Crossing the boundary: Peasants,shepherds, and servants in a western Alpine community

In the historical and anthropological literature, western Alps servants were widely assumed to be few in number, and the importance of the institution of service therefore negligible. This study combines historical-demographic and ethnographic methods to investigate whether this was true of a community in the Italian western Alps with a mixed population of peasants and transhumant shepherds. Surprisingly, a valuable 1951 census reveals that seemingly small numbers hide what was actually a normal phase in the life course of peasant sons whom shepherds recruited to work as servants. Distinct patterns of life-cycle and lifetime service seem to have coexisted in the same community. The evidence also confirms that in southern Europe, as some recent studies have pointed out, the institution of service often was not just the circulation of young men and women between households but an asymmetrical exchange between different socioeconomic groups. Otherwise rigid social and cultural boundaries were thereby crossed.

Kurdish women in the Kurdish–Turkish conflict – perceptions,experiences, and strategies

This study analyzes how Kurdish women experience the violence and other consequences of the armed conflict raging between the PKK and the Turkish state. Interviews conducted in Istanbul, Ankara, and Diyarbakir suggest that Kurdish women experience the conflict both as members of an oppressed minority and as women. The study first focuses on identifying sources of conflict related stress that are specific to women, such as the need to be silent to protect their families, and then analyzes the strategies that Kurdish women use to deal with this stress as women, including networking and education.     

Building Governance from Scratch: Myanmar and the Extractive Industry Transparency Initiative

ABSTRACT

The Extractive Industry Transparency Initiative is a set of transnational rules that aims at improving governance in the oil, gas and mining sector. Several resource rich countries have joined the initiative since its inception in 2002. The question is why and with what effect? The article explores the case of Myanmar and argues that both state and non-state actors use the transnational regulations of the Extractive Industry Transparency Initiative framework for their own ends. While the government attempts to attract broader foreign investment and increased foreign aid, civil society tries to address the human rights situation in the country. While this ultimately leads to conflict and confrontation in a society shaken by a long period of authoritarianism and civil wars, there is potential for the Myanmar Extractive Industry Transparency Initiative to provide an opportunity to improve state–society relations and build inclusive governance structures with an improved human rights record. However, the challenges are massive given the weakness of the state, ongoing armed conflict in ethnic minority areas and low trust between political actors.
