Although scholarship shows how collective memory aids community resilience to hazards, sociopolitical forces erode this transformative potential. A study of Brisbane River floods highlights the entanglement of memory with a myth of flood immunity, created by community faith in dams to prevent flooding, infrequent floods, drought and hydrological misunderstandings, and upheld by floodplain development perceived as an economic booster. When flooding threatened the myth of immunity in 2011, the event was framed as dam mismanagement to deflect attention from poor land use practices and government culpability. This myth endures, leaving South East Queensland no more resilient for unpredictable but certain future flooding. 相似文献

What is a social rule? This paper first notes three important problems for H.L.A. Hart’s famous answer in the Concept of Law. An alternative account that avoids the problems is then sketched. It is less individualistic than Hart’s and related accounts. This alternative account can explain a phenomenon observed but downplayed by Hart: the parties to a social rule feel that they are in some sense ‘bound’ to conform to it.

In this paper the homicides committed in the region of Ulm with firearms over a period of 17 years were studied. These included 50 deaths caused by gunshot wounds, 33 males and 17 females. Homicides by firearms accounted for 44 percent, which was slightly higher than in other German regions. Homicide victims were found in all age groups with a markedly higher number up to the 20th year and in the fourth decade of life. In most cases small arms were used, and in many cases multiple shots were fired primarily hitting the head and the left side of the trunk: but injuries in the region of the extremities were also seen. 相似文献

The goals of this study were to assess the significance of two timing variables (objective timing of menarche and subjective timing, i.e., the belief—not necessarily true—about one's status as early, average, or late maturing) and two cognitive variables (preparation for menstruation and ego functioning) as predictors of the experience of menarche. Subjects were 92 girls who changed from pre- to postmenarcheal between two test occasions, six months apart. Findings were that subjective timing of menarche and preparation were significant predictors of menarcheal experience, while objective timing and ego functioning were not. The results replicated earlier findings based on cross-sectional analyses. The leading school reform policy in the United States revolves around strong accountability of schools with consequences for performance. The federal government's involvement through the No Child Left Behind Act of 2001 reinforces the prior movement of many states toward policies based on measured student achievement. Analysis of state achievement growth as measured by the National Assessment of Educational progress shows that accountability systems introduced during the 1990s had a clear positive impact on student achievement. This single policy instrument did not, however, also lead to any narrowing in the Black‐White achievement gap (though it did narrow the Hispanic‐White achievement gap). Moreover, the Black‐White gap appears to have been adversely impacted over the decade by increasing minority concentrations in the schools. An additional issue surrounding stronger accountability has been a concern about unintended outcomes related to such things as higher exclusion rates from testing, increased dropout rates, and the like. Concepts of privatization have been adopted on a global scale. Yet few studies examine issues other than economic and selected political ones. This article argues, however, that a broad spectrum of institutional considerations must be evaluated in order to assess the viability of any proposed privatization strategy. A further distinction must be made between countries with developed markets and those market-based political economies (MBPEs) whose extant institutional configurations have not reached a level of independence to fully support extensive privatization measures. Jordan, Turkey and Egypt would be examples of such countries. This article contends that the enactment and implementation of privatization policies will achieve its avowed goals only (a) if the state-controlled enterprises (SCEs) are sufficiently independent of their supervising bureaucracies (presumably a ministry, the treasury or development planning organization) prior to their transfer to a private partner and (b) if the government possesses requisite monitoring capacity to ensure the fulfilment of contractual obligations of the privatized entity. An ancillary thesis suggests that the societal and organizational culture must be succinctly separated to warrant a full-scale transfer of SCEs to the private sector. In Jordan, privatization has been discussed for a number of years, but no projects have been attempted so far. The article assesses the likelihood of large-scale privatization occurring soon. 相似文献

Estimates suggest that upwards of 50% of participants in adult treatment courts (ATC) are parents. Previous studies point to negative impacts of unmet parenting needs on substance use treatment and criminal justice outcomes, and that family‐centered practices such as parenting classes substantially reduce recidivism among ATC participants. Judges and team members interested in adopting family‐centered practices in their ATC program may be unsure where to begin. One recent source of information regarding evidence‐based, family‐centered practices in treatment court settings is the Family Treatment Court (FTC) Best Practice Standards. The FTC Standards suggest adopting a family‐centered mission, expanding partnerships with child‐ and family‐serving agencies, discussing parenting and family roles during hearings, implementing family‐centered case management, and considering the effect of therapeutic responses on children and families. Building on the ATC Standards, the flexibility inherent in voluntary court programs, and existing community partnerships creates a pathway toward family‐centered practice in criminal settings. 相似文献
