The Scottish Executive intends to introduce a statutory power of community initiative and of community planning in the forthcoming Local Government Bill. Community planning is developing as an important aspect of local governance in Scotland. It is viewed as a way for councils at the local level to work together with the community, voluntary and private sectors to develop and deliver an agreed joint vision for their communities. This article examines the nature of the community planning concept in Scotland and considers the lessons arising from experience to date. Members of the Commonwealth do not use the title 'ambassador' for the heads of diplomatic missions which they send to one another. Instead, they use the title 'high commissioner'. This article firstly examines how the office of high commissioner emerged to meet the representational needs of states owing allegiance to a common sovereign. Secondly, it explains why the office survived the transformation of the British empire into the modern Commonwealth of sovereign states. The international aid regime is currently faced with a major paradox. On the one hand, officials in bilateral and multlateral agencies increasingly agree that 'aid matters' and can contribute significantly to development. This confidence has been reinforced by the fact that, after a decade dominated by the objective of structural adjustment, the much less controversial one of sustainable development has taken over as the new mantra of aid policies. On the other hand, development assistance appears to be a declining priority for foreign policy-makers in the developed countries. The generosity of donors has diminished to the point that aid reached an all-time low in 1997. The aim of this article is to make sense of this paradox. After examining the grounds for optimism within the aid community, the article then explains why there is reason to doubt that foreign assistance can effectively foster sustainable development over the course of the next generation. 相似文献

While studies have documented the importance of strong implementation in intervention studies (e.g., see Durlak & Dupre, 2008), more information is needed about how to ensure strong fidelity and quality of program implementation when delivering interventions under “real world conditions” and on a large scale. In this article, key lessons in implementing a demonstration and evaluation project known as the Foundations of Learning (FOL) demonstration are presented. Our discussion highlights several key components to the success of the project, including the building of effective coalitions before, and during, the delivery of the intervention to support the implementation process, as well as intensive, collaborative, and multilayered technical assistance provided as the intervention was delivered. Key lessons learned over the course of this project represent some that are highly consistent with prior research on this topic, as well as some that are unique, thus representing new areas for exploration in this burgeoning area of study. 相似文献
