Regulatory reform and governance: A survey of selected developing and transition economies

Regulation is now considered an integral instrument in developing policy toolkit to support market‐led, pro‐poor growth in developing and transition economies. Institutional environment in general and regulatory governance in particular have increasingly been viewed as a factor of competitiveness. In search for better governance, regulatory reform is critical. This article assesses regulatory reform in selected developing and transition economies by reporting the results of a survey on the application of regulatory governance policies, tools and institutions. It is found that in these countries regulatory reform has not shifted in approaches and objectives to taking a systematic view of regulatory governance and the means of promoting and enhancing it. It is suggested that, in order to improve regulatory governance, focus should be put on each of the three elements: regulatory policies, tools and institutions, and that centralised and concerted efforts are needed to integrate the elements. Context Matters: Links Between Neighborhood Discrimination, Neighborhood Cohesion and African American Adolescents’ Adjustment

Racial discrimination has serious negative consequences for the adjustment of African American adolescents. Taking an ecological approach, this study examined the linkages between perceived racial discrimination within and outside of the neighborhood and urban adolescents’ externalizing and internalizing behaviors, and tested whether neighborhood cohesion operated as a protective factor. Data came from 461 African American adolescents (mean age = 15.24 years, SD = 1.56; 50 % female) participating in the Project on Human Development in Chicago Neighborhoods. Multilevel models revealed that perceived discrimination within youth’s neighborhoods was positively related to externalizing, and discrimination both within and outside of youth’s neighborhoods predicted greater internalizing problems. Neighborhood cohesion moderated the association between within-neighborhood discrimination and externalizing. Specifically, high neighborhood cohesion attenuated the association between within-neighborhood discrimination and externalizing. The discussion centers on the implications of proximal stressors and neighborhood cohesion for African American adolescents’ adjustment.

This paper deals with the wrought relationship between psychoanalysis and feminism, broadly defined. Tracing the trajectory in which psychoanalysis leads feminism from sexuality to sexual difference then to the Phallus and the ideology of femininity, the paper takes on these ‘f-words’—femininity and ‘f-allus’, Freud and Foucault—to foreground an unacknowledged challenge of Judith Butler by Toril Moi in 1999. In this paper, I read Freud closely and demonstrate that although Freud's theory of cure is obscured by the turn to the Phallus and the ideology of femininity, its language of fantasy, sexuality, desire and the unconscious remain important concepts for feminism of the new millennium. On the other hand, critiques of ‘empire of the Phallus’ such as the French feminists’ affirmation of femininity and Judith Butler's concept of ‘lesbian Phallus’ only reproduce the master's system. Butler's misreading of Freud's ‘tooth’ and Lacan's ‘eyes’ as the Phallus shows that ‘inversion, subversion and rebellion’ by reversal or negation often leads to repetition without difference. In conclusion, I introduce Joan Copjec's critique of Foucaultian historicism and Toril Moi's turn to ordinary language philosophy to propose a new psychoanalytic feminism that can have sex without the Phallus.
