ABSTRACTIn local government systems worldwide, financial pressures have obliged local authorities to focus on cost-efficient methods for providing local services, including inter-municipal agreements and public–public partnerships. However, in comparison with municipal mergers, privatisation and other approaches to the problem, the cost impact of the cooperative provision has not yet been thoroughly examined empirically. Moreover, available empirical research has largely concentrated on waste disposal in developed countries. The present paper seeks to contribute to the empirical literature on inter-municipal agreements and public–public partnerships by comparing their impact on costs with ‘stand-alone’ provision in a range of non-waste local services. In contrast to the bulk of existing studies, our analysis takes place in a developing country context by examining Brazilian local government over the period 2013/15. We found that – on the whole – cooperative provision is less expensive than the ‘stand-alone’ provision for the services studied. The secondary dentin deposition that occurs after the tooth formation process results in a decrease in pulp cavity volume in adolescents and adults. The purpose of this critical review was to correlate pulpal and/or dental volume on cone-beam computed tomography (CBCT) with chronological age approximation. A subobjective was to investigate which methodology and CBCT technical parameters would be most appropriate to evaluate this correlation. This critical review followed the PRISMA guidelines, and it was conducted by a search through PubMed, Embase, SciELO, Scopus, Web of Science, Cochrane Library databases, as well as gray literature. Primary studies that used pulp volume, or pulp chamber to tooth volume ratio measured using CBCT were included. Seven hundred and eight indexed and 31 non-indexed records were identified. A qualitative analysis was performed including 25 selected studies with a total of 5100 individuals, age ranging from 8 to 87 years without sex predilection. The most used method was pulp volume/tooth volume. CBCT voxel size ranged between 0.09 and 0.5. Manual segmentation associated with threshold algorithms was used in most of the studies. Correlation between the pulp volume/tooth volume ratio was moderate: −0.66 for the upper central incisors, −0.59 for upper canines and −0.56 for lower canines. High heterogeneity was observed among the studies. It is concluded that pulp volume should be used with caution in age estimation. Evidence supports the preferable use of upper incisors with pulp volume/tooth volume ratio for age estimation. To what extent can we speak of a distinctively ‘European’ security approach towards the Asia-Pacific region? In order to address that timely question, this article examines how Britain, France, Germany and the European Union (EU) are framing their evolving security roles in the Asia-Pacific region, and how those individual perspectives intersect with each other. The article identifies a number of important common features in Europe’s approaches towards security in the Asia-Pacific, namely the tendency of most European actors to emphasize the economic and diplomatic nature of their contribution to regional security, their promotion of regional multilateral security fora, their rejection of the notion that China’s rise is inherently challenging for regional and global security, and their willingness to signal their differences towards Washington’s emphasis on military power and alliance-based approach. However, and despite the existence of common traits, individual European actors show different degrees of closeness vis-à-vis the US and China and feature different perspectives regarding which security relationships they should prioritize in the region (if any), or the appropriate balance between diplomacy and security and defence cooperation. Such divergences prevent Europeans from developing a coherent security profile in the region and preclude us from speaking of a distinctively European security approach towards the Asia-Pacific. 相似文献

Government effectiveness could be explained by the level of well-informed electorate members, who use the press to learn more about politicians and public servants. Thus, a free press may improve citizens’ accessibility to this information, which in turn will make it more difficult for politicians and public servants to cover up or get away with corrupt behaviour, so the quality of the government could be affected by the media freedom. Accordingly, the main aim of this paper is to determine the effect of the freedom of the press on government effectiveness, considering additionally environmental, institutional, and political characteristics as factors that could determine the level of government effectiveness. To achieve this aim, we examined 202 central governments and compared them across countries using the World Bank data set of Governance Indicators for 2002–2008. The results show that the media, the organizational environment, and political characteristics may be determinants of the level of government effectiveness, taking countries’ economic development into account. 相似文献

The goal of this paper is to analyze the impact the EU has had on Czech women’s groups since the 1990s. Drawing on both Europeanization and social movement theories, the first section defines the theoretical framework of the paper. The second section is focused on the impact of changes in the funding of women’s groups which, since the end of the 1990s, have relied more than before on European funding. The third section analyzes the shift in the political context and the domestic political opportunity structure in the Czech Republic that has occurred in connection with the accession process. The fourth section analyzes transnational cooperation for which new opportunities have appeared with the EU’s eastward expansion. The paper concludes by summarizing its main findings. 相似文献

This research analyses the conditions imposed on national, EU and non-EU citizens who wish to access minimum income (MI) benefits within four EU Member States, specifically within Finland, France, Ireland and Spain. The primary aim is to identify and compare the required MI access conditions. Furthermore, focus is given to the residence requisites, which are discussed in relation to relevant supranational regulations in order to detect possible multilevel implications. The paper concludes with the identification of different MI conditions, such as stricter age requisites in France and Spain. Moreover, the study of national cases allows for consideration of how the EU social protection floor works at the national level. In this regard, the restrictions that affect EU/EEA migrant jobseekers and economically inactive population groups who wish to access MI in Finland, France and Ireland show the limits of the EU minimum social assistance floor, only recognised for EU/EEA migrant workers. Finally, implications arise according to human rights instruments such as the European Social Charter, which demands that social assistance shall not be confined to nationals or to certain categories of foreigners, allowing for comparison between the different personal scopes of the equal treatment principle required by the distinct supranational levels. 相似文献
