Journeys of Candombe Federal by Martín Boneo. Their contribution to the social imaginary on Afro-Argentines

Among Martín Boneo's works, Candombe Federal is one of the most disseminated if we concentrate on its journeys through the visual imaginary; it depicts history books, memoirs, and academic research. This image combines aspects closely associated with negritude in our imaginary: the permanent link to Rosas (politician and army officer who ruled the Argentine Confederation almost uninterruptedly from 1829 to 1852), their immediate association with popular manifestations, specifically the candombe, and the relationship established by liberal writers at the end of the nineteenth century and the beginning of the twentieth century between this specific image and historical writings or memoirs. We believe that this conception about Afro-Argentinians becomes a stereotype and an invisibilization strategy whereby Afro-Argentinians are confined to the past, an abominable past which must not be repeated. Our purpose is to give an account on the use which was and is made of this image, because it fuels the social imaginary about Afro-Argentines.     

Invited Commentary: Fostering Resilience Among Native American Youth Through Therapeutic Intervention

This article offers a comprehensive overview and understanding of the needs of Native American Youth for researchers, educators, and practitioners based on current research and practice. Strengths and protective factors are discussed in terms of Native strengths in context, the strengths and resilience of Native ways, Indigenous ways of knowing, the relationship between cultural identity and the tribal nation, the importance of family, the roles of the wisdom keepers, spiritual ways, and communication styles. Contextual influences are explored in terms of the relationship between history and healing from intergenerational grief and trauma, the influence of acculturation, as well as current social, economic, and political issues that affect Native youth. Implications for research and therapeutic intervention are explored in terms of healing from historical trauma and oppression. The authors offer an overview of common presenting issues and recommendations, practical tribally-specific interventions, and reflections on what it means to work from a social justice and client/community advocacy perspective with a focus on providing effective therapeutic, culturally-based interventions with Native children and adolescents that promote resilience and foster positive development with this population.     

Economic transformations in Cuba: a review

After Raul Castro’s accession to the presidency of Cuba, the country has witnessed the most far-reaching process of economic reforms for more than five decades. The government has expanded the private and cooperative sectors, has passed a new foreign investment law, restructured most of its old debt and has sought to end the long-standing dispute with the USA. Yet economic performance has been poor and the country faces significant challenges and contradictions arising from the reforms. This paper analyses the macroeconomic environment and the changes introduced by the Cuban government over the period 2007–15. While successful at restoring macroeconomic equilibria, restrictive macroeconomic policies have hurt economic growth, whereas growth- and efficiency-enhancing measures are yet to produce results. Moreover, transformation of the economic model is slow because of its many internal contradictions. The paper also discusses some of the main impediments to future change.     

Public–private efficiency in the delivery of services of general economic interest: The case of urban transport

This paper studies urban transport, a public service with extensive initiatives towards deregulation and privatisation throughout the European Union and in other developed and developing countries. The relative merits of deregulation, public or private provision and the implications of different policies for the performance of public services have become important issues. A crucial question is what type of operating and regulatory environment is best suited to stimulate efficiency in public service delivery. This paper analyses specifically the effect of privatisation and deregulation on the technical efficiency of bus services in 73 cities, in order to compare performance in cities with bus services provided by public operators, private operators, both types simultaneously or in which the service is deregulated. The behaviour of the different types of operators analysed in this paper shows that competition – total or partial – is effective in controlling costs.     

Longitudinal Associations between Maternal Involvement,Cultural Orientations,and Prosocial Behaviors Among Recent Immigrant Latino Adolescents

Prosocial behaviors (i.e., actions that benefit others) are important markers of healthy social functioning, and understanding the factors that predict such outcomes among recent immigrant Latino adolescents is important. The current study examines the longitudinal associations between maternal involvement and prosocial behaviors via collectivism values. Data comes from a longitudinal project (Construyendo Oportunidades Para los Adolescentes Latinos) of 302 recently immigrated U.S. Latina/o adolescents (53.3% male, average age?=?14.51 years old). The current study uses data from three times points across 2 years. The results demonstrated that maternal involvement was positively associated with collectivism values. Collectivism was positively associated with changes in prosocial behaviors. There was also partial support for a reverse-causal model. Discussion focuses on the links among parenting, cultural values, and prosocial behaviors among immigrant U.S. Latina/o adolescents.     

Precursors to femicide: Guatemalan women in a vortex of violence

Today women in Guatemala are killed at nearly the same rate as they were in the early 1980s when the civil war became genocidal. Yet the current femicide epidemic is less an aberration than a reflection of the way violence against women has become normalized in Guatemala. Used to re-inscribe patriarchy and sustain both dictatorships and democracies, gender-based violence morphed into femicide when peacetime governments became too weak to control extralegal and paramilitary powers. The naturalization of gender-based violence over the course of the twentieth century maintained and promoted the systemic impunity that undergirds femicide today. By accounting for the gendered and historical dimensions of the cultural practices of violence and impunity, we offer a re-conceptualization of the social relations that perpetuate femicide as an expression of post-war violence.     

Spain as an Object of Jihadist Propaganda

The purpose of this article is to look at the importance and treatment that Spain receives in jihadist propaganda. This study offers a series of empirical observations based on a content analysis of a sample of propaganda produced by jihadist groups between January 1994 and September 2008. The analysis of this material, the context in which it was spread, and a comparison with other Western countries leads to the conclusion that the role played by this country in jihadist propaganda can only be understood by taking into account “structural factors” that have little to do with a greater or lesser level of interference in “Islamic affairs.”     

Reshaping Public Administration: The Spanish Experience Compared to the UK

This paper analyses the nature and extent of the policies of modernizing Spanish public administration. Successive Spanish governments have been involved in modernizing public administration with the stress on customer focus, improving service delivery and implementing quality awards, service charts and information technologies.
As a basis for assessing the reforms, we compare Spanish New Public Management (NPM) developments with the initiatives undertaken in the UK. The paper evaluates the usage of NPM concepts in the Spanish and UK experiences and cultural differences based on public and common law traditions respectively, locating these reforms in a comparative context. We focus on why similar concepts and initiatives could provide such different results in each country and how the cultural and institutional features produce differences in the way that NPM postulates are defined, implemented, monitored and evaluated. The answer is probably rooted in the context in which the initiatives have been developing.     

Constructing alternatives to globalisation: strengthening tradition through innovation

With the inability of international economic integration to create opportunities for important segments of society, many Mexicans are searching for ways to forge their own alternatives. These strategies are the concrete manifestations of the realisation that the ‘mainstream’ path of the search for proletarian employment is no longer viable and that a return to traditional forms of cooperation, organised around mechanisms for ecosystem management, might offer greater security and a better quality of life. People are finding ways to strengthen their communities, to ensure that their families can remain in the rural areas as part of dynamic communities searching for a new relationship to their regions, as well as to the nation of which they wish to continue to be a part. This article illustrates this process with an analysis of a project that focuses on creating a new product—low-fat pork—that can command a premium price in the market, and in the process contribute to strengthening a community, providing new opportunities for women, and improving environmental management.
