Despite evidence that neighborhoods confer both risk and resilience for youth development, the existing neighborhood research has a number of methodological limitations including lack of diversity in neighborhoods sampled and neighborhood characteristics assessed. The purpose of this study was to address these methodological limitations of existing research and to examine the relationship of neighborhood structural and social characteristics to family-level social processes and teacher-reported social competence during early adolescence. The study sample of 3,624 fifth graders (51?% girls) was ethnically diverse, including roughly even proportions of non-Hispanic White, non-Hispanic Black, and Hispanic youth. Neighborhood measures included economic disadvantage derived from the U.S. Census, physical and social disorder obtained by direct observation, and social capital from parental reports. Family-level social processes included parent reported family cohesion and youth reported maternal and paternal nurturance. We found that neighborhood factors significantly associated with youth social aggression and social competence but not social withdrawal, after controlling for individual demographic characteristics and parenting factors. There was limited evidence of moderation of family influences by neighborhood characteristics as well as the moderation of neighborhood effects by children’s gender. Neighborhood physical disorder was associated with increased social aggression among boys but with increased social withdrawal among girls. Implications of the study’s findings for research on neighborhoods and adolescent development and the development of preventive interventions are discussed.  相似文献

This article explores how Black African asylum seekers in an eastern German state experienced living conditions and the forms of agency they exhibited to redress the stressful circumstances of everyday life. The article draws on 12 in-depth interviews with rejected Black African asylum seekers and ethnographic research. Participants experienced various socio-environmental stressors and the absence of resources that affected their well-being and were injurious to their human rights. Their responses were embedded in different practices tied to the accumulation of capital that buffered stress and contested repressive asylum laws. The implications of the study for policy and advocacy are discussed.  相似文献

Mortgage foreclosures hit Detroit, Michigan hard between 2005 and 2014, especially in what we define as strong neighborhoods; there, more than one third of homes experienced foreclosure. Before the crisis hit, these selected tracts had largely intact physical environments and higher owner occupancy, household income and property value than the citywide median. In some of them residents worked intensely to abate the neighborhood effects of mortgage foreclosures. This study examines those efforts’ effectiveness. We selected neighborhoods with the most extensive efforts, as measured, for instance, by creation of community-based plans and applications for grants, and we conducted interviews and field observations to examine those efforts. To assess strengthening of neighborhood housing markets, we applied a modified adjusted interrupted time-series approach to evaluate changes in prices as one measure of neighborhood change. We found that strong resident initiative supported by community development organizations and external assistance led to increased neighborhood housing prices, compared with comparable neighborhoods. However, when initiative, context, and support were weaker, community-based efforts could not prevent considerable decline.  相似文献

I analyze a model of bargaining, war, and endogenous leadership turnover in which (1) leader attributes affect war outcomes and (2) war can insulate settlements from renegotiation. Shifts in bargaining power caused by leadership turnover are endogenous and discontinuous, but sufficiently decisive war outcomes can solve the associated commitment problem. In contrast to other models where the shadow cast by a hawkish successor encourages moderation toward a dovish incumbent, the foreign state attacks instead—despite a dovish incumbent’s known preference for peace—using war to lock in a settlement that would otherwise be lost to future leadership turnover. I discuss the theory’s implications for widening the empirical scope of the commitment problem explanation for war to limited wars over relatively lower stakes and for integrating the politics of leadership turnover with the study of strategic rivalries.  相似文献

The human rights literature on child soldiers has long emphasized conflict zones in the Global South, fostering the stereotype of the gun-toting African child while ignoring militarizing practices in the West. Of note, the existing human rights legal framework fails to address the reality of Western youth exposed to military recruiting in their schools. Seeking to address this limitation, we examine some of the primary methods the US military employs to “penetrate” American high schools in search of new recruits. We discuss the apparent targeting by military recruiters of communities with large numbers of low-income students, immigrants, and youth of color. Indeed, in many educational settings, students with limited access to college preparatory programs find themselves ensnared in a “web of militarism” that sharply limits their career options. Drawing on primary source material and military recruiting documents, we demonstrate how US schools are sites for the socialization of youth to a culture of militarism and, ultimately, the production of child soldiers. Thus, we argue that the military presence in US schools be included in the debate over the militarization of youth. We conclude by assessing the discourses and organizing strategies employed by US “counter-recruitment” activists, including some of those who use human rights-based arguments to curb militarism in American schools.  相似文献

While data analysis and the related skills of data management and data visualization are important skills for undergraduates in the field of political science, the process of learning these skills can also be used to develop critical thinking, encourage active and collaborative learning, and to apply knowledge gained in the classroom. Drawing on our experiences using data work in upper-level courses in International Relations and American Politics, we discuss how data work and quantitative analysis can be incorporated into subject-based (i.e., nonmethods specific) courses, and how it can also enhance critical reasoning skills. An evaluation of this approach using direct and indirect assessment is included.  相似文献

Federal, state, and city governments spend substantial funds on programs intended to aid homeless people, and such programs attract widespread public support. In recent years, however, state and local governments have increasingly enacted policies, such as bans on panhandling and sleeping in public, that are counterproductive to alleviating homelessness. Yet these policies also garner substantial support from the public. Given that programs aiding the homeless are so popular, why are these counterproductive policies also popular? We argue that disgust plays a key role in the resolution of this puzzle. While disgust does not decrease support for aid policies or even generate negative affect towards homeless people, it motivates the desire for physical distance, leading to support for policies that exclude homeless people from public life. We test this argument using survey data, including a national sample with an embedded experiment. Consistent with these expectations, our findings indicate that those respondents who are dispositionally sensitive to disgust are more likely to support exclusionary policies, such as banning panhandling, but no less likely to support policies intended to aid homeless people. Furthermore, media depictions of the homeless that include disease cues activate disgust, increasing its impact on support for banning panhandling. These results help explain the popularity of exclusionary homelessness policies and challenge common perspectives on the role of group attitudes in public life.  相似文献

This paper seeks to contribute to the debate over the efficacy of voluntary agreements versus regulation, and uses a study of the Livable Housing Design initiative to deliver voluntarily new‐built accessible housing in Australia. We first probe why regulation has become such a significant component of government policy making, and then ask why political campaigns focus on this issue as a strategy for reform. We refer to research by disability activists, which claims that the voluntary approach has failed and regulation is necessary. Amongst our conclusions are: (1) that the disjuncture between policy rhetoric and outcome can be attributed to the power of lobbyists, reliance on the private market to address inequality, and antipathy to regulatory enforcement; and (2) that there is a need for greater interrogation of the language deployed in policy texts to identify whether they are crafted to maintain the government's legitimacy or to deliver purposeful change.  相似文献

Portrayals of China's bureaucratic behavior tend to emphasize either streamlined central control via top‐down directives emanating from a Leninist system, or a highly fragmented organization characterized by continuous horizontal bargaining. While both views have merit, they miss important but little‐recognized dynamics of Chinese bureaucratic behavior. Examination of the 30‐year evolution of a single organization, China's 863 Program, allows us a unique look inside the “black box” of decision making. First, we highlight a largely unrecognized mechanism of top‐down control: a signal‐response process that fosters substantial uncertainty for officials in the system. Second, our case highlights a circumstance in which reformers made radical moves—deployed as a “band‐aid” layer of rational‐instrumentalism—to meet a perceived external security threat. These moves demonstrate efforts to incorporate Weberian norms, and suggest sources of dynamism and learning in a “hybrid adaptive” bureaucracy.  相似文献
