When do states allow nonstate actors (NSAs) to observe negotiations at intergovernmental meetings? Previous studies have identified the need for states to close negotiations when the issues under discussion are sensitive. This paper argues that sensitivity alone cannot adequately explain the dynamic of closing down negotiations to observers. Questions that have received little attention in the literature include which issues are considered sensitive and how the decision is made to move the negotiations behind closed doors. This paper examines the practices of NSA involvement in climate diplomacy from three analytical perspectives: functional efficiency, political dynamics, and historical institutionalism. Based on interviews and UNFCCC documents, this paper suggests that to understand the issue of openness in negotiations, institutional factors and the politics of NSA involvement need to be better scrutinized. The paper shows that each perspective has particular advantages when analyzing different dimensions of the negotiations, with implications of how we understand the role of NSAs in global environmental governance.  相似文献

Globalization processes have rendered non-state actors an integral part of global governance. The body of literature that has examined non-state actor involvement in global governance has focused mainly on whether and how non-state actors can influence states. Less attention has been paid to the comparative advantages of non-state actors to answer questions about agency across categories of non-state actors, and more precisely what governance activities non-state actors are perceived to fulfil. Using unique survey material from two climate change conferences, we propose that different categories of non-state actors have distinct governance profiles. We further suggest that the different governance profiles are derived from particular power sources and that agency is a function of these profiles. The study thereby contributes to a strand in the literature focusing on the authority of non-state actors in climate governance and broadens the methodological toolkit for studying the “governors” of global governance.  相似文献

Over the past 20 years, a cluster of international environmental agreements has developed aiming at reducing the risks associated with production and use of chemicals. The Strategic Approach to International Chemicals Management (SAICM) is the newest addition to this cluster and serves to guide efforts to meet the 2020 goal to use and produce chemicals in a way that minimizes significant adverse effects on human health and the environment. SAICM differs from other chemical and waste agreements on several key points: It is a policy framework that is legally non-binding; it comprises a broad scope of activities; and it allows for active participation of non-governmental stakeholders. A central aim of SAICM is to decrease the gap between developed and developing countries in terms of capacities to manage chemicals safely. This article examines the early implementation of SAICM, based on a national-level case study in Cambodia and interviews with SAICM stakeholders. The results show that SAICM has generated a clear momentum in Cambodia and has led to several implementation projects. Based on the interviews, the overall conclusion is that design features of the SAICM—its broad scope, multi-stakeholder participation and voluntary status—are appropriate for the purpose of improving chemicals management in a developing country like Cambodia. However, these features also bring about difficulties in measuring progress on implementation. The future development of SAICM therefore needs to balance the benefits of its key design features with the need to more effectively and precisely monitor progress toward the 2020 goal.  相似文献

This study compared authoritarian traits as determined by MMPI-2 scores between inexperienced versus experienced police officers. The purpose of this comparison was to investigate whether experienced police officers possessed higher levels of authoritarian traits which may be related to years on the job. Results found that inexperienced and experienced police officers tend to be psychologically healthy and do not possess high levels of authoritarian traits. Some specific differences emerged with inexperienced police officers demonstrating higher scores on ASP (antisocial practices) but lower scores on HY (emotional reactions to stress). Possible reasons for these results are discussed.  相似文献

ABSTRACT

This Special Issue asks: what is the current place of militarism in relation to security where Africa is concerned? It aims to contribute to emerging debates interested in critical inquiry of the relation between militarism and security, and to explore its diverse articulations in African settings. We advance an international political sociological (IPS) approach to militarism in order to explore militarised security politics as a field of contested practices and logics. We discuss why this approach enables us to uncover the interconnected historical patterns and power relations in which practices and logics of security and militarism become linked and grounded in simultaneously local and transnational African settings.  相似文献

1994~1995和1997年应用日本血吸虫3类候选疫苗分别免疫绵羊,各组的减虫率、粪便虫卵减少率和组织(肝、大肠、小肠)的虫卵减少率分别是:虫体副肌球蛋白(n-paramyosin)组17.4%~55.3%,14.6%~68.1%和48.9%~76.7%;重组副肌球蛋白(r-paramyosin)组41.4%~44.2%,15.9%~25.1%和41.1%~48.0%;Sj26谷胱甘肽S转移酶(GST)组53.4%~62.1%,11.0%~38.6%和14.0%~65.0%;rSj28GST组61.4%~68.5%,22.9%~60.0%和39.0%~76.0%;重组日本血吸虫23ku大亲水区表膜蛋白(rSj23)组51.2%~66.1%,21.9%~58.4%和54.3%~76.7%。以ELISA检测免疫后的绵羊血清,3类抗原均诱发高水平的特异性IgG抗体,表明以上疫苗具有诱发绵羊产生保护性免疫的作用。  相似文献

This study sought to examine the psychometric properties of the Grooming subscale of the Computer Assisted Maltreatment Inventory (CAMI) in a sample of adult survivors of child sexual abuse. There are currently no other research measures that examine grooming events as experienced by survivors, which underscores the importance of a reliable and valid way of gathering this information. Participants (n?=?295) were adult survivors of child sexual abuse who completed this anonymous study online. The sample was collected through the use of adult survivor of child sexual abuse websites, trauma blogs, and survivor group pages on Facebook. Exploratory Factor Analysis, Confirmatory Factor Analysis, and Cronbach’s Alpha were used to ascertain the reliability and validity of this subscale. These analyses suggest that the Grooming subscale of the CAMI is a reliable and valid measure. This measure is an important addition to the body of research instruments that measure adult survivor of child sexual abuse experiences, particularly since this is the only instrument that examines grooming from this perspective.  相似文献

With the end of the Cold War and the collapse of the Soviet Union the large economic space of the Eurasian super-continent has also become part of the world-wide globalization process. How this process of integration of Eurasia is proceeding in key areas of cross-continental linkages is of great importance for the future of the region and for the future of the World as a whole. One of the key questions will be whether the regional and global institutions can provide adequate support for this integration process.This paper was presented as a keynote speech at The Fourteenth OSCE Economic Forum in Vienna on 23 January 2006. It draws on a longer paper by (Linn and Tiomkin in press).The authors are, respectively, Executive Director of the Wolfensohn Initiative at The Brookings Institution, Washington, DC, USA, and MBA and MPA/ID candidate at Harvard University.
