The American tradition of the experimental treatment of elections: A review essay

The American tradition of experimental investigation of electoral phenomenon indicates that the medium, as well as the message, is important. Highly controlled experiments give insight into the nature of voter decision making. The importance of partisanship is especially pronounced. Field experiments probe the effectiveness of the mediums of telephone, mail, and personal contact as well as the message dimensions of moralistic and rational appeals in actual electoral campaigns. Collectively, these experimental studies allow strong inferences about electoral behavior.     

Adaptation and the foreign policy bureaucracy: The experience of federal states

Members of the Commonwealth do not use the title ‘ambassador’ for the heads of diplomatic missions which they send to one another. Instead, they use the title ‘high commissioner’. This article firstly examines how the office of high commissioner emerged to meet the representational needs of states owing allegiance to a common sovereign. Secondly, it explains why the office survived the transformation of the British empire into the modern Commonwealth of sovereign states. Thirdly, the article considers the factors that continue to make the office appealing to its holders and a diplomatic asset to their states.     

DNA commission of the International Society of Forensic Genetics: Recommendations on the interpretation of mixtures

The DNA commission of the International Society of Forensic Genetics (ISFG) was convened at the 21st congress of the International Society for Forensic Genetics held between 13 and 17 September in the Azores, Portugal. The purpose of the group was to agree on guidelines to encourage best practice that can be universally applied to assist with mixture interpretation. In addition the commission was tasked to provide guidance on low copy number (LCN) reporting. Our discussions have highlighted a significant need for continuing education and research into this area. We have attempted to present a consensus from experts but to be practical we do not claim to have conveyed a clear vision in every respect in this difficult subject. For this reason, we propose to allow a period of time for feedback and reflection by the scientific community. Then the DNA commission will meet again to consider further recommendations.

Jurisdiction for Consumer Contracts: European Union: Modified Rules of Jurisdiction for Electronic Consumer Contracts

The Brussels Convention on Jurisdiction and the Recognition of Judgments in Civil and Commercial Matters (the Brussels Convention) is to be replaced in 2002 by a Community Instrument: The Council Regulation (EC) No 44/2001 of 22 December 2000 on jurisdiction and the recognition and enforcement of judgments in civil and commercial matters (the Regulation).¹ The Regulation is an important measure approved by the European Union to simplify rules of jurisdiction and recognition of judgments for the benefit of the Internal Market. Amongst other matters, the Regulation updates existing jurisdiction rules for a consumer contracts. The rules for consumer contracts apply where a consumer and a business are domiciled in a Member State or the business has a:“branch, agency or other establishment” in a Member State. Importantly, the Regulation clarifies jurisdiction rules for consumer contracts conducted over the World Wide Web (WWW). These rules are to be welcomed, as they provide guidance on what rules of jurisdiction apply to consumer contracts over the Web, albeit that they are limited to where the parties are domiciled in Europe. This article outlines the rules of jurisdiction for consumer contracts provided by the Regulation, and where appropriate, highlights some aspects of the new rules that will possibly require further discussion and clarification by the European Court of Justice once the new rules are in force.     

The role of education in facilitating risk-taking and innovation in agriculture

The impact of education on farmers' attitudes toward endogenous risk (measured using an attitude survey instrument) is estimated with household data from rural Ethiopia. Education of the household head is found to decrease risk-aversion. Next, the effects of education and risk attitudes on technology adoption are estimated. Schooling encourages farmers to adopt innovations, whereas risk-aversion reduces the probability of adoption. Thus, we find that schooling encourages innovation, a potentially risky undertaking, not only directly but also indirectly, through its effect upon attitudes toward risk. To the extent that educated farmers are early innovators and are copied by those with less schooling (as other research on the same data has shown), the reduction of riskaversion not only has private benefits for those with education but also may have externality benefits.     

“(O)n the side of justice and peace”: 1 Canada on the League of Nations Council 1927–1930

Although very much an international novice, Canada secured election to the League Council in September 1927. It did not, on the whole, have a notable impact on its proceedings. Its people, too, were little moved by its presence at Geneva. And while its Prime minister enjoyed his one visit to the League, his scepticism about it remained undimmed. Nonetheless, its three-year Council term had a number of important consequences. It engineered what was on the face of it a significant amendment to League procedures regarding minorities. The experience and horizons of its Department of External affairs were widened. It became accepted that a Dominion—or India—should always sit on the Council. Its status—and that of the other Dominions—as states equal with Britain was underlined. And by demonstrating that it was not in Britain's pocket, Canada's political standing was greatly enhanced. Internationally, it had arrived.
