Abstract. The paper applies a structural perspective to the analysis of political preferences. Examining two British surveys, the 1987 cross–section of the electorate and a panel survey that covers the 1983 and 1987 elections, the research explores the bases of persistent voting for the same party, location on left–right scales, and the probability of holding the same policy views on a host of different issues over time. A set of structural variables rests at the heart of the paper's theory: discussion networks, patterns of interactions with members of political parties, social class networks, and location in the social structure. Several hypotheses guide the analysis: The effects of the structural variables on the probability of casting a ballot for the same political party in any one election and in adjacent elections will remain, even after controlling for party identification; political party socialization; location on left–right scales; positions taken on any and all political issues; age, and past levels of electoral stability. The effects of structural variables on left–right position will remain, even after controlling for locations on alternative left–right scales. Finally, reinforcing attitudinal context provides the only consistent determinant of stable policy positions, after controlling for a host of alternative explanations including level of education; age; interest in politics, and a general propensity to offer stable answers to political questions.  相似文献

The relationship between law and coercion has been, and still is, a central topic in legal philosophy. Despite this, discussion about it is immersed in confusion. Some philosophers have noticed this, but hardly any work has been done to attempt to solve or even identify the confusions. This paper aims to fill this gap. Here I propose distinctions and qualifications that help us clarify the relationship between law and coercion and avoid confusion. Building on the clarificatory work, I then argue that despite there being several distinct philosophical discussions about the relationship between law and coercion, one of them should be prioritised.  相似文献

The comparative study of subnational units is on the rise. Multilevel regression and poststratification (MrP) has become the standard method for estimating subnational public opinion. Unfortunately, MrP comes with stringent data demands. As a consequence, scholars cannot apply MrP in countries without detailed census data, and when such data are available, the modeling is restricted to a few variables. This article introduces multilevel regression with synthetic poststratification (MrsP), which relaxes the data requirement of MrP to marginal distributions, substantially increases the prediction precision of the method, and extends its use to countries without census data. The findings of Monte Carlo, U.S., and Swiss analyses show that, using the same predictors, MrsP usually performs in standard applications as well as the currently used standard approach, and it is superior when additional predictors are modeled. The better performance and the more straightforward implementation promise that MrsP will further stimulate subnational research.  相似文献

What factors shape decentralization processes in Latin Americanfederations? This work reviews and statistically analyzes currentapproaches on the topic, questions some claims of generalityin their theoretical frameworks, and presents an argument toexplain variation in decentralization processes across thesefederations. The main hypothesis is that the degree of decentralization(in fiscal and administrative terms) in Latin American federationshas been shaped by the political power of the national executiveand sub-national actors and the fiscal context in which theyinteract. Local government financial viability measurement in an accrual budgeting environment poses complex challenges. Financial measures frequently generate conflicting results. A rating scale to assess financial management, constructed originally for South African municipalities (Dollery & Graves, 2009), represents a useful tool to analyze financial health trends. Applying a “Likert-like” scale to financial performance measures to assess “funding compliance”, the model in this article assists municipalities to avoid financial difficulties. To demonstrate the applicability of this model, we apply the model to the Brisbane City Council and the Sydney City Councils. Results show that the model represents a valuable aid to financial management decision-making.  相似文献

South Africa's local government financial management best‐practice technical assistance program (known as MFMTAP) was to reform municipal financial management; achieve credible, realistic budgets and prevent financial failure. We consider whether a budget compliance procedure, developed by National Treasury (NT) to measure funding requirements compliance with the Municipal Finance Management Act (MFMA) focusing on ‘realistic’ revenue budgeting, improves our understanding of technical assistance effectiveness. We assess a metropolitan municipality's compliance before, during and after advisory assistance. The compliance procedure was robust. Potential exists for wider application to assess best‐practice technical assistance (BPTA) program financial reform effectiveness. The findings from this single, important sample suggest that MFMA funding requirements are not being sustained 4 years after MFMTAP commencement, attributable to either BPTA performance or termination effects. We conclude that MFMA financial performance can be assessed by the procedure, from analysis of the metropolitan municipality performance assisted by a BPTA advisor for approximately 3 years. The analysis raises questions about BPTA program reform sustainability, but we add the caveat that conclusions cannot be drawn from a single sample metropolitan municipality, but a larger sample need be used for further methodology development to confirm its efficacy. This article uses a new dataset of coded Alberta Throne Speeches from 1906 to 2017 to identify patterns of provincial policy attention to place and urban place across policy issues and time. We discuss three main findings. First, provincial attention to place and urban place is influenced by policy domain: place‐based attention is generally absent in some policy domains, such as macroeconomic policy, and prevalent in others, such as health care. Second, place‐based attention is patterned over time, with a noticeable peak in the post‐war “province‐building” years and distinct troughs in other periods. Finally, we discuss the related but distinct patterns of attention to place and urban place across policy domains and time.  相似文献
