The American Nurses' Association's Code for Nurses: purposes, content, and enforceability

Using Levy's criteria of appraisal for a code of professional ethics, this article assesses the 1976 American Nurses' Association's Code for Nurses with Interpretive Statements in terms of purposes, specificity, inclusiveness, and enforceability. The assessment shows that the Code for Nurses meets generally accepted purposes for a code, contains enough specificity and inclusiveness to serve as a useful guide to professional conduct, and describes initial and follow-up action nurses can take when they witness questionable or inappropriate conduct that may adversely affect the patients' health care or safety. However, limited data are available regarding how the professional body has applied sanctions for violations of the Code. Further study on this matter is indicated and, fortunately, is forthcoming by ANA in an ongoing, planned survey.     

Leader Effects and Voting for the Populist Radical Right in Western Europe

Charismatic leaders are often assumed to drive the electoral success of populist radical right parties. Yet, little attention is given to how voter evaluations of leaders influence individual voting behavior. To our knowledge, no systematic and comparative tests of this empirical question exist. In this paper, we test to what extent voters’ support for populist radical right parties is fueled by leaders' appreciation. In order to examine leader effects on the populist radical right vote, we rely on an original dataset pooling 29 National Election Studies from ten established West European parliamentary democracies (1985‐2018). Our analysis finds that: (1) voters’ evaluation of party leaders is significantly associated with voting for populist radical right parties; (2) leader evaluations are more important than left‐right self‐placement when it comes to voting for the populist radical right, and (3) leader effects are more important for populist radical right voters than for other voters.     

Average,normal, and beautiful: representations of bodies in Brazilian biotypology (1930-1940)

Th present article deals with the visual culture present in the books and textbooks on biotypology in Brazil, in the 1930s and 1940s. It analyses the representations of bodies in images, all of which were employed to guide people on the reasoning and practices of bodily measurement and classification according to the main biotypology approaches. Images herein discussed expressed the following scientific modus operandi of biotypology in Brazil: anthropometry, biometry and the construction of an average body; categorisation of biotypes, physical culture and classic aesthetic; and the link between normality, beauty and moral conceptions applied to women’s body features. This analysis also seeks to shed light on some of the ways in which biotypology strayed from and was consistent with eugenic discourse in Brazil. The representation of bodies in Brazilian biotypology showed the efforts to construct normal and deviant bodies defined according to ideals of national and racial identity, perfection, symmetry, harmony, goodness, fairness, femininity and beauty.     

Two Walks: Palestine and the Peak District. A Conversation between Raja Shehadeh and Marina Lewycka, September 2008

In the summer of 2008 novelist Marina Lewycka and author and human rights lawyer Raja Shehadeh went on two walks: the first in Palestine near Ramallah near the Beit Eil Jewish settlement, the second on Kinder Scout in the Peak District, the site of the mass trespass in 1932 to reclaim the right to walk on the hills. This account of the conversation they recorded on the second walk includes observations by Marina on writing about Palestine and Israel and reflections by Raja about the effect of the Israeli occupation on the fragile Palestinian landscape. It also includes their discussions on writing, walking and the meaning it has to each of them, as well as political comments on the Israeli-Palestinian conflict evoked by visiting these sites. They wonder whether a similar act of resistance would be possible in Palestine and what it would mean to the future of the conflict.     

Attitudes toward Consent-Based and Non-Consent-Based International Law in a Regional Power Context

International legal scholars have identified and argued for and against new forms of non-consent-based international law. We study variation in Brazilian public opinion about adherence to international law created in three different ways: through a consent-based multilateral treaty, by the U.N. Security Council with the participation of Brazil, and by the U.N. Security Council without the participation of Brazil. Information that Brazil has participated in creating the international legal obligation through a multilateral treaty or membership on the Security Council yields levels of support for adherence to the legal obligation that are similar to those found when the origins of the legal obligation are generic. Information that the international legal obligation was created without Brazil’s participation, on the other hand, results in reduced support for compliance. This difference, which is particularly concentrated among highly educated respondents, is not driven by reduced concerns about reputational consequences or sanctions. Our results suggest that the increased use of non-consent-based forms of international law might be challenged by a lack of public support for compliance.     

Inclusive Development and the Asymmetric State: Big Projects and Local Communities in the Brazilian Amazon

In 2003, the Workers’ Party took federal office in Brazil on an agenda of social inclusion and popular participation. This paper explores attempts to implement that agenda in big infrastructure projects in the Amazon: the BR-163 road and the Belo Monte dam. We argue that overlapping inequalities (between social groups, within the bureaucracy and between territorial centre and periphery) result in uneven state capacities for implementing projects in the Amazon. This framework helps explain why the government has moved much faster in building infrastructure than in implementing participatory social and environmental programmes that would benefit affected local communities.     

SPECIALIZATION OF NURSING HOME CARE AND OUTCOMES1

Implications of nursing home specialization for health outcomes were examined. The formal hypothesis tested in this study was that facilities specializing in the treatment of certain kinds of residents, as reflected in a critical mass of such residents, are more likely to experience better health outcomes over time compared to facilities that do not specialize in the treatment of such residents. Activities of Daily Living (ADLs), survival, and several diagnosis‐specific outcomes were analyzed for residents. Multivariate state‐dependence and logistic regression models were estimated for residents of six diagnostic sub‐groups. Specialization was empirically defined in terms of concentration of residents with certain diagnoses within nursing facilities. Empirical results indicate that specialization has some positive effects on some outcomes. For instance, facilities specializing in the care of Alzheimer's disease patients appear to produce comparatively better outcomes with respect to restraint use and accidents. Residents with diagnoses of hypertension or ischemic heart disease in specialized facilities also fare better in terms of survival. Residents with a diagnosis of cerebrovascular disease in specialized facilities were found to experience worse outcomes with respect to most of the outcomes modeled in this study, however. Overall, specialization only appears to make a difference in the outcomes of residents with certain medical conditions for some health outcomes. Regression results also indicate that basic measures of frailty such as functional deficiencies, incontinence, and behavioral problems largely contribute to detrimental effects irrespective of the diagnostic group or the outcome considered.
