Forensic medicine experiences in Kosovo

In summer 1999, a German forensic team of CID officers and forensic pathologists was sent to Kosovo on request of the International Criminal Tribunal for the former Yugoslavia (ICTY) to investigate possible war crimes. For this purpose, witnesses had to be found and interrogated and graves of victims had to be located and the bodies exhumed and examined forensically. Roughly 200 bodies have been found and examined during the campaign that were predominantly of male sex and showed mainly gunshot wounds. A high percentage of all bodies could be identified. The article deals with different forensic-pathologic aspects of such an investigation.     

Variations in traditional marriage and family forms: Responses to the changing pattern of family-based social security systems in Sierra Leone and Kenya

A multitude of family forms can be found in African societies, and the functions we associate with the European term “family” do not necessarily belong to any specific form. The variety in the formation of different residence, consumption, and production units becomes obvious through the analysis of the social structure of individual b peoples, as well as through inter-ethnic comparisons. This article focuses on the differences between various types of social organization of an East- and a West-African people, and analyzes the complexities of and changes in family structures in the relevant socio-political and economic contexts. It also looks at the impact of the introduction of public administration and the commercialization of agriculture on social dynamics and family forms.     

Prospects of peace negotiation in Papua

The Papuan conflict resembles the conflict in Aceh. Also some of the models of conflict resolution can undoubtedly be imported for Papua from Aceh. However, the existence of large migrant groups, the lack of a coherent organization of the rebel side, and the more extreme nature of economic grievances in Papua than in Aceh, give the conflict problem in Papua its own characteristics. This article speculates about how much Papua could learn from its own past and how much lessons it could emulate from other areas to establish its own mechanisms of peace negotiation.     

Microgeographic genetic variation of Y chromosome in a population sample of Ravenna's area in the Emilia-Romagna region (North of Italy)

The analysis of the genetic structure of regions with a complex demographic history shed light on the various topographic, linguistic and historical influences which form the present genetic landscape of Europe. In the Emilia-Romagna region (North of Italy) Ravenna is a geographical area with a historical complex background: it was an important seaport on the Mediterranean sea, the capital of the Ostrogothic kingdom of Italy and the seat of the Byzantine governor of Italy. The purpose of this study was to investigate the microgeographic variation of Y chromosome haplotypes of the area of Ravenna by analyzing 17 Y-chromosome short tandem repeats (Y-STRs) in 122 unrelated males. 100% of all haplotypes were different. A comparison with neighbouring Italian as well as with European and Levante root populations was done by AMOVA and visualized by a phylogenetic tree. The two main haplogroups found in this area were R1b and E3b1. The results of the present study add to the data for the forensic databases and can be useful also for anthropological studies.     

European Associations in Higher Education

The last fifteen years have witnessed a drastic increase in higher education cooperation in Europe. In parallel to this development, the number of European associations in higher education has grown considerably. This article constitutes a first systematic look at these organisms. After providing a working definition, it tries to encapsulate the rationale and the main activities of these associations, followed by a first attempt at a typology. A short history of the European higher education association is combined with an analysis of the links between its large-scale emergence and the provision of higher education cooperation programmes by the European Union. Authoritarian bargaining in Burma/Myanmar

Despite the political controversy related to the authoritarian bargaining of Burma/Myanmar’s territorial conflicts, it is important to acknowledge the successes and admit the failures of the process of ceasefire negotiation and the national convention process of the Myanmar-government. Regardless of what we think of the Myanmar government, there can still be both good and bad elements in the process. This article will focus, as the general focus of this special issue suggests, on the negotiations between the central government and the ethnic groups on autonomy and territorial solutions in the peripheries of Burma/Myanmar.     

Spokes in the wheel. European affairs and the parliamentary administration of German Landtage

ABSTRACT

Over the last decades, regional parliaments were considered to play a minor role in European affairs. Not only was the salience of the EU low at the regional level, but politicians elected into these bodies also often lacked vested interests and capacities to become more involved in dealing with complex multi-level questions. After the constitutional strengthening of regional parliaments in EU decision-making, this paper considers one under-researched aspect behind the growing appetite of regional parliaments to become more involved in the scrutiny of EU affairs: the role of unelected parliamentary officials. Based on qualitative interviews in 12 German regional parliaments, the authors highlight how regional parliaments exert control over their governments and what role horizontal administrative networks among parliamentary staff play in the engagement of regional parliaments in EU affairs.
