Central governments face compliance problems when they rely on local governments to implement policy. In authoritarian political systems, these challenges are pronounced because local governments do not face citizens at the polls. In a national‐scale, randomized field experiment in China, we test whether a public, non‐governmental rating of municipal governments' compliance with central mandates to disclose information about the management of pollution increased compliance. We find significant and positive treatment effects on compliance after only one year that persist with reinforcement into a second post‐treatment year. The public rating appears to decrease the costs of monitoring compliance for the central government without increasing public and media attention to pollution, highlighting when this mode of governance is likely to emerge. These results reveal important roles that nonstate actors can play in enhancing the accountability of local governments in authoritarian political systems. 相似文献

This article examines the varying authority in contemporary governance of 10 prominent economists trained and based in America during the most recent period of economic instability. Despite stemming from diverse backgrounds and adopting a variety of roles, these private actors have each increasingly sought to combine moral authority with the technical authority that has been widely challenged since the outbreak of financial crisis in 2007. The shift from esoteric scientific jargons of economese towards more explicit engagements with overtly ethical issues in a moral economese is identified as an important discursive change through which these actors sought to reconfigure their contested authority. Yet this article maintains that persistent prioritisation of market values impedes rather than supports such attempts to reassert authority. Blends of technical and moral forms of authority are considered highly unstable and not conducive to enhancing the authority of these and other prominent private actors in global governance. 相似文献

The place of women's agency in the fertility transition of the late nineteenth/early twentieth century is a contested one. Some argue that the transition was achieved mainly through male methods of contraception. Others, including many arguing from an Australian perspective, contend that women's agency in fertility decline was significant. In this article, the authors revisit the issue of women's agency in Australia. Drawing on a range of archival sources and scholarship, they seek to demonstrate that women in Australia in the last quarter of the nineteenth century had access to contraception, albeit limited, and, where that failed, to abortion. The authors argue that the changing political and educational climate, which saw women gaining the vote in 1894 in South Australia and admission to secondary and higher education and paid work, provided the setting for women's changing status.
