We use data from the National Incident‐Based Reporting System (NIBRS) to examine the effects of age on the risk of sexual and physical assault in prisons and jails. Our evidence suggests that male inmates of all ages tend to sexually assault young men. The preference for the young is much stronger for sexual than for physical assault, which suggests that the young are sexually assaulted because of their sexual attractiveness rather than because of their vulnerability. We argue that the strong relationship between sexual attractiveness and age reduces opportunities for consensual sex among older inmates. As a result of blocked opportunities for consensual sex, older men are much more likely to commit sexual assault than one would expect, given the general tendency of young men to be more violent. Thus, the age–attractiveness relationship can parsimoniously explain the contrasting age patterns one observes for offenders and victims. 相似文献

This article focuses on Public Service Bargains (PSBs) in the Organisation for Economic Co‐operation and Development (OECD) world in an age of austerity and makes four main claims. First, both logic and recent history suggest that states can respond to financial crises in more than one way. Second, we argue that the pressures on existing PSBs are not all the same in this group of states, given observable differences in their financial vulnerability. Third, we analyze countries' differential exposure to two other major challenges, namely, that of population aging and environmental risk. Fourth, we show that those areas of vulnerability can counteract one another in some cases but be mutually reinforcing in others, and we argue that “triply vulnerable” states in a composite analysis are those likely to face the strongest pressure to change their existing PSBs. Two theoretical approaches tend to dominate the literature on the manner in which exoffenders reintegrate into society. These are the structural and subcultural models. The structural model (Merton, 1938; Cloward and Ohlin, 1960: Ohlin, 1970) posits that closing of the legitimate opportunity structure leads to secondary deviation and it also traces initial criminality to a discrepancy between means and ends for achieving success goals. The subcultural model (Cohen, 1955; Pownall, 1969) views the primary factors explaining the failure of the exoffender to adjust to society as influences exerted by the criminal subculture. These have traditionally been treated as competing theoretical models. The research reported here sought to evaluate these two approaches and to combine them in an applied framework called differential integration. Data on 874 exoffenders provided with job placements during 1976 show that structural variables tended to differentiate the employment outcomes of exoffenders much more than subcultural variables and that there is partial support for the differential integration concept . 相似文献

The government introduced its ambitious plans to transform children's services as its response to the tragic death of Victoria Climbie, the victim of child abuse. However their scope is far more than improving child protection services. The aim is to develop preventive services, responding to low level concerns, so that all children are helped to achieve their potential. This article asks what the impact of this shift in emphasis will be for child protection work. Abstract. Labour market regulation in the 1980s was subject to transnational pressures for deregulation, especially in the form of 'flexibilisation'. The 'Single European Market' project (SEM) promises further development in this direction. At the same time, proposals for a 'Social Charter' are meant to introduce a European level of regulation to counteract the SEM's potential destabilizing consequences. However, regulatory disputes and pressures contrary to convergence are likely to be intensified by the SEM. Still further uncertainty will be created by changes in Eastern Europe, as well as by greater opportunities for cross-border production shifts. Neoliberal and neocorporatist variants of the 'competition state' will be increasingly at odds at both state and Community level, with the future of 'social Europe' at stake. To the extent that market integration means a globalisation of the European economy, it may effectively disintegrate its component parts, dividing those which have more solid foundations for growth - the well-regulated, high pay/high productivity areas - from those which do not.
