Conclusion The Cyprus situation is an example of a protracted social conflict now frozen in time with a ceasefire but no long-term resolution. Many current violent conflicts, such as those in the former Yugoslavia, may soon enter such a phase, and intervenors will be looking for appropriate methodologies to help move them toward resolution. In that vein, both projects described here are relevant and useful interventions in their own right. However, the interface between them demonstrates a greater potential for effective collaboration and synergy which can bring added value to the parties in conflict.A collaborative approach to interventions can be part of a powerful model of a systems approach to peace. Thus, collaboration is enhanced among different external intervenors, among official and unofficial actors, and among external and internal change agents. To increase coordination and usefulness, it is incumbent upon external intervenors to build collaboration into their planning and funding proposals. There is much potential for more systematic and sophisticated integration of different methods than exists at present in the field of conflict resolution.  相似文献

This study tested whether retrospective reports of childhood exposure to parental partner abuse were associated with internalizing aspects of adult adjustment. Participants were 550 men and women college students. Among women, childhood exposure to partner abuse was related to depression, trauma-related symptoms, and low self-esteem; among men, exposure was associated with trauma-related symptoms. These relationships were statistically independent of reported parental alcohol abuse and divorce. Relationships of parental partner abuse to low self-esteem and depression among women were also independent of variation in retrospective reports of child sexual and physical abuse. However, the relationship of partner abuse to trauma-related symptoms depended, in part, on the co-occurrence of child abuse. The discussion addressed implications of the findings for future research and for clinical practice.  相似文献

The role of trial judges in the litigation process is frequently debated. Are judges to be dispassionate adjudicators, disengaged referees in a sport in which attorneys compete? Or are they charged with a more active role in promoting the substance, form, and process of justice? In the present paper, we explore the judicial role in addressing gender bias in federal litigation, using data gathered for the Eighth Circuit Gender Fairness Task Force. The federal judges of this circuit were surveyed about their experiences, observations, and opinions of gender-biased conduct. Results indicated that although judges viewed judicial intervention as an appropriate response to gender bias, they had little personal experience with intervention in such a situation. Fur thermore, when specific hypothetical scenarios were presented, they generally agreed that the described conduct was inappropriate but offered little consensus regarding the best course of action for an attorney or judge confronted with such behavior. The Eighth Circuit data thus provide the basis for expanded understanding of the conduct at issue, the options for action in response, and the persistent discrepancy in viewpoints on gender bias and the judicial role.  相似文献

Traditionally, social research has relied on systematic methods to control variation in the collection of data in order to validate relationships observed among the social phenomena under study. Ironically, many critical problems in the actual operation of public organizations are not amenable to such rigorous controls. An alternative mode of analysis, action research, may prove more useful since it takes into account the dynamic nature of organizations, emphasizing the production of valid information, the element of Fee and informed choice by organization members, and the goal of engendering commitment to action by those involved. Simulated operations designed to enhance the performance of public agencies in unforeseen emergencies provide a setting in which to evaluate the effectiveness of action research as a tool for organizational problem-solving.  相似文献

This article argues that cognition is central to performance in emergency management. Cognition is defined as the capacity to recognize the degree of emerging risk to which a community is exposed and to act on that information. Using the case of Hurricane Katrina to illustrate the collapse of the standard model of emergency management without a clear focus on the role of cognition, the author reframes the concept of intergovernmental crisis management as a complex, adaptive system. That is, the system needs to adjust and adapt its performance to fit the demands of an ever-changing physical, engineered, and social environment. The terms of cognition, communication, coordination, and control are redefined in ways that fit the reality of practice in extreme events. A reframed intergovernmental crisis management system may be conceived as a dynamic interorganizational system that is characterized by four primary decision points: (1) detection of risk, (2) recognition and interpretation of risk for the immediate context, (3) communication of risk to multiple organizations in a wider region, and (4) self-organization and mobilization of a collective, community response system to reduce risk and respond to danger.  相似文献

This article is concerned with the ways in which ‘race’ and gender interact between interviewers and participants within the research process and the implications of differences/similarities between researcher and participants for feminist research and analysis. The paper discusses issues of power and representation within a research project conducted by the white female author and two Asian female interviewers with 64 British Muslim young men and women. Based on analysis of discussion group data, it is argued that ‘race’ and gender interact between researchers and participants in highly complex and unpredictable ways to produce particular accounts, but comparative analysis of accounts produced with different interviewers can help reveal ‘hidden’ structures of power within the texts.  相似文献

Providing public security is a fundamental function of government. As the class and degree of threat vary, government agencies must adapt to changing conditions or risk failing their basic mission. The events of September 11, 2001, illustrated the limits of governmental performance in identifying and interrupting actions intended to harm innocent citizens. These events are examined against the resources, range, and limits of governmental capacity to adapt to the emerging threat of terrorism, and an alternative perspective on administrative performance as a complex adaptive system is proposed. This perspective redefines the search for public security as a dynamic process that balances mechanisms of control with processes of information search, exchange, and feedback among public, private, and nonprofit organizations and is supported by a well–designed information infrastructure. The article concludes that the search for public security is an interactive learning process that, while guided by public organizations, must involve responsible participation by private and nonprofit organizations as well as an informed citizenry.  相似文献

This paper concerns the relationship between power and the ability to defend the night of privacy. The discourse of public and private spheres has shifted historically, engendering arbitrary and changing legal and cultural definitions of the boundary between public and private. Historic specifications of this boundary have become untenable as increasing numbers of women entered the paid labor force. Recent formulations define the boundary of privacy as an area within each individual's life. However, greater social power increases the ability to protect personal privacy because it offers the ability to define and protect the "private" from scrutiny.
After outlining the history of the shifting public/private boundary, this argument is applied to sexual harassment. Explicitly sexual types of harassment are related to the public/private boundary in two ways. First, they challenge the boundary itself, representing the occurrence of "private" conduct in the "public" sphere of work and education. Second, sexual harassment reveals the importance of social power in defining and defending one's privacy. Sexual harassment represents the extreme on a continuum of communication patterns between status unequals, and an invasion of the sexual privacy of the target.  相似文献

In their analyses of capitalism and patriarchy, socialists and feminists have tended not to view sport as a legitimate area for sustained study. Socialists have often been content to view sport as a peripheral and unimportant feature of a world order dominated by capitalist social relations and economic contradictions, or have viewed sport as essentially a cultural reflection of the material sphere.Similarly, feminists have focussed their attention on the primary loci of work, family and sexuality, thereby unconsciously reinforcing the patriarchal concept of sport as masculine. In this analysis we briefly outline women's involvement in the recent Olympics and assess competing strategies for overcoming women's subordination in the arena of sport.  相似文献
