The experimental psychologist in court

This special issue comprises articles by psychologists, legal scholars, and ethicists on the ethics of expert testimony by experimental psychologists. In it the major ethical questions facing the prospective expert witness are clarified, and alternative positions on these issues are defined and debated. Fundamentals of moral reasoning are discussed, and the realities of interaction with a judicial system that subjects the psychologist to a variety of pressures and limitations are made apparent. The aim is not to offer final answers to complex ethical questions, but rather to provide a framework within which the questions can be considered by the individual psychologist.The conference on ethics of expert testimony by experimental psychologists was supported by National Science Foundation grant No. ISP-8209940. Implementing Change in an Urban School District: A Case Study of the Reorganization of the Little Rock School District

In July 2005, the Little Rock, Arkansas, school district implemented a new policy to reorganize its management structure in order to create a more efficient bureaucracy. Using Richard Matland’s ambiguity‐conflict model of policy implementation, the authors examine the implementation of this school reorganization policy. Interviews and surveys were conducted with the superintendent and his executive assistants, school principals, teachers, and staff. In line with Matland’s model, the findings suggest that successful implementation is directly related to the policy characteristics of ambiguity and conflict. However, the authors point to the importance of recognizing particular characteristics for different groups of stakeholders within the policy implementation process. Discrepancies among groups of policy actors in the degree of policy ambiguity and policy conflict lead to strikingly different implementation strategies.     

Examining Factors Co-Existing with Interpersonal Violence in Lesbian Relationships

Interpersonal violence within lesbian relationships is a significant yet understudied problem. Women attending a gay pride festival in Atlanta, GA, were asked to complete a survey concerning same-sex interpersonal violence. Women who reported being in a current or previous same-sex partner relationship were included in the analyses (N = 226). Factors that occurred in the context of interpersonal violence were investigated: substance use, HIV/STI risk behaviors, barriers to reporting abuse, and attitudes inhibiting seeking of social support. In addition, the survey assessed relationship-related power dynamics. Results of multivariate analyses support the hypotheses that power imbalance and inequality when making sex-related decisions within women’s same-sex relationships are associated with interpersonal violence. Further findings suggested that a combination of factors must be considered when dealing with and reducing the risk for violence in same-sex relationships.     

Le défi de la rétention des jeunes travailleurs : le cas de la fonction publique québécoise

Abstract: In the next few years, Quebec's public service will be facing a problem of labour retention. With many public-service employees due to retire, the number of young people old enough to enter the job market will likely not be sufficient to fill the voids created by their departure. At the request of the Treasury Board Secretariat, we conducted a survey of young public servants in an effort to determine whether they were planning to leave the public service in the next few years and, if so, the reasons for their decision. This study presents the results of that survey. We noted a certain dissatisfaction surrounding issues related to working conditions. However, we also found that a good number of young public servants identify with the objectives of the public service. The government can certainly gain important benefits from this in order to position itself as an “employer of choice.”     

Factors Associated with Domestic Violence and Sexual Assault Victimization

This study explored factors associated with a lifetime history of domestic violence and sexual assault in a sample of welfare recipients in Illinois. Results indicate that childhood exposure to domestic violence is a risk factor for both sexual assault and domestic violence victimization, but that childhood physical abuse is only a risk factor for domestic violence. Increased education and employment skills and having more children were also risk factors for domestic violence victimization. Domestic violence was significantly associated with depression, while sexual assault was associated with low social support and a greater perceived need for mental health services. Frequent alcohol and drug use were not associated with either type of victimization. Research implications are discussed.
