Focusing on the social movement that resisted the privatization of health care in El Salvador in 2002–3, this article asks how the movement's multisectoral composition influenced news coverage of the health care policy debate. Specifically, it examines whether the diversity of perspectives in the alliance was reflected in the media's source selection and framing of the policy issues. A content analysis of Salvadoran newspapers' coverage shows that the media relied mainly on just two movement actors to represent the antiprivatization position: the striking doctors and the leftist opposition party. It also reveals that a period of elite dissensus on the policy issues opened a temporary opportunity to insert movement messages in the coverage. The study indicates that a multisectoral alliance does not enhance movement influence through the news media, though broad alliances confer strategic advantages for the movement's broader communication work. 相似文献

This article extended research that views violent victimization as a stressor that may lead to delinquency. Following general strain theory, the analysis considered the mediating role of fearfulness, depression, and anxiety. The analysis also examined whether social support and self-esteem conditioned the relationship between victimization and delinquency. Results indicated that negative emotions did not substantially mediate the effect of victimization on delinquency. Among those with lower levels of both social support and self-esteem, experiencing violent victimization and witnessing victimization led to general delinquency. Victimization was unrelated to general delinquency among those with higher levels of both these resources. Experiencing victimization led to violent delinquency for all groups. Witnessing victimization and perceiving an unsafe neighborhood led to violent delinquency only among those with lower levels of both resources. Additionally, negative emotions and a bad temper led to violent delinquency only for those low in resources. The results suggested that fostering social support networks and self-esteem among adolescents victimized by violence can limit delinquency. 相似文献

Congress intended to make the sentencing process less discretionary and more equitable for similarly situated defendants when it passed the U.S. Sentencing Reform Act of 1984. Sentencing guidelines were devised to promote these changes. After more than a decade of implementation, however, little is known about the impact of the new policy. This paper examines sentences given between 1993 and 1994 in one federal circuit in an effort to determine whether this policy instrument has achieved success. The theoretical model of a rational case processing system (Gottfredson and Gottfredson, 1980) is used to guide the interpretation of our findings and the recommendations we offer for improvements. 相似文献

This paper examines the impacts of four abstinence-only education programs on adolescent sexual activity and risks of pregnancy and sexually transmitted diseases (STDs). Based on an experimental design, the impact analysis uses survey data collected in 2005 and early 2006 from more than 2,000 teens who had been randomly assigned to either a program group that was eligible to participate in one of the four programs or a control group that was not. The findings show no significant impact on teen sexual activity, no differences in rates of unprotected sex, and some impacts on knowledge of STDs and perceived effectiveness of condoms and birth control pills 相似文献

This paper aims to do two things: (1) report the findings of a survey of 800 public sector employees regarding attitudes to reporting workplace corruption; and (2) offer suggestions for practical strategies which managers can employ to encourage employees to report wrongdoing. Survey responses indicated that the existence of whistleblower protection legislation might encourage people to make a report which they may not normally consider making. The majority of respondents indicated that they believe that it is their responsibility to report corruption. The majority, however, are also unsure about their organisation's ability and/or willingness to protect them if they do make a report. In 1993 the World Bank assisted the Ministry of Water and Irrigation of Jordan in updating a review of the water sector, and thus began the process of Private Sector Participation (PSP) in service provision to improve the efficiency of the water sector and wastewater services. In this article, the privatisation of water and wastewater services is examined from the perspectives of stakeholders (input) and consumers (output). The goal is to assess the changes that have been taking place to date in relation to the principles of good governance. The results from interviews with stakeholders and from consumer questionnaires show that the privatisation process has to date shown only a few signs of ‘good’ governance. Despite the range of stakeholders involved, the state remains responsible for designing a good-governance approach that is responsive to the concerns and interests of all stakeholders. 相似文献

This essay reviews the debate over what constitutes hate speech and whether or not such speech is protected by the American First Amendment. First, the concept of white racialism and white supremacy is defined and illustrated. Then after a brief discussion of the legal debate, the nature and problematic definition(s) of hate speech is presented. The unique speech environment of the internet is reviewed alongside attempts to limit and censor topics available on the internet. The arguments for and against restricting first amendment protection are discussed, with a focus on Michael Israel's five criteria for withdrawing first amendment protections. Miranda warnings are remarkably heterogeneous in their language, length, and content. Past research has focused mostly on individual Miranda warnings. Lacking in generalizability, these studies have limited applicability to both public policy and professional practice. A large-scale survey by R. Rogers et al. [2007b, Law and Human Behavior, 31, 177-192] examined Miranda warnings from across the United States and documented striking differences in the length, content, and reading comprehension. In moving from single jurisdiction studies to nationally representative research, the replication of the Rogers et al. survey is essential. With an additional 385 general Miranda warnings, most of the original findings were confirmed; this replication allows Miranda researchers to use findings based upon nationally-representative warnings for their subsequent research. Beyond reading comprehension, the study makes an original contribution to the understanding of Miranda vocabulary that is often infused with abstruse words and legalistic terms. It provides the first analysis of sentence complexity, which affects both Miranda comprehension and retention. As a result of these analyses, preliminary guidelines are provided for increasing the comprehension and understanding of Miranda warnings. 相似文献
