This article problematizes a separation of Church and State that is nevertheless identified as constitutive of politics. Democracy has come to manifest a tension between the ‘autonomy’ of the political and a ‘heteronomy’ that, exceeding rationalist or social contractarian accounts of our co‐existence, is here presented as an irreducible affect of our being together. Autonomy, it is argued, resists heteronomy through all representations of democracy; yet, by contrast, heteronomy resists autonomy, and does so with the force of this affect. So if civil religion is impossible – and if we know only too well where its realizations lead: by default, to republican celebration, or by excess, to fascism – then we must take up again, and from scratch, the question of the affect according to which we co‐exist.  相似文献

In 2010, Poland launched a new national strategy for regional development which is seen as an assertion of Poland's domestic regional development vision, informed by, but distinct from, EU cohesion policy which has dominated Polish regional policy since accession. A key question is whether a new model of policy implementation is emerging. The strategy includes a commitment to a place-based regional policy model. This implies spatially sensitive policy implementation capable of mobilising the potentials of all territories. However, the concept is vague. Moreover, in Poland this agenda is being launched in a context of entrenched territorial disparities, traditionally constrained policy implementation capacity and institutional change. What are the defining characteristics of place-based implementation systems? What are the challenges to the institutionalisation of the place-based model? Are these evident in delivery frameworks being developed in Poland?  相似文献

This paper uses a computable general equilibrium (CGE) macro–micro model to explore the distributional effects of price reform in the electricity sector of Senegal. In the first part of the paper we analyse the distribution of electricity in Senegal by income quintiles, between 1995 and 2001. The analysis demonstrates that poor and rural households are not the main beneficiaries of the expanded network. The results of the CGE model show that direct price effects are weaker than general equilibrium effects on poverty and inequality. Moreover, compensatory policies tested can help attenuate some adverse effects.  相似文献

We wish to describe further developments to a method previously reported on the detection of 2-phenoxyethanol in ink. The solid-phase microextraction (SPME) sampling technique, together with gas chromatography-mass spectrometry (GC-MS), has been used to quantify solvents in writing ink. In conventional approaches, the analysis of ink on documents requires some degree of destructive sampling. The methods commonly used remove ink samples from paper using a scalpel or a paper punch. To avoid document destruction, a sampling cell was constructed that allows solvents to be adsorbed directly onto the SPME fiber from the headspace above the document surface. Analytes (ink volatiles) are then desorbed from the SPME fiber on a gas chromatograph equipped with a mass selective detector (GC-MSD). With this method, it was possible to detect the presence of ink solvents on documents for a period lasting up to c. 2 years.  相似文献

The author looks at one component of transitions to democracy: the strategies successor elites develop to deal with injustices committed by the previous, authoritarian regime. He compares post-transition justice in Belgium, France, and The Netherlands after World War II and in Eastem Europe after the fall of communism. He discusses several factors that influence policy choices. Among the most influenrial are the legacy of the past regime, the internutwnal legal context at the time of the passage to democracy, and the mode of transition and its ensuing impact on the balance of power between the old and the new order.  相似文献

The creation of companies by local governments to provide public services—referred to as “corporatization”—is an example of systemic public entrepreneurship that is popular across the world. To build knowledge of the antecedents of public sector entrepreneurship, the authors investigate the factors that lead local governments to create companies for public service delivery. Using zero-inflated negative binomial regressions to analyze secondary data from 150 major English local governments for 2010–16, the authors find that governments with higher levels of grant dependence and debt dependence are more involved in the creation and operation of companies, as are larger governments. Further analysis reveals that very low and very high managerial capabilities are strongly associated with more involvement in profit-making companies, while local government involvement in companies is more prevalent in deprived areas. At the same time, government ownership of companies is more common in areas with high economic output.  相似文献

Many authors have suggested adapting treatment programs to the specific needs of sexual abusers. However, little research has been conducted to understand what these patients seek in therapy or what elements play a key role in keeping them in treatment. In this pilot study, fifteen (N=15) pedophile sexual abusers from La Macaza clinic for sexual abusers were interviewed. Plan analysis was used to investigate the most prevalent components involved in staying in or leaving therapy. Results suggest that many components involved in the plans leading to doing and to avoiding treatment were similar. Differences were found in regards to the outcome of confrontations with the therapists, a tendency to isolate and overcomply, guilt related to the abuse, a need for a stable environment, and a need to be accepted. These results are discussed along with possible ways to improve the patients' involvement in treatment.  相似文献

Many liberals cannot help distrusting deliberative democracy theory. In their view, the theory offers no sufficient guarantee that the outcomes of democratic deliberation will be respectful of individual interests generating what they conceive as basic moral rights. The purpose of this text is to provide one argument showing that liberal rights are sufficiently protected within deliberative democracy theory. The argument does not rest on the idea of moral rights or material justice. It rests on the conditions of legitimate law deliberative democracy theory presupposes, namely, the conditions that make concrete the idea of legitimacy as "actual public justification."  相似文献
