Procyclical government spending occurs when government expenditures increase at a faster rate than income in an economic upturn but fall at a faster rate in a recession. Voracity effects occur when competition for increased spending proves more effective as national income increases. Public choice theory can be applied to describe the distribution of fiscal power across different tiers of government to shed insight into competition for intergovernmental transfers. Politicians have electoral incentives to press for intergovernmental transfers but they also have electoral incentives to signal their ability to manage the economy. With this mix of incentives, the prediction is that intergovernmental transfers will be procyclical and that sub-central government spending will be more procyclical than central government spending. Public choice analysis of pressure for increased public spending predicts a specific pattern of cyclical government spending. This pattern can be observed when analyzing government expenditures in 20 OECD countries between 1995 and 2006.  相似文献

The determination of capacity to make medical, personal and financial decisions has significant individual and social implications. Medical and other health professionals are traditionally relied on by courts and tribunals to provide clinical and psychometric evidence of the presence or absence of capacity, or competence. Concern has long been expressed over the variability of these assessments. A survey of 285 decisions of the Queensland Guardianship and Assessment Tribunal (GAAT) between 2005 and 2008 was conducted to estimate the incidence of disagreement between health professionals in capacity assessments; to provide examples of conflicting assessments and models of assessment used; and to consider the educational implications of disagreements. While the final capacity determinations by the GAAT appear sound, this case series, and other studies in the capacity literature, strongly suggest the need to improve the education of health professionals, especially doctors, at undergraduate and postgraduate levels, in the practical assessment of capacity as a fundamental clinical skill.  相似文献

Regulators and other governors rely on intermediaries to set and implement policies and to regulate targets. Existing literatures focus heavily on intermediaries of a single type – Opportunists, motivated solely by self-interest. But intermediaries can also be motivated by different types of loyalty: to leaders (Vassals), to policies (Zealots), or to institutions (Mandarins). While all three types of loyalists are resistant to the traditional problems of opportunism (slacking and capture), each brings pathologies of its own. We explain the behavioral logic of each type of loyalty and analyze the risks and rewards of different intermediary loyalties – both for governors and for the public interest. We illustrate our claims with examples drawn from many different realms of regulation and governance.  相似文献

Previous research has shown the negative effects of violence on individual family members. However, a review of the literature reveals few studies that document the adverse effects of violence on family relationships. To assess these effects, 304 married parents anonymously completed a survey that included the following scales: conflict tactics, family strengths, marital satisfaction, and parent satisfaction. Results indicated significant decreases in perceived family strengths, marital satisfaction, and parent satisfaction as the use of physical violence among family members increased. These findings provide empirical support for the assumption that violence has a negative impact not only on individuals within a family but also on family relationships.  相似文献

Since the Second World War, Liberal governments trying to adapt to a rapidly changing international environment have been mindful of Australian interests, and especially the ongoing search for security. Adapting to declining British power, to militant communism in East and Southeast Asia, and to a new, under‐defined alliance with the United States was no easy task. The Colombo Plan for aid to South and Southeast Asia and the dismantling of the White Australia Policy represented two forms of positive engagement with Asia. Since the 1970s, Liberal governments have played significant roles in the strengthening of the Commonwealth; strengthening ties with key countries in Asia; and maintaining a sometimes problematic security relationship with the United States. On this latter point, however, the most recent Liberal governments have not performed well, in becoming more subservient to the Americans.  相似文献
