Governing Small‐Town America Today: The Promise and Dilemma of Dense Networks

This essay examines the governance of small towns in the United States. Small towns have received little attention in the public administration literature to date, yet 1 in 10 Americans still lives in one, representing roughly 75 percent of all municipalities in the United States and some 33 million people. Small towns are characterized as dense, multiplex networks that lend unique dynamics to local politics. However, they face significant social, economic, technological, and demographic trends that compromise towns’ prevailing frame of reference, fracture their networks, and alter the traditional setting of small‐town governance. In the face of these issues, “thicker,” more active ways of engaging the public are needed to reknit community bonds and build civic capacity. Service learning for master of public administration students is proposed as a way to develop the emotional intelligence necessary to make sense of the complex social dynamics of small towns and to facilitate the hard work of building enabling relationships.

The graduate record examination and master of public administration programs

The Graduate Record Examination is probably the most celebrated and controversial element of all entrance requirements to graduate school. Yet little is known about how test scores are used. This study reports the findings from a national survey of Master of Public Administration programs. Following a discussion dealing with the evolution of and literature on standardized testing, the extent, rationale, and role of the test in admissions procedures are explored. The analysis closes with a brief commentary on the part that objective examinations can play in public administration programs.     

Terrorism Targeting Industrial Chemical Facilities: Strategic Motivations and the Implications for U.S. Security

Policy to reduce the threat of a terrorist attack against industrial chemical facilities—critical infrastructure with potential to cause mass casualties—is being driven by incomplete and, in some cases, incorrect assumptions. This article chronicles incidents by non-state actors directed at the chemical industry and explores the strategic considerations prompting groups to target the industry. By incorporating motivations for targeting infrastructure a more robust, comprehensive risk assessment is realized. Analysis challenging the “insider” threat paradigm and recommendations to ameliorate the potential effects are also presented. These are found to differ substantially from the leading policy measures currently advocated.
