Sacred year or broken reed? The Sex Disqualification (Removal) Act 1919

ABSTRACT

The Sex Disqualification (Removal Act 1919) enabled women to enter some professions including law for the first time. Virginia Woolf calls 1919 a ‘sacred year’ because of this Act in her later essay ‘Three Guineas’. However, the historical literature largely considers the act to be a ‘broken reed’, focussing on its failure to equalise the franchise, remove the marriage bar or to enable women to sit in the House of Lords. This article argues that such negative verdicts fail to take into account the political and Parliamentary situation in 1919 and overlooks the genuine achievements of the Act.     

Death by potassium chloride intravenous injection: evaluation of analytical detectability

Potassium chloride intravenous injection is used in suicide attempts and lethal procedures for state-sanctioned punishment. Owing to its relatively high concentrations in hemolyzed blood (25-80 mM) compared to serum (about 4 mM), it is difficult to conclude potassium poisoning by postmortem analysis of biologic samples. A 41-year-man was found dead with an injection sign on his foot and a syringe close to the corpse. No particular signs were noted during the autopsy. Blood, bile, and urine were submitted to xenobiotic screening procedures used in the laboratory. Syringe content was found positive to potassium ions. Blood potassium concentration was determined by ion-selective electrode measurement (range 3.0-150 mM). Blood was found positive for diazepam at therapeutic level. Potassium concentration was 160.0 (cardiac) and 87.3 mM (femoral blood). Our results show that potassium concentration was significantly higher in heart blood in a suicide case. Hence, the general issue of considering potassium poisoning hardly demonstrable by toxicology needs to be questioned and thoroughly studied.     

On Mimicry and the Psychology of the Belief in a Just World: Imitating the Behaviors of Others Reduces the Blaming of Innocent Victims

Innocent victims of crime are often blamed for what happened to them. In this article, we examine the hypothesis that victim blaming can be significantly reduced when people mimic the behavior of the victim or even a person unrelated to the crime. Participants watched a person on a video after which we assessed the extent of their spontaneous mimicry reactions (Study 1) or participants were instructed to mimic or not to mimic the movements of this person (Study 2). Then, they were informed about a rape and criminal assault and judged the degree to which they thought the victims were responsible for the crime. One of the crimes happened to the same person as the person they previously did or did not mimic. The other crime happened to a person unrelated to the mimicry situation. Results of both studies revealed that previously mimicking the victim or an unrelated person reduced the degree to which victims were being blamed.     

Japan’s Reformed Prosecution Review Commission: Changes,Challenges, and Lessons

This article evaluates how Japan’s Prosecution Review Commission (PRC) has performed since it was reformed in 2009 to allow panels of 11 citizens to override the non-charge decisions of professional prosecutors. In the first eight cases of “mandatory prosecution” that have occurred since 2009, the conviction rate is 20%—far lower than Japan’s usual conviction rate, which exceeds 99%. In the ninth case of mandatory prosecution, three former executives of the Tokyo Electric Power Company have been subject to mandatory prosecution for “professional negligence resulting in death and injury,” for failing to prevent the nuclear meltdowns at Fukushima that were precipitated by the earthquake and tsunami of March 11, 2011, which killed 18,500 people and caused 200,000 more to flee their homes. As of 2018, the trial of the Tepco executives is still in progress. This evaluation study of prosecutorial reform in one Asian nation suggests that, in principle, prosecutors’ non-charge decisions can be checked and controlled. In practice, however, Japan’s PRC reform has done little to alter the standard operating procedures of professional prosecutors. Further reform of the PRC may be necessary.

     

Staff members’ evaluation of inpatients’ motivation for aggression – the roles of staff restrictions and aggression severity

Improved understanding of inpatient aggression can come from systematic assessment of motivation for aggressive incidents. This study investigates staff members’ evaluation of motivation for aggressive incidents, and how such evaluations are influenced by staff restrictions and aggression severity. Staff reports of aggressive incidents in a secure psychiatric unit were collected in clinical practice over a ten-year period (2006–2015). Motivation for aggression was assessed with the Aggressive Incident Motivation Evaluation Scale, measuring irritable, instrumental, and defensive dimensions. Information about staff restrictions was collected with the Staff Observation Aggression Scale – Revised, and severity was rated with the Visual Analog Scale. Multilevel analyses of 2649 aggressive incidents, committed by 67 inpatients, revealed greater variation in aggression motivation across incidents than between individual patients. Staff restrictions preceding the aggressive incident and rating of severity were positively related to staffs’ evaluation of motivation for aggression, but their impacts differed across motivational dimensions. Staff reports of motivation provide important additional information beyond current standard report forms. Systematically evaluating motivation is essential to risk management, and may contribute to develop more fine-tuned interventions for preventing and managing aggression in inpatient settings.     

Parasomnia pseudo-suicide

Complex behaviors arising from the sleep period may result in violent or injurious consequences, even death. Those resulting in death may be erroneously deemed suicides. A series of case examples and review of the pertinent literature are provided to increase awareness of the possibility that some apparent "suicides" are the unfortunate, but unintentional, consequence of sleep-related complex behaviors and therefore are without premeditation, conscious awareness, or personal responsibility. The correct cause-of-death determination in such cases may have profound social, religious, and insurance implications for surviving friends and family members.     

“The Immigration Problem” and Norwegian Right-Wing Politicians

In this article, we explore Norwegian Progress Party politicians’ change of their rhetoric of immigration after the party for the first time became part of a coalition government in 2013. Equal to other right-wing populist parties in Europe, immigration has been the main reason for voters to support the Progress Party. How then does their immigration rhetoric change after entering office? This is important, as an intolerant immigration rhetoric has far-reaching consequences for the political climate in Europe. Right-wing populist parties can achieve much regarding migration policies merely because there is broad consensus on a strict migration policy today. However, to succeed remaining in office, they must remain being acceptable to other parties in the parliament and their coalition partner and therefore they need to moderate the way they go about communicating their message. Too much moderation however might lead to a split within the party, or losing core voters.     

Combining Household Income and Asset Data to Identify Livelihood Strategies and Their Dynamics

Current approaches to identifying and describing rural livelihood strategies, and household movements between strategies over time, in developing countries are imprecise. Here we: (i) present a new statistical quantitative approach combining income and asset data to identify household activity choice variables, characterise livelihood strategy clusters, and analyse movements between strategies, and (ii) apply the approach using an environmentally-augmented three-wave household (n = 427) level panel dataset from Nepal. Combining income and asset data provides a better understanding of livelihood strategies and household movements between strategies over time than using only income or asset data. Most households changed livelihood strategy at least once over the two three-year periods. A common pathway out of poverty included an intermediate step during which households accumulate assets through farming, petty trading, and migratory work.     

The “Crisis” of Gender Equality: The Norwegian Newspaper Debate on Female Genital Cutting

This article examines how tensions between feminism and multiculturalism conflate in a media debate on female genital cutting. The following questions are addressed: how is gender equality problematized, in what ways is the gender equality approach challenged, and what are the main solutions to prevent female genital cutting. The empirical analysis is based on the newspaper debate that followed the Norwegian Broadcasting Company's (NRK) documentary on female genital cutting in June 2007. The findings of our study do not support a claim that gender equality would be challenged by accommodations to multiculturalism. Our conclusion is that it is difficult to disconnect policy-making aimed at combating female genital cutting from the processes of stigmatization. Rather, by advocating the type of measure that is the most contested by the actors of ethnic minority organizations, the proponents for adopting routines of genital examination ultimately contribute to a problematic pattern, where the political debate about the situation within ethnic minority groups is run and dominated by the majority.
