Toward an Analytical Framework for the Study of Race and Police Violence

Treatments of race and police violence in the fields of public administration and policy have drawn eclectically from many disciplinary sources in historical, political, and managerial analysis. From an institutional perspective, emphasis has been on how organizational practices, rules, norms, and values, along with role socialization, shape germane behavior. Of particular interest to the authors is the phenomenon of race‐related police violence in its systemic but also attitudinal and behavioral manifestations in the policing role. How does an academic or practitioner researcher specify evaluative perspectives applicable to this policy and administrative challenge? There is a prior need for defined analytical and ethical positions drawing closely from public administration and policy sources. This article suggests ways to develop such grounded frameworks, built on these distinctive traditions but also going beyond them, so as to allow for an integrative approach to evaluative analysis and action on this grave and contentious issue.     

Short-term Labour Migration from the Republic of Armenia to the Russian Federation

Abstract

We explore the determinants of short-term labour migration from Armenia to Russia based on a unique panel dataset. A dynamic switching regression model with endogenous switching is applied. Our evidence pinpoints migration experience, the expected individual income gap from migration, low job opportunities in Armenia and the possibility of diversifying income risks as the most important determinants. Family ties turn out to be insignificant. The hypothetical income gap is about 280 per cent. Several explanations are provided for the fact that some individuals do not migrate in spite of a large income gap.

Inter‐industrial wage differentials: Evidence from Latin American countries

The recent literature on inter‐industrial wage differentials for the United States suggests that the labour market equilibrium features non‐competitive elements. However, the lessons from the United States need not carry over to other countries, especially developing economies. This article analyses the wage differentials in selected Latin American countries. Despite the sharp contrasts between the Latin American and the US economies, our results show more similarities than differences with those reported in past studies. Wage differentials are substantial and persist over time; the differentials are also correlated across occupations and, to a lesser extent, across establishment sizes.     

Local technological capability and productivity spillovers from FDI in the Uruguayan manufacturing sector

This article examines intra‐industry spillovers from FDI in Uruguayan manufacturing plants in 1988, to determine whether differences in the technology gap between locally‐owned plants and foreign affiliates have any impact on the relation between local productivity and foreign presence. We find a positive and statistically significant spillover effect only in a sub‐sample of locally‐owned plants with moderate technology gaps vis‐à‐vis foreign firms. Our interpretation is that there are firm‐specific differences in the ability to absorb spillovers, and that these may explain some of the contradictory findings of earlier spillover studies.     

Morality, Law and the Fair Distribution of Freedom

Hart’s criticism of Devlin’s stance on the legal enforcement of morality has been highly influential in shaping a new liberal sensibility and in paving the way to many important legal reforms in the UK. After 50 years it is perhaps time to go back to Law, Liberty and Morality to see it in the perspective of the general evolution of Hart’s thought since the early 50s. This is a period of extraordinary creativity for the Oxford philosopher, in which he writes many important contributions to legal, moral and political philosophy. Prominent among these is ‘Are There Any Natural Rights?’, an article that sets the agenda for Hart’s subsequent work on liberty, fairness and rights, and provides the philosophical background for the liberal understanding of the relations between law and morality defended in Law, Liberty and Morality.     

Reform: economic policy administration

Beginning in 1992, Italy has undergone a dramatic process of fiscal consolidation. Within that framework, the policy strategy has covered a broad range of objectives and addressed the main structural imbalances of the Italian economy. This paper describes how the new policy course has been reshaping the role of the State within the Italian economy, with a view of reducing the State's weight and direct involvement in the management of businesses. This has also implied a profound transformation at the decisional and administrative levels, as testified by the ongoing merge of two separate administrations, the former Ministry of the Treasury and Ministry of the Budget, into a single entity.     

Ist das neue Umwelt-Rechtsbehelfsgesetz europarechtskonform?

Zusammenfassung Das Umwelt-Rechtsbehelfsgesetz ist am 15.12.2006 in Kraft getreten. Damit kam der deutsche Gesetzgeber seinem Auftrag zur Umsetzung des Gemeinschaftsrechts – wenngleich sehr versp?tet – nach. Schon vor dem Erlass des Gesetzes war die Umsetzung der v?lker- und europarechtlichen Vorgaben ein hei? diskutiertes Thema und auch nach der Umsetzung in deutsches Recht erhitzt die Frage nach der Europarechtskonformit?t des Gesetzes weiterhin die Gemüter. In diesem Beitrag sollen einige der umstrittenen Bestimmungen des Gesetzes n?her beleuchtet und auf ihre Vereinbarkeit mit dem Gemeinschaftsrecht geprüft werden.
