Terrorism and security in the Caribbean: The 1976 Cubana disaster off Barbados

Abstract

This study is an attempt to examine the Cubana airline crash in the light of political terrorism in the Caribbean. With respect to the selected case, the research endeavor will analyze the activities of the terrorists. In so doing, the writer will determine the category within which the Cubana airline disaster falls within Mickolus’ typology.¹ In addition, the motivation of the terrorists as well as limited aspects of some of the legal issues that arose with regard to the Cubana crash are discussed. Finally, there is some attempt to determine the effects of the Cubana disaster on the Caribbean and on Barbados in particular.     

Same-Sex Marriage,Korean Christians,and the Challenge of Democratic Engagement

The contest over gay rights (e.g., same-sex marriage) dramatizes the clash between increasingly nonwhite (“majority-world”), religious conservatives and mostly white, progressives. It renews longstanding debate about the compatibility of religious conservatism and liberal, pluralistic democracy. A study of one influential group, Korean Christians, shows that the younger, western-educated generation generally combines religious conservatism and political liberalism; they are much more likely to espouse liberal-democratic principles and to participate in the larger, plural society than the older, immigrant generation. However, the polarizing politics of gay rights partly reverses the generational pattern: the historically insular, first generation participate more in mainstream politics, while some western-educated, second-generation Korean Christians become intolerant and isolated from elite-educated circles. Ideological minorities self-segregate themselves in the face of hostile, energized majorities, whether progressives in Korean Christian circles or conservatives in secular, educated ones. Public deliberation on same-sex marriage depends on whether it becomes viewed like the clear-cut issue of interracial marriage or the more ambiguous one of abortion.     

Novel technique for the combined recovery, extraction and clean-up of forensic organic and inorganic trace explosives samples.

This paper describes a simple processing and analysis scheme for explosives trace swab samples which deals both with organic and inorganic materials. Swabs, wetted with ethanol or ethanol/water mixture, were extracted with ethanol/water mixture. The extract was passed directly through a simple column containing an acrylonitrile/styrene copolymer adsorbent. The adsorbent retained common organic explosives, which were recovered with an efficiency of 30-50% as a relatively clean ethyl acetate solution. The concentrated ethyl acetate eluate was analysed using gas chromatography with chemiluminescence or mass spectrometric detection. The unretained inorganic ions and sugars, which were recovered with generally high efficiency as an ethanol/water solution, could be directly analysed using ion chromatography and/or capillary electrophoresis. Minor difficulties encountered in the analysis of sugars, fluoride and phosphate were examined.     

Classifying partner femicide

The heterogeneity of domestic violent men has long been established. However, research has failed to examine this phenomenon among men committing the most severe form of domestic violence. This study aims to use a multidimensional approach to empirically construct a classification system of men who are incarcerated for the murder of their female partner based on the Holtzworth-Munroe and Stuart (1994) typology. Ninety men who had been convicted and imprisoned for the murder of their female partner or spouse in England were identified from two prison samples. A content dictionary defining offense and offender characteristics associated with two dimensions of psychopathology and criminality was developed. These variables were extracted from institutional records via content analysis and analyzed for thematic structure using multidimensional scaling procedures. The resultant framework classified 80% (n = 72) of the sample into three subgroups of men characterized by (a) low criminality/low psychopathology (15%), (b) moderate-high criminality/ high psychopathology (36%), and (c) high criminality/low-moderate psychopathology (49%). The latter two groups are akin to Holtzworth-Munroe and Stuart's (1994) generally violent/antisocial and dysphoric/borderline offender, respectively. The implications for intervention, developing consensus in research methodology across the field, and examining typologies of domestic violent men prospectively are discussed.     

Morphometric criteria for sexing juvenile human skeletons using the ilium

Previous attempts to sex juvenile skeletons have focused on the application of qualitative or semi-quantitative techniques. This study applies a variety of geometric morphometric methods, including eigenshape analysis, to this problem. Six metric criteria for the ilia were tested with the aim of investigating previous ideas concerning sexually diagnostic characters. This study uses 25 ilia from juveniles of known age and sex from Christ Church, Spitalfields, London. Ninety-six percent of juvenile ilia were correctly identified as male or female using the shape of the greater sciatic notch. Identification accuracy is shown to improve with age for several criteria. Males were identified to a higher accuracy than females. Application of geometric techniques improves the understanding of the relationship between age, sex, and shape and the clarity with which these relationships can be quantified. Archaeological and forensic relevance of the results are discussed with recommendations for future application.     

STR data for the SGM Plus loci from three Indonesian populations.

Allele frequencies for the 10 STRs included in the AmpFLSTR SGM Plus (Applied Biosytems) amplification kit were obtained from three populations in the Indonesian archipelago. Here, 173 unrelated Indonesian individuals were sampled, of which 44 were from the Island of Sulawesi, 44 from Sumatra and 85 from Java.     

Beyond COVID-19: Five commentaries on reimagining governance for future crises and resilience

Several Canadian and international scholars offer commentaries on the implications of the COVID-19 pandemic for governments and public service institutions, and fruitful directions for public administration research and practice. This second suite of commentaries considers the challenges confronting governments as a result of the COVID-19 pandemic and in the decades to come with an increasingly broad lens: the need to understand and rethink the architecture of the state given recent and future challenges awaiting governments; the need to rethink government-civil society relations and policies to deliver services for increasingly diverse citizens and communities; the need for new repertoires and sensibilities on the part of governments for recognizing, anticipating, and engaging on governance risks despite imperfect expert knowledge and public skepticism; how the COVID-19 crisis has caused us to reconceive international and sub-national borders where new “borders” are being drawn; and the need to anticipate a steady stream of crises similar to the COVID-19 pandemic arising from climate change and related challenges, and develop new national and international governance strategies for fostering population and community resilience.     

Policing Soviet Society: The Evolution of State Control

The Soviet militsiia (regular police) has evolved in the past 70 years from a feeble body seeking to ensure the survival of Soviet rule to a massive bureaucracy corrupted by nearly absolute power. As the Soviet militia has developed the focus of its activities, its ethos, professionalism, and its relationship to both the Party and KGB have changed in all periods, the militia has had political, economic, and social responsibilities, but the balance among the three has wed depending on the conditions of the state.
The militia, like the Soviet state, is currently in crisis. It remains an instrument of the party that is losing its legitimacy among the population. Perestroika's objective of making institutions subordinate to the law is a sharp deviation from existing practice. But even if the militsiia responds to these new expectations, because of the demands of a centrally planned socialist state the regular police will remain we intrusive into the lives of the citizenry than are police in Western democratic societies.     

Type and Severity of Abuse as Predictors of Psychiatric Symptoms in Adolescence

There has been little previous research about histories of child maltreatment and psychological symptoms in adolescent psychiatric patients. This study investigated whether type and characteristics of child physical and/or sexual abuse predicted individual differences in symptoms. Participants were 187 patients in day or residential treatment facilities. Abuse was assessed using structured interviews with the adolescent, the therapist, and the caseworker. Participants completed a standardized, self-report measure of internalizing and externalizing symptoms. Adolescents with histories of dual abuse (i.e., sexual and physical abuse) had elevated depression and anxiety compared with nonabused patients. Histories of any type of abuse were associated with elevated posttraumatic symptoms. Among physically abused patients, severity and duration of abuse predicted individual differences in depression and anxiety, whereas severity and concomitant sexual abuse predicted elevated posttraumatic symptoms. Among sexually abused patients, the characteristics of sexual abuse did not predict individual differences in symptoms. Thus, child abuse, particularly dual abuse and severe physical abuse, predicted elevated internalizing symptoms, even in comparison with other adolescent psychiatric patients. The need for replication is discussed.
