This paper explores the notion of ‘innovation spaces’ within the UN system, as physical and virtual laboratories for innovation. Using empirical research in a range of innovation labs the authors explore four key questions: what form UN innovation labs have taken, what has motivated their creation, what their aims and objectives are, and what impact they are having. The answers to these questions promote reflection on the future of innovation spaces, particularly an analysis of whether a model of ‘siloed’ innovation spaces will survive in the humanitarian system. The paper demonstrates the important role that innovation labs play in the UN system, as well as grappling with the challenges they face. 相似文献

Sommaire: La littérature en études managérielles et en gestion des ressources humaines concemant la décroissance organisationnelle et la réduction des effectifs maintient depuis une quinzaine d'années que leur principal effet néfaste serait le syndrome du survivant. Menace très réelle A l'accroissement de l'efficacité et de I'effi‐cience recherché par la décroissance organisationnelle, le syndrome du survivant nécessiterait d'être combattu par des pratiques de gestion des ressources humaines stratégiques pouvant éliminer ou amoindrir les symptômes couramment associés à ce syndrome. Cette recherche s'intéresse aux variations du syndrome du survivant dans des organisations de I'administration publique fédérale au Québec suite à sa sévère réduction des effectifs durant les années quatre‐vingt‐dix. Construite à partir d'un questionnaire complété par 3 307 fonctionnaires de vingt‐trois (23) ministères et agences de la Fonction publique fédérale du Canada répartis dans les seize (16) régions administratives du Québec, cette recherche suggère que le syndrome du survivant est un phénomène de faible intensité dans le cas des fonctionnaires fédéraux du Québec. Elle suggère également, suite à l'analyse factorielle et la régression linéaire, que les pratiques de gestion des ressources humaines privilégiées dans ces organisations publiques n'expliquent que très faiblement la variation des symptômes couramment associés au syndrome du survivant. En ce sens, cette recherche dément le discours pratique dominant sur le syndrome du survivant et le guide d'action managériel qui le sous‐tend, sans pour autant suggérer que la réduction des effectifs soit une décision et un processus exempt de tout effet pervers ou de conséquence non voulue. Abstract: This article presents some recent research on the progression of women in science careers in five EU Member States—the UK, Italy, Austria, Portugal, and Greece, examining the growing gender pay gap in science careers. It focused on the recruitment and participation of women, but also on their retention and progression. The interviews with scientists highlighted the importance of various dimensions of 'time-use' to an understanding of the progression of women and men in science careers. This article focuses on three dimensions of time: (1) time over the working day; (2) time over the working week; and (3) time over the working year. It describes the typical working schedules of the respondents, the functional use of that time and the particular challenges this presents for scientists with caring responsibilities. The results confirm previous findings 1 underlining the importance of working hours in science both to the attractiveness of science careers—and the ability to recruit and retain men and women—and to career progression. Within this context, the article considers the potential of recent European legislation designed to regulate working time (Council Directive 93/104) to create a more level playing field and improve the progression of women in science. 相似文献

The nexus with transnational organized crime is increasingly a focus for security planners in their analyses of terror groups.
Their approach is best described by the phrase “methods, not motives.” While the motives of terrorists and organized criminals
remain divergent most often, our research indicates this is not always the case. For that reason, this report argues that
such a general approach has become too restrictive and can be misleading since the interaction between terrorism and organized
crime is growing deeper and more complex all the time. In short, the lines of separation are no longer unequivocal.
The report analyzes the relationship between international organized crime and terrorism in a systematic way in order to highlight
the shortcomings of the “methods, not motives” argument. In so doing, the report considers the factors that most closely correspond
to crime-terror interaction and identifies those regions of developed and developing states most likely to foster such interactions.
Likewise, the paper will suggest an evolutionary spectrum of crime-terror interactions that serves as a common basis for discussion
of such often used terms as “nexus.”
The centerpiece of the report is a groundbreaking methodology for analysts and investigators to overcome this growing complexity,
identify crime-terror interactions more quickly and to assess their importance with confidence. The approach is derived from
a standard intelligence analytical framework, and has already proven its utility in law enforcement investigations.
The report is the product of a recently concluded and peer-reviewed 18-month NIJ sponsored research project, and includes
empirical evidence drawn from numerous case studies developed in the course of the research program.

An implicit patriarchal bargain between Emirati fathers and daughters is examined from a social constructionist perspective. Using qualitative methodology we found that fathers explicitly encourage their daughters to pursue tertiary education and careers, but hedge this break from tradition with implicit understandings that daughters will observe norms that can only realistically be followed in public sector employment. The persistent public-private imbalance in female employment patterns can thus be construed, as a ‘wicked problem” that cannot be addressed through market incentive-based policies such as Emiratization but rather through behavioral changes on the part of both UAE businesses and Emirati families. 相似文献

Based on the merger of two Swedish university hospitals, this article examines the relationship between professionals and policymakers in public sector reform. Data from a survey to 663 physicians show that only 2 percent of physicians experienced a working dialogue in this relationship. The relationship with the hospital management was considered equally poor. The article seeks to understand why the voice of professionals was ignored. Results indicate that managers and policymakers collaborated—rather than competed—to avoid blame, by consequently ignoring the professionals’ feedback and attempts at whistle-blowing. This blame-avoidance strategy differs from that traditionally described in the agency literature. More studies in this area are encouraged. 相似文献

This study examines post-corporatization activities of public sector organizations, which are expected to act according to commercial principles, but, at times, are also asked to undertake projects that are not profitable: community service obligations (CSOs). Managers of government-owned corporatized entities in land development are interviewed, and a focus group at a state Treasury department conducted. We determine, when undertaking CSOs, who are the stakeholders, as perceived by management, and why they are considered important. The stakeholders are government, community, treasury (as separate from government) and the relevant private sector.
