Classic studies of protest politics have traditionally defended the dominant left-wing orientation of protesters. However, some recent research has highlighted the general spread of protest by the increasing participation of right-wing individuals. Has this process meant an ‘ideological normalisation’ of protesters? The present article tackles this question by examining competing hypotheses regarding the relationship between ideology and political protest. Through a hierarchical multilevel design, the article tests whether left-wing (or right-wing) supporters are more likely to stay at home when left-wing (right-wing) parties are in power and whether they intensify their protest activities when they are more distant from the government’s ideological position. The article shows that left-wing individuals protest more under right-wing governments than under left-wing governments and yet, they are the group which protest the most also under left-wing governments. Both party mobilisation and values appear to be behind these individuals' greater propensity to participate regardless of the governments' ideological orientation. 相似文献

This paper examines how policies and plans are translated into informal settlements' practice. It builds on literature on policy implementation practice and organization studies, and more particularly, it applies the concepts of reframing, anchoring and muddling through. The paper is informed by the case of Kisumu City in Kenya and its Kisumu Integrated Solid Waste Management Plan and its implementation on Kisumu's informal settlements. The plan was funded by the Swedish International Development Agency through the United Nations Human Settlement Programme and implemented from 2007 to 2009. The study is based on action research carried out by a multidisciplinary and transdisciplinary group of researchers, through focus groups, participatory workshops, collaborative action, in‐depth interviews, document analysis and observations. The paper examines what original aspects of Kisumu Integrated Solid Waste Management Plan were translated, that is, which ones faded out and which ones became stabilized into and travel as ‘best practices’ to other locations. The paper shows how the generation of ‘best practices’ can be loosely coupled with the practices that policy seeks to change. It concludes, in line with previous research in the field, how successful policy implementation is based on cultural and political interpretations rather on evidence of improved practices. This article examines the extent to which shelter entry and re-entry increased during the Great Recession (December 2007–December 2009) in Hennepin County, Minnesota. Among successive cohorts of families entering the Supplemental Nutritional Assistance Program (SNAP), Black families were 23% more likely to enter shelter if they were in the 2008–2009 cohort and 28% more likely to enter shelter if they were in the 2010 cohort than if they entered SNAP in 2004–2005. In addition, families who left shelter in 2009 were 39% more likely and families leaving shelter in 2010 were 63% more likely to re-enter shelter than those leaving shelter in 2004–2006. Only a small part of the increases in shelter entry and shelter re-entry was explained by reductions in family earnings. This suggests that the increases in shelter entry and re-entry may have been caused by other factors, such as the decline in the availability of affordable housing. 相似文献

This paper investigates to what extent voters’ perceptions of political corruption affect turnout. In previous research, two opposing views are put forward with regards to the relationship between corruption and turnout. On the one hand, corruption increases turnout because voters either are bought off to participate or because they are mobilized on clean government issues. On the other hand, corruption decreases turnout because presence of corruption corrodes the political system which leads to general cynicism, distrust and voter apathy. In this paper, we contribute to the existing research by adopting a multi-level approach to the relationship between corruption and turnout. We test the hypothesis that voters’ perceptions of corruption dampens turnout but that the effect is conditional upon the corruption context. We test our hypothesis by combining individual-level data and country-level data from 26 countries from the Comparative Study of Electoral Systems and country-level data from the Quality of Government Data Set. The findings show that perceiving corruption negatively affects turnout, but only in countries with low to medium levels of system corruption. 相似文献

This study seeks to expand our understanding of how the media increase the level of political information, by focusing on an understudied yet important learning outcome: knowledge of the political past. The article explores the factors underlying variation in the recognition of the leading actors in the transitional process in Portugal. The results show that television news and newspaper exposure foster recognition of these actors, but that media use interacts with personal experience of the transition (stronger effects among younger cohorts) and party identification (stronger impact on those who do not feel close to a political party). 相似文献

The present study provides a cross-national comparison of parental models of family violence as predictors of romantic partner violence reported by college women. Participants included college women from the United States (n?=?319), Spain (n?=?95), and Turkey (n?=?207) to report violence in five relationships: father-to-mother, mother-to-father, father-to-participant, mother-to-participant, and romantic-partner-to-participant. Multiple regression revealed that partner violence received by college women was best explained by mother-to-father violence for the United States sample, but by father-to-mother violence for the Spanish and Turkish samples. Results may be useful for college women to identify family and cultural risk factors for romantic partner violence so that they may work to protect themselves and their educational opportunities. 相似文献

This paper investigates the Immigration and Naturalization Service (INS) interior and border enforcement effort allocation choice following the enactment of IRCA in 1986. The INS increasingly allocated a disproportionate amount of resources along the border as a result of the new law. It is contended that this behavior is consistent with that of a public agency intent on maximizing its budget and not in accord with minimizing the undocumented population in the United States. The theory developed here is then used to evaluate proposals that could potentially reconcile the INS's objectives with those of the policy makers and the public. 相似文献

In its final report, a Swedish Government Commission has argued that representative democracy should be complemented by a high degree of local participation. The Commission argues that user‐boards and citizen panels, for instance, are tools for vitalising democracy by educating people about democratic principles. This argument rests on two assumptions: (a) about the effects of participation in terms of a learning process at the individual level, and (b) about certain specific organisational circumstances that facilitate the learning processes. However, despite having long been evident in democratic theory, the assumptions lack empirical support. Thus, each of the Commission's assumptions poses an interesting empirical challenge: First, does local participation give rise to an individual democratic learning process? Second, does the link between local participation and representative democracy co‐vary with the individual learning process? This article presents results from a process‐oriented comparative study of two Swedish municipalities that introduced user‐boards in the school sector. The article shows that participation in user‐boards gives rise to various degrees of learning processes about democracy for individuals. It also shows that a relation between local governments and user‐boards, characterised by dialogue and cooperation, increases the possibility that participation in user‐boards will give rise to these learning processes. 相似文献
