants were interviewed regarding their civilian (CSA) and military sexual assault (MSA) histories, and data regarding quality of life and health outcomes were obtained through structured interviews and questionnaires. Women veterans with CSA histories reported significantly poorer physical, psychiatric, and quality-of-life functioning compared to those without a history of sexual assault. Furthermore, women veterans with an MSA history demonstrated additional negative consequences above and beyond the effects of CSA. The study sample was comparable to a national random sample of women veterans who access care in the Veterans Affairs healthcare system, increasing the generalizibility of the results.  相似文献
