Public Management Reform: a Global Perspective

This article summarises the results of a 'broad brush' global survey of 'new forms' of public management. The survey supports the view that the spread of the new forms cannot be seen as a global 'paradigm shift' in public management. However the new forms are increasingly found beyond the core set of OECD countries usually given as examples of reforming countries. The survey suggests that globalisation processes are increasing the amount of 'lesson drawing' between countries and contributing to the spread of new forms.     

Making economic adjustment work: The politics of policy implementation

This article identifies tentative lessons about successful political management of stabilization and structural adjustment policies in developing countries. It addresses three basic questions: 1) What is the purpose of stabilization and structural adjustment policies and what specific measures are usually undertaken? 2) Who, in theory, is supposed to benefit or lose from such policies and who, in actual practice, supports or opposes them? 3) How have governments in developing countries successfully managed the supporters and opponents of adjustment policies? The article concentrates in detail on how the governments of Panama, Costa Rica and Guatemala managed the actual supporters and opponents of these policies between 1982 and 1987, based on interviews with policy makers, official documents and content analysis of media sources, with the aim of determining what measures were implemented, who protested or supported them, and what the government did to build support or minimize opposition. The lessons from these three experiences are tied to the more general literature on successful political management of stabilization and structural adjustment.

Estimation of body exposure to explosion

An ordnance-disposal expert was killed while disposing of a cache of explosives. The likely position of the body was reconstructed by modeling the explosion as an omnidirectional emission of particles from a model of the explosion site and noting the distribution of particles on a model of a human. The applications and limitations of this method in reconstructing the events and correlation with the injuries noted at autopsy are discussed.

Fiscal Illusion and Political Accountability: Theory and Evidence from Two Local Tax Regimes in Britain

Local tax reform in Britain in 1993 (reinstating a propertytax) may have reversed some intended fiscal illusion reducing,and ``accountability'' improving, features of the poll tax(itself a reform introduced in 1990 with the specific aim ofpromoting accountability). We formalize these features withina median voter model of the demand for local publicexpenditure that distinguishes between accountability andfiscal illusion effects. The model shows that a prioriaccountability effects on expenditures are ambiguous.Available data for England and Wales are used to test themodel. We find strong evidence of grant illusion (the flypapereffect), similar across tax regimes, with evidence of renterillusion and of less accountability under the property tax.The degree of local income inequality appears to affectexpenditure levels only with the property tax.
