Sexual minority (lesbian and gay, bisexual, mostly heterosexual) individuals are at an increased risk for hazardous drinking than heterosexual individuals, but little is known about the nature of the disparities as adolescents reach adulthood. We used four waves of a nationally representative data set, the National Longitudinal Study of Adolescent Health (Add Health), to examine disparities of hazardous drinking outcomes between sexual minority and heterosexual men and women from adolescence to young adulthood. Participants were 14–18 years old at the first assessment (N = 12,379; 53 % female) and 27–31 years old at the fourth assessment. At the fourth assessment, 13 % self-identified as sexual minority individuals, 16 % were Hispanic, and 36 % were of minority race, including primarily African Americans (60 %) and Asian Americans (18 %). There were clear hazardous drinking disparities between sexual minority individuals and heterosexual individuals over time. During adolescence, sexual minority individuals, particularly females, reported higher levels of hazardous drinking. As study participants reached adulthood, the magnitude of the hazardous drinking disparities increased among sexual minorities, sexual minority men in particular. Additional research is needed to better understand the developmental mechanisms that underlie the emerging sexual orientation related disparities of hazardous drinking in young adulthood. 相似文献

Some studies have contended that direct democracy has secondary benefits unrelated to its impact on policy. In particular,
recent scholarship claims that the American ballot initiative process enhances political efficacy. We began with concerns
about the logic and empirical methods underlying this conclusion. We connect this research to the broader political psychology
literature and in doing so find little reason to expect a positive relationship between direct democracy and efficacy. Our
other contribution is to subject the empirical claim to more extensive testing. In contrast to prior research, we draw from
multiple data sources and consider sampling methods. The results consistently fail to indicate that direct democracy generally
enhances political efficacy. We find cause for skepticism about the secondary benefits of the ballot initiative process.

Drawing on theories of international relations (IR) and comparative politics, this article explains why the cold war ended in 1989 rather than 1953. Numerous scholars have used IR theory to discuss the end of the cold war, but most of the circumstances they highlight were also present in the spring of 1953, right after the death of Joseph Stalin. This article presents three broad theoretical approaches that deal with the connection between domestic politics and international relations, and it then shows how these approaches can help us understand the similarities and differences between 1953 and 1989. In particular, the article emphasises the importance of time. In the spring of 1953, the window of opportunity was very brief—only a few months, which was insufficient for the two main cold war antagonists to overcome their deeply entrenched suspicions and make far-reaching adjustments in their policies. In the latter half of the 1980s, by contrast, the sweeping reorientation of east–west relations occurred over several years, giving policy-makers on both sides sufficient leeway to adapt and to 'learn' new ways of interacting. 相似文献

The aim of this article is to examine the relationship betweentrust, testimony and truth recovery processes as part of post-conflicttransition. The paper uses the case study of unionist attitudestoward a community-based truth-telling project in Northern Irelandto demonstrate the impact an absence of trust can have uponwhat the French philosopher Paul Ricoeur has described as thespace of controversy that emerges between thecertification and the accreditationof testimony. The paper suggests such distrust is a legacy,not only of conflict, but also of the particular circumstancesof transition and the specific mechanisms of truth recoveryadopted. Networks have assumed a place of prominence in the literature on public and private governing structures. The many positive attributes of networks are often featured—the capacity to solve problems, govern shared resources, create learning opportunities, and address shared goals—and a literature focused on the challenges networks pose for managers seeking to realize these network attributes is developing. The authors share an interest in understanding the potential of networks to govern complex public, or "wicked," problems. A fundamental challenge to effectively managing any public problem in a networked setting is the transfer, receipt and integration of knowledge across participants. When knowledge is viewed pragmatically, the challenge is particularly acute. This perspective, the authors argue, presents a challenge to the network literature to consider the mind-set of the managers—or collaborative capacity-builders—who are working to achieve solutions to wicked problems. This mind-set guides network managers as they apply their skills, strategies, and tools in order to foster the transfer, receipt, and integration of knowledge across the network and, ultimately, to build long-term collaborative problem-solving capacity. 相似文献

Collective consumption and benefit characterize many government services. Moreover, government services are mostly paid for collectively through taxes—there is little or no relationship between the taxes paid by a household and its use of a particular service. Public sector decision makers face complex budget problems with difficult solutions. Involving citizens meaningfully in these decisions has long been a conundrum. The authors teamed up with the town of West Hartford, Connecticut, to develop a Web-based survey to overcome some of these participation problems and help decision makers better understand citizen preferences.
