Based on a quantitative content analysis of Irish Times newspaper articles, this study investigates how Irish relief and development NGOs were linked with the concepts of legitimacy and accountability in newspaper coverage between 1994 and 2009. Key findings included that NGO accountability received more coverage than NGO legitimacy, and “principal-agent” approaches to NGO accountability received more coverage than “stakeholder” approaches. Employing the media theories of agenda-setting and priming, one can infer that Irish Times readers might be more likely to evaluate Irish NGOs in terms of accountability than legitimacy and to consider NGO accountability in principal-agent rather than stakeholder terms. 相似文献

This study explains the influences of environmental variables on the emergence of varying policing models. It empirically tests a new perspective on the influences of community variations to police organizational behaviours and practices among local police departments in the U.S. Using the U.S. Census, the Uniform Crime Reports and the Law Enforcement Management and Administrative Statistics data, the study tests a perspective suggesting that community hierarchy of needs influences the degree level of the implementation of different models of policing, particularly community policing. The study presents constructs to operationalize hierarchy of needs. Multiple regression analyses were used to examine the relationships of hierarchy of needs, organizational factors, and other control variables to police departments’ pursuit of different policing models. Findings suggest that community hierarchy of needs and organizational factors significantly constrain the departments’ implementation of policing models. Lower hierarchy of needs tends to be associated with pursuit of traditional policing while a community with higher level needs tend to pursue community policing. Similarly, organizational complexities influence the implementation of different policing models. 相似文献

While the implementation of decentralization in Ukraine holds promise for improving the weak state of consociationalism there, the framing of the issue along regionally distinct lines persists. After a discussion of how preferences for “decentralization” over “federalization” have been inspired in Ukraine, the article evaluates the significance of these terms beyond sociopolitical stratification, that is, their relevance for constitutional reform of unitary states. Belgium and Spain, two countries that transitioned from unitary states to federal and decentralized systems (respectively) are viewed as instructive cases here. Overall, it is found that either approach abets successful devolutionary federalism if accompanied by ongoing, underlying measures to improve consociationalism. 相似文献

Within the child welfare system, going to jail does not automatically mean losing your children. As the number of incarcerated parents rises, California dependency bench officers are looking at the effects incarceration has on parents seeking to reunify with their children. The California legislature passed legislation allowing a dependency judicial officer to consider the effect incarceration has on parents' performance and to grant additional reunification if a parent's progress is hindered by incarceration. In Los Angeles County, the Incarcerated Parents Working Group was specifically created in 2009 to look at the services available to incarcerated parents and what barriers these parents face in their efforts to reunify. Additionally, the working group has created judicial training on this subject for their bench officers and for other judicial officers throughout the state. 相似文献
