This paper presents one of the first statistical analyses of the factors that determine the extent to which direct influence strategies are used by companies. New survey evidence and multivariate analysis is used to assess seven hypotheses to explain direct influence strategies. The factor of greatest significance is company size since direct influence is open only to large companies. But the extent to which direct influence is followed by large companies depends on their sector, its extent of organization, the sector's size and 'weight', and the form of the business association relevant to the sector. Direct influence is more likely where associations cover large corporate businesses (rather than owner-managers, professionals, federations or mixed associations), in sectors with a high degree of market concentration within large companies, and where their associations are relatively small. These findings are related to the logic of collective action suggesting that in sectors where there is the least chance to opt out of an association, there is a greater chance of a business also directly lobbying in order to assure itself that its interests are not being diluted and so that it can gain direct specific information or influence benefits.  相似文献

Journal editors serve a vital, powerful role in academic fields. They set research priorities, serve as gatekeepers for research, play a critical role in advancing junior scholars as reviewers and eventually into editorial roles, build extensive networks, and gain valuable insight into the behavior and preferences of reviewers and scholars. This article analyzes data collected from leading public administration journals in 2017 to investigate the role of women as gatekeepers of public administration knowledge. The data illustrate a clear underrepresentation of women on editorial boards. Drawing from these data, research on journal editorships, and feminist theory, the authors present a critique of the current state of public administration research and a discussion of a way forward. They conclude with a proposal for how all public administration scholars (junior, senior, men, and women), journal leadership, and academic departments can move toward increasing women's representation in these important positions.  相似文献

Aid, in the form of financial aid and investment, has become increasingly prevalent in both bilateral and multilateral partnerships in the BRICS. In Africa, the Forum on China–Africa Cooperation provides the official framings for forms of development assistance to the continent, with financial forms of aid available through the New Development Bank and the China–Africa Development Bank (CADFund). This article explores how Chinese international development assistance has influenced South Africa's economic growth and development strategies and is reshaping South Africa as “gateway” to Africa and continental leader. Special economic zones (SEZs) have become a prioritised form of BRICS development collaboration particularly in terms of Chinese trade and investment expansionism into Africa through South Africa. Chinese international development assistance and foreign direct investment in South Africa in particular are very notable and have been strengthened during the Chinese official state visit prior to the Johannesburg BRICS Summit in 2018. The article critically analyses the development policy discourse on BRICS spearheading an alternative model of South–South international cooperation by examining the Coega SEZ in South Africa, hailed as the most SEZ in Africa. It is understood that corruption can change the incentives to engage in political violence. However, the scope for corruption to change attitudes toward the permissibility of violence has received less attention. Drawing on Moral Foundations Theory, we argue that experiences of corruption in the social environment are likely to shape individual attitudes toward violent behavior. Using Afrobarometer data, we document a statistically significant and sizable relationship between an individual's experience of paying bribes and their attitudes to political, interpersonal, and domestic violence. These relationships are evident, and not significantly different, for men and women and are robust to the inclusion of variables capturing the local incidence of corruption, local norms regarding violence, and a proxy for the local incidence of violence with the community. Corruption is associated with permissive attitudes to violence even after controlling for the perceived legitimacy of the police and courts.  相似文献

Using data from the new National Incident-Based Reporting System (NIBRS), this study analyzed the impact of a criminal offender's sex on the likelihood of arrest for 555,752 incidents of kidnapping, forcible rape, forcible fondling, robbery, aggravated assault, simple assault, and intimidation in nineteen states and the District of Columbia during 2000. The data used in this study advanced the literature by enabling the authors to determine the likelihood of arrest for males and females based on sex-specific offending as reported by crime victims. Controlling for offense seriousness and a variety of other factors, logistic regression results showed that the probability of arrest for females was 28 percent lower for kidnapping, 48 percent lower for forcible fondling, 9 percent lower for simple assault, and 27 percent lower for intimidation than for males. A supplemental analysis also revealed that Black females had a higher probability of arrest than did White females for aggravated and simple assault. No discernable impact of an offender's sex on the prospect of arrest was noted for the crimes of forcible rape and robbery. Overall, these findings suggest that the lower arrest rate for females is partly the result of leniency shown women by law enforcement personnel.  相似文献
